【摘要】：隨著全球氣候變暖已成為一個不爭的事實，近100多年來全球平均溫度上升了0.74℃。特別是近兩年來，隨著我國城市化進程的加快，許多城市PM2.5污染嚴(yán)重，罕見的高強度灰霾污染不斷席卷我國中東部、東北及西南地區(qū)達10省區(qū)市，其中污染最嚴(yán)重當(dāng)屬京津冀區(qū)域。在可持續(xù)發(fā)展和生態(tài)文明社會建設(shè)的大背景下，這一氣候環(huán)境變化已經(jīng)成為阻礙我國自然、經(jīng)濟和社會可持續(xù)發(fā)展的瓶頸。盡管低碳城市試點和建設(shè)出現(xiàn)興起之勢，但是依然存在著低碳城市發(fā)展規(guī)劃的系統(tǒng)科學(xué)性、公眾對低碳城市的認(rèn)識誤區(qū)、以及低碳城市建設(shè)實踐過多關(guān)注于某一行業(yè)而忽略由點到面的統(tǒng)籌規(guī)劃等問題，使得低碳城市規(guī)劃和建設(shè)存在很多癥結(jié)問題。為此，本文基于協(xié)同模型的低碳城市規(guī)劃與實證研究，將從規(guī)劃理念和實踐意義上有助于促進低碳城市規(guī)劃的科學(xué)性和建設(shè)的可操作性。 本文首先系統(tǒng)闡述了國內(nèi)外低碳城市建設(shè)現(xiàn)狀和低碳城市規(guī)劃的相關(guān)理論，重點對低碳城市發(fā)展的行動策略和低碳城市建設(shè)的發(fā)展路徑進行了研究。其次，，基于低碳城市的規(guī)劃要求和我國目前低碳城市建設(shè)中存在的問題分析，引入了協(xié)同的理念，分析了協(xié)同與可持續(xù)發(fā)展的關(guān)系，從功能基礎(chǔ)、系統(tǒng)構(gòu)成、空間結(jié)構(gòu)、發(fā)展機制四個方面，整合改進了多系統(tǒng)協(xié)同的低碳城市建設(shè)模型。再次，基于保定市低碳城市建設(shè)試點的調(diào)研分析，綜合考慮低碳城市指標(biāo)體系的特點，運用層次分析法（AHP）和模糊綜合評價方法對保定市低碳城市建設(shè)試點現(xiàn)狀進行評價，得出近幾年來保定市低碳經(jīng)濟發(fā)展水平度，并指出了其低碳城市建設(shè)中的問題。最后，本文運用多系統(tǒng)協(xié)同的低碳城市建設(shè)模型，對低碳城市建設(shè)提出了對策和建議，以期能對低碳城市發(fā)展規(guī)劃和實踐提供有益的借鑒和參考。
[Abstract]:As the global warming has become an uncontested fact , the global average temperature has risen by 0.74 擄 C over the past 100 years . Especially in recent two years , with the acceleration of urbanization in China , the pollution of this climate has become the bottleneck of the sustainable development of China ' s natural , economic and social development . In the context of sustainable development and the construction of ecological civilization , this climate change has become the bottleneck of the sustainable development of China ' s natural , economic and social development . This paper first systematically expounds the current situation of low - carbon city construction at home and abroad and the relevant theories of low - carbon city construction , and studies the development path of low - carbon city construction in low - carbon city . Secondly , based on the research and analysis of low - carbon city construction pilot in China , the author points out the problems of low - carbon city construction . Finally , based on the research and analysis of low - carbon city construction , this paper puts forward some countermeasures and suggestions on the construction of low - carbon city , and hopes to provide useful reference for low - carbon city development planning and practice .
