【摘要】：21世紀(jì)全球經(jīng)濟(jì)發(fā)展的顯著特征是創(chuàng)業(yè)型經(jīng)濟(jì)的發(fā)展,創(chuàng)業(yè)活動(dòng)是科學(xué)技術(shù)轉(zhuǎn)化為現(xiàn)實(shí)生產(chǎn)力的紐帶,它已然成為區(qū)域經(jīng)濟(jì)發(fā)展的強(qiáng)大推動(dòng)力。作為社會(huì)發(fā)展的創(chuàng)新舉措、以創(chuàng)業(yè)為導(dǎo)向的引擎,塑造創(chuàng)業(yè)型城市帶動(dòng)并扶持區(qū)域創(chuàng)業(yè)型經(jīng)濟(jì)的發(fā)展,已然成為包括我國(guó)在內(nèi)的許多國(guó)家政府的共識(shí)。 2011年以來(lái),上海市普陀區(qū)開(kāi)始啟動(dòng)創(chuàng)建創(chuàng)業(yè)型城市的實(shí)踐,目前正在逐步實(shí)現(xiàn)緩解區(qū)域失業(yè)、增強(qiáng)行業(yè)競(jìng)爭(zhēng)力、優(yōu)化創(chuàng)業(yè)環(huán)境和促進(jìn)經(jīng)濟(jì)增長(zhǎng)等一系列預(yù)期目標(biāo)穩(wěn)步前進(jìn),因此,對(duì)于上海市普陀區(qū)創(chuàng)業(yè)型城區(qū)建設(shè)實(shí)踐探索問(wèn)題的研究具有重要的現(xiàn)實(shí)意義。 本文所研究的創(chuàng)建創(chuàng)業(yè)型城區(qū)問(wèn)題就是上海市普陀區(qū)為改善當(dāng)?shù)氐膭?chuàng)業(yè)環(huán)境,激發(fā)區(qū)域創(chuàng)業(yè)活力所做的有效公共管理探索。創(chuàng)業(yè)型城區(qū)究竟如何提升創(chuàng)業(yè)型經(jīng)濟(jì),轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式,促進(jìn)城區(qū)經(jīng)濟(jì)的健康、可持續(xù)發(fā)展?為了回答這些問(wèn)題,本文以上海市普陀區(qū)創(chuàng)建創(chuàng)業(yè)型城區(qū)實(shí)踐為研究對(duì)象,深入研究與普陀區(qū)創(chuàng)業(yè)型城區(qū)密切相關(guān)的領(lǐng)域：如何促進(jìn)創(chuàng)業(yè)帶動(dòng)就業(yè)工作,如何提升區(qū)域創(chuàng)業(yè)產(chǎn)業(yè)集聚能級(jí),如何打造現(xiàn)代創(chuàng)業(yè)孵化基地,如何提高區(qū)域創(chuàng)業(yè)經(jīng)濟(jì)和優(yōu)化創(chuàng)業(yè)教育等領(lǐng)域；同時(shí),結(jié)合人社部提出的創(chuàng)業(yè)型城市的五大建設(shè)體系要求,從上海市普陀區(qū)的實(shí)際情況出發(fā),對(duì)普陀區(qū)的創(chuàng)業(yè)型城區(qū)建設(shè)體系進(jìn)行系統(tǒng)評(píng)估和分析,在理論與實(shí)踐研究的基礎(chǔ)上提出對(duì)策建議,為解決實(shí)際工作中的問(wèn)題提供參考。 全文共分為四個(gè)部分,第一章為緒論,主要介紹了研究背景,闡述研究目的和研究意義。其次,梳理總結(jié)國(guó)內(nèi)外有關(guān)創(chuàng)業(yè)型城區(qū)建設(shè)的相關(guān)研究文獻(xiàn),在此基礎(chǔ)上分類(lèi)匯總：最后,提出本文的研究思路與研究?jī)?nèi)容。第二章為創(chuàng)業(yè)型城區(qū)建設(shè)實(shí)踐現(xiàn)狀與問(wèn)題分析,主要總結(jié)了上海市普陀區(qū)創(chuàng)業(yè)型城區(qū)建設(shè)的現(xiàn)狀、提煉概括了階段性的創(chuàng)建工作成效和特色工作,在提出了當(dāng)前創(chuàng)建過(guò)程中實(shí)際存在的問(wèn)題后進(jìn)行了深入的分析。第三章則在理論聯(lián)系實(shí)際的基礎(chǔ)上,系統(tǒng)提出了完善上海市普陀區(qū)創(chuàng)業(yè)型城區(qū)建設(shè)的對(duì)策和建議。第四章結(jié)論,主要總結(jié)本文的成果和不足。 本文的結(jié)論是：普陀區(qū)政府應(yīng)認(rèn)真總結(jié)創(chuàng)業(yè)型城區(qū)的發(fā)展實(shí)踐,準(zhǔn)確把握工作發(fā)展的階段性特征,只有以科學(xué)發(fā)展觀指導(dǎo)建設(shè)創(chuàng)業(yè)型城區(qū),同時(shí)貫徹有力,才能開(kāi)拓更為廣闊的經(jīng)濟(jì)社會(huì)發(fā)展的廣闊空間。借鑒國(guó)內(nèi)外經(jīng)驗(yàn),普陀區(qū)創(chuàng)建創(chuàng)業(yè)型城區(qū)的工作可以通過(guò)優(yōu)化創(chuàng)業(yè)扶持政策體系；建設(shè)從區(qū)域產(chǎn)業(yè)集群到區(qū)域創(chuàng)業(yè)體系；完善創(chuàng)業(yè)型城區(qū)建設(shè)的服務(wù)體系；拓展創(chuàng)業(yè)融資渠道；強(qiáng)化創(chuàng)業(yè)教育培訓(xùn)；推進(jìn)創(chuàng)業(yè)文化建設(shè)和完善創(chuàng)業(yè)保障措施等方面多管齊下,促進(jìn)城區(qū)創(chuàng)業(yè)水平的整體提高。
[Abstract]:Significant characteristics of the twenty-first Century global economic development is the development of entrepreneurial economy, entrepreneurial activity is the link of science and technology into real productivity, it has become a powerful driving force for regional economic development. As the innovative initiatives for social development, business oriented development engine, build entrepreneurial city to promote and support Regional Entrepreneurial Economy that has become the consensus of many countries including our country government.
Since 2011, Shanghai City, Putuo District started the practice of creating entrepreneurial city, is now gradually achieve remission of regional unemployment, enhance the competitiveness of the industry, optimize business environment and promote economic growth and a series of targets for steady progress, therefore, has important practical significance for the study of exploring the construction practice of Putuo District entrepreneurial city of Shanghai city.
The creation of entrepreneurial problems in this article is the study of the Shanghai city of Putuo District in order to improve the local environment, effectively stimulate regional public management to explore entrepreneurial activity done. Entrepreneurial city how to increase the entrepreneurial economy, change the mode of economic development, promote economic health, urban sustainable development? In order to answer these questions, this paper Shanghai City, Putuo District city to create entrepreneurial practice as the research object, the field is closely related to the thorough research and the Putuo District entrepreneurial city: how to promote entrepreneurship employment, how to improve the regional innovation industry agglomeration level, how to build a modern business incubator, how to improve the Regional Entrepreneurial Economy and optimization of entrepreneurship education and other fields; at the same time, combined with the entrepreneurial city department proposed the construction of the five system requirements, starting from the actual situation of Shanghai City, Putuo District, Putuo District and A systematic evaluation and analysis of the construction system of industrial city is put forward. Based on the theoretical and practical research, countermeasures and suggestions are put forward to provide references for solving practical problems.
This paper is divided into four parts, the first chapter is the introduction, mainly introduces the research background, the research objective and research significance. Secondly, summarizes the related research literature about the construction of entrepreneurial city at home and abroad, on the basis of classification. Finally, put forward the research ideas and research content. The second chapter is the analysis of the status quo and problems of the construction practice of entrepreneurial city, mainly summarizes the current situation of the construction of Putuo District entrepreneurial city of Shanghai City, summarizes the process of creating work achievements and work characteristics, are analyzed in the current created in the process of practical problems. The third chapter is based on the combination of theory and reality the system puts forward the countermeasures and suggestions to improve the construction of Putuo District Entrepreneurial City District of Shanghai city. The fourth chapter is the conclusion, summarizes the main achievements and shortcomings.
The conclusion is that the Putuo District government should conscientiously sum up the development practice of entrepreneurial city, accurately grasp the stage characteristics of the development of Scientific Outlook on Development, only to guide the construction of entrepreneurial city, and carry out effectively, to develop a broader economic and social development of the vast space. From domestic and foreign experience, the creation of entrepreneurial city of Putuo District you can work through optimization of entrepreneurship policy support system construction; from the regional industrial cluster to Regional Entrepreneurial System; improve the construction of entrepreneurial city service system; expand business financing channels; strengthen entrepreneurship education and training; promoting the construction of entrepreneurial culture and entrepreneurship to improve the safeguard measures and other aspects of multi pronged approach to improve the overall level of entrepreneurship, promote the city.
