【摘要】：人口老齡化已經(jīng)成為世界性的發(fā)展趨勢,各國及社會越來越重視和關(guān)注人口老齡化的問題。隨著21世紀(jì)的到來,全球也隨之步入了老齡化社會。而我國的特殊國情決定著我國情況更為特別,早在處于經(jīng)濟飛速發(fā)展時期,我國就已經(jīng)進(jìn)入了老齡化社會。20世紀(jì)90年代以來,中國的老齡化速度越來越快,毋庸置疑,這給發(fā)展中的中國帶來了巨大的養(yǎng)老難題。第六次人口普查數(shù)據(jù)對中國當(dāng)下的人口老齡化現(xiàn)狀進(jìn)行了分析,目前,家庭養(yǎng)老、社會機構(gòu)養(yǎng)老和社區(qū)居家養(yǎng)老是我國的三種基本的養(yǎng)老模式,而以房養(yǎng)老是當(dāng)前爭議頗多的新型養(yǎng)老模式。自上世紀(jì)90年代初起,石家莊60歲以上老齡化人口已開始超過總?cè)藬?shù)的1/10,初具老齡化社會的特點,早于我國的平均水平6年。這一現(xiàn)狀使得養(yǎng)老問題在石家莊尤為突出。以房養(yǎng)老的模式如果能夠在石家莊施行:盡管以房養(yǎng)老模式在石家莊的施行仍存在著“房、人、市、法”等方面的問題,使以房養(yǎng)老模式在石家莊的全面展開存在很大的障礙,但如果按照理想發(fā)展,以房養(yǎng)老將緩解當(dāng)前的養(yǎng)老負(fù)擔(dān)過重的現(xiàn)狀,間接促進(jìn)經(jīng)濟發(fā)展及刺激房地產(chǎn)市場的發(fā)展,進(jìn)而吸引更多外來人才,促進(jìn)全市經(jīng)濟發(fā)展�？傊�,以房養(yǎng)老將會為石家莊市帶來很多好處。
