【摘要】：隨著世界經(jīng)濟的持續(xù)發(fā)展和科學(xué)技術(shù)的快速進步,物流業(yè)作為現(xiàn)代經(jīng)濟的重要組成部分和工業(yè)化進程中最為經(jīng)濟合理的綜合服務(wù)模式,正在全球范圍內(nèi)得到迅速發(fā)展。在我國,物流業(yè)被視作國民經(jīng)濟發(fā)展的“助推器”和“加速器”,受到政府的高度重視。作為長三角區(qū)域和南京都市圈的重要城市,揚州市同樣高度重視物流業(yè)發(fā)展,并先后出臺了一系列扶持政策,全市物流業(yè)得到較快發(fā)展。在看到成績的同時,我們也清醒地認識到,站在全省高度,揚州市物流業(yè)發(fā)展水平尚不高。 為了加快揚州市物流業(yè)發(fā)展,實現(xiàn)服務(wù)業(yè)“十二五”發(fā)展目標(biāo),推動揚州市加快實現(xiàn)基本現(xiàn)代化進程,并向國內(nèi)眾多中等發(fā)達地區(qū)和欠發(fā)達地區(qū)提供借鑒,我以《揚州物流產(chǎn)業(yè)發(fā)展政策研究》為研究課題,通過文獻研究法、個別訪談法、對比分析法、因素分析法等多種方法開展調(diào)查研究,提出揚州以供應(yīng)鏈管理理論和治理理論為理論基礎(chǔ),以“精捷”和“善治”為目標(biāo),通過強化物流產(chǎn)業(yè)發(fā)展主體,明確物流產(chǎn)業(yè)規(guī)劃布局,確立物流建設(shè)多元模式,實現(xiàn)與工業(yè)融合式發(fā)展,降低物流產(chǎn)業(yè)綜合成本等五方面具體政策舉措,形成多元化的治理主體、實現(xiàn)治理過程的互動性、拓寬治理范圍的廣泛性和增強治理效果的有效性。 在具體舉措方面,通過強化部門支持合力、提升物流協(xié)會能力、壯大現(xiàn)代物流企業(yè)來強化物流產(chǎn)業(yè)發(fā)展主體,通過規(guī)劃建設(shè)三大現(xiàn)代物流基地、提升一批現(xiàn)代物流節(jié)點中心、完善城市配送體系來明確物流產(chǎn)業(yè)規(guī)劃布局,通過以重大項目為支撐、以企業(yè)投資為主體、以政府資金為導(dǎo)向來確立物流建設(shè)多元模式,通過發(fā)揮港口優(yōu)勢發(fā)展適港產(chǎn)業(yè)、發(fā)揮空港優(yōu)勢發(fā)展空港經(jīng)濟、發(fā)揮道口優(yōu)勢發(fā)展道口經(jīng)濟來實現(xiàn)與工業(yè)融合式發(fā)展,通過降低項目土地使用成本、降低社會公用事業(yè)成本、降低產(chǎn)業(yè)綜合稅費成本來降低物流產(chǎn)業(yè)綜合成本。
[Abstract]:With the sustained development of the world economy and the rapid progress of science and technology, the logistics industry as an important part of the modern economy and the most economical and reasonable comprehensive service model in the process of industrialization. In China, the logistics industry is regarded as "booster" and "accelerator" for the development of national economy. As an important city in the Yangtze River Delta region and Nanjing metropolitan area, Yangzhou also attaches great importance to the development of logistics industry, and has issued a series of supporting policies. The logistics industry in Yangzhou city has been developed rapidly. At the same time, we also soberly realize that the development level of logistics industry in Yangzhou City is not high at the height of the whole province. In order to speed up the development of logistics industry in Yangzhou, realize the development goal of the service industry in the 12th Five-Year Plan, promote the basic modernization process of Yangzhou City, and provide reference to many middle-developed and underdeveloped areas in China. I take "Yangzhou logistics industry development policy research" as the research topic, through the literature research method, the individual interview method, the contrast analysis method, the factor analysis method and so on many kinds of methods carries on the investigation research. Yangzhou is based on supply chain management theory and governance theory, aiming at "Jingjie" and "good governance". Through strengthening the main body of logistics industry development, the layout of logistics industry planning is clear. Establish the multi-mode of logistics construction, realize the development of integration with industry, reduce the comprehensive cost of logistics industry and other five specific policy measures, form a diversified governance body, and achieve the interactive governance process. Broaden the scope of governance and enhance the effectiveness of governance. In the specific measures, through strengthening the joint efforts of departments to support, enhance the capacity of logistics associations, strengthen modern logistics enterprises to strengthen the main body of logistics industry development, through planning and construction of three modern logistics bases. To upgrade a number of modern logistics node centers, improve the urban distribution system to clarify the layout of logistics industry planning, through the support of major projects, enterprise investment as the main body. Take the government funds as the direction to establish the logistics construction multivariate pattern, through the development suitable port industry by exerting the port superiority, develops the air port superiority to develop the airport economy. Developing the crossing economy to realize the integrated development with industry, reducing the cost of project land use, reducing the cost of social public utilities, lowering the cost of comprehensive tax and fee of industry to reduce the comprehensive cost of logistics industry.
