【摘要】:城鎮(zhèn)化是世界各國工業(yè)化進(jìn)程中必然經(jīng)歷的歷史階段。改革開放以來我國的城鎮(zhèn)化建設(shè)取得了飛速的發(fā)展,然而傳統(tǒng)的城鎮(zhèn)化建設(shè)重數(shù)量輕質(zhì)量的發(fā)展方式不能滿足我國全面建設(shè)小康社會的發(fā)展要求,因此推行新型城鎮(zhèn)化建設(shè),提高城鎮(zhèn)化發(fā)展質(zhì)量已成為未來的工作重點(diǎn)。新型城鎮(zhèn)化建設(shè)不但有助于加快社會主義現(xiàn)代化建設(shè)的進(jìn)程,而且對實(shí)現(xiàn)中華民族偉大復(fù)興的中國夢具有推動作用。城鎮(zhèn)化離不開資金提供持續(xù)的推動力,然而,現(xiàn)階段我國新型城鎮(zhèn)化建設(shè)面臨著巨大的融資缺口,亟待融資方式及路徑機(jī)制的創(chuàng)新性發(fā)展。 目前我國城鎮(zhèn)化融資的主要路徑是政府財政支出、地方投融資平臺等以政府為主體的融資方式,這不但增加了政府財政的負(fù)擔(dān),也使城鎮(zhèn)化建設(shè)受困于財政資金的限制缺乏發(fā)展空間和持續(xù)性。金融作為現(xiàn)代經(jīng)濟(jì)發(fā)展的核心,還沒有充分發(fā)揮其對于城鎮(zhèn)化建設(shè)的支持作用。因此,如何克服傳統(tǒng)融資路徑中的缺陷,充分發(fā)揮金融對于城鎮(zhèn)化建設(shè)的融資支持力度,創(chuàng)新城鎮(zhèn)化融資路徑,就成了解決我國城鎮(zhèn)化建設(shè)融資難問題的關(guān)鍵所在。本文就以上問題展開討論,并且學(xué)習(xí)借鑒國內(nèi)外成功的城鎮(zhèn)化融資案例,對如何改進(jìn)、創(chuàng)造多元化的融資路徑提出建議。 第一章介紹新型城鎮(zhèn)化的內(nèi)涵,并分析新型城鎮(zhèn)化建設(shè)對我國經(jīng)濟(jì)發(fā)展、經(jīng)濟(jì)轉(zhuǎn)型的重大戰(zhàn)略意義。 第二章結(jié)合我國國情根據(jù)城鎮(zhèn)化建設(shè)中的資金需求結(jié)構(gòu),預(yù)測未來我國城鎮(zhèn)化建設(shè)和發(fā)展的資金需求規(guī)模。闡述我國將要面臨的財政融資難題和金融融資困境,并以后者為重點(diǎn),從理論與實(shí)證方面分析其深層次原因。指出建立多元化的金融體系,積極發(fā)揮金融機(jī)構(gòu)的功能作用并且拓展更多可操作的創(chuàng)新型融資路徑尤為重要。 第三章對金融發(fā)展水平和城鎮(zhèn)化發(fā)展的關(guān)系進(jìn)行實(shí)證分析,分析結(jié)果顯示城鎮(zhèn)化發(fā)展對于金融發(fā)展有著正面推動作用,然而現(xiàn)階段金融發(fā)展對城鎮(zhèn)化建設(shè)的促進(jìn)作用卻不顯著,這正符合我國現(xiàn)階段情況。因此,加強(qiáng)金融支持使二者最終達(dá)到相互促進(jìn)相輔相成至關(guān)重要。 第四章綜合概述國內(nèi)外的成功城鎮(zhèn)化融資案例,汲取寶貴的經(jīng)驗,美國的市政債券模式,韓國政策性融資機(jī)構(gòu)支持,英國的公私合作融資等經(jīng)驗都值得我國加以借鑒。 最后第五章,結(jié)合我國實(shí)際國情,為我國新型城鎮(zhèn)化建設(shè)多元化投融資路徑的構(gòu)建提出相關(guān)建議。既要積極發(fā)揮政策性金融機(jī)構(gòu)的引導(dǎo)導(dǎo)向作用,發(fā)揮商業(yè)銀行的資金優(yōu)勢,同時要積極構(gòu)建創(chuàng)新型城鎮(zhèn)化建設(shè)融資模式,,打破傳統(tǒng)融資方式的束縛,提高金融效率。
[Abstract]:Urbanization is an inevitable historical stage in the process of industrialization in various countries of the world. Since the reform and opening up, the construction of urbanization in China has made rapid development. However, the traditional urbanization construction emphasis on quantity and less quality can not meet the development requirements of building a well-off society in an all-round way in China, so the implementation of a new type of urbanization construction. Improving the quality of urbanization development has become the focus of future work. New urbanization construction is not only helpful to speed up the process of socialist modernization. Urbanization can not be separated from the funds to provide a sustained driving force, however, at this stage, the construction of new urbanization in China is facing a huge financing gap. The innovative development of financing mode and path mechanism is urgently needed. At present, the main path of urbanization financing in China is the government financial expenditure, local investment and financing platform and other financing means, which not only increases the burden of government finance. It also makes the urbanization construction trapped by the limitation of financial funds and lack of development space and sustainability. As the core of modern economic development, finance has not fully played its role in supporting the urbanization construction. How to overcome the defects in the traditional financing path, give full play to the financing support for urbanization construction, and innovate the financing path of urbanization. It has become the key to solve the financing problem of urbanization construction in China. This paper discusses the above issues, and learn from the successful domestic and foreign urbanization financing cases, how to improve. To create a diversified financing path to put forward suggestions. The first chapter introduces the connotation of new-type urbanization and analyzes the strategic significance of new-type urbanization construction to our country's economic development and economic transformation. The second chapter combines with the situation of our country according to the structure of capital demand in the construction of urbanization. The paper forecasts the scale of capital demand for the construction and development of urbanization in China in the future, expounds the financial financing problems and financial financing difficulties that our country will face, and focuses on the latter. It points out that it is very important to establish a diversified financial system, to give full play to the function of financial institutions and to expand more operable innovative financing paths. The third chapter makes an empirical analysis on the relationship between the level of financial development and the development of urbanization. The results show that the development of urbanization has a positive role in promoting financial development. However, the financial development does not play a significant role in the urbanization construction at the present stage, which is in line with the present situation in China. Therefore, it is very important to strengthen the financial support so that the two can finally promote and complement each other. Chapter 4th summarizes the successful urbanization financing cases at home and abroad, draws valuable experience, the U. S. municipal bond model, South Korea policy financing institutions support. Britain's public-private financing and other experiences are worthy of our country to draw lessons from. The last 5th chapter, combined with the actual situation of our country, put forward some suggestions for the construction of diversified investment and financing path of the new urbanization construction in our country. It is necessary to give full play to the guiding role of policy-oriented financial institutions. At the same time, it is necessary to actively construct innovative financing mode of urbanization construction, break the shackles of traditional financing methods and improve financial efficiency.
