【摘要】：旅游業(yè)是服務(wù)業(yè)中的朝陽(yáng)產(chǎn)業(yè),同時(shí)也是目前我國(guó)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整中大力扶持和發(fā)展的重要第三產(chǎn)業(yè)。我國(guó)近幾年旅游業(yè)的增速不斷加快,而且有學(xué)者預(yù)計(jì),我國(guó)將在2020年成為全球最大的旅游目的地國(guó)家。由于旅游業(yè)占國(guó)民經(jīng)濟(jì)比重逐漸增大,旅游業(yè)稅收對(duì)財(cái)政收入的貢獻(xiàn)將直接影響國(guó)民經(jīng)濟(jì)的發(fā)展;而旅游業(yè)稅收政策和征管制度的完善,也將在這一過(guò)程中發(fā)揮重要作用。鷹潭市豐富且獨(dú)具特色的旅游資源優(yōu)勢(shì)明顯、潛力巨大,為鷹潭市旅游業(yè)發(fā)展奠定了堅(jiān)實(shí)的基礎(chǔ),為鷹潭創(chuàng)造了豐富的、潛在的稅源。未來(lái)幾年、十幾年將是鷹潭市旅游業(yè)大發(fā)展的黃金時(shí)代。由此,如何發(fā)揮稅收組織財(cái)政、調(diào)控經(jīng)濟(jì)、調(diào)節(jié)分配的職能作用,大力實(shí)施旅游帶動(dòng)戰(zhàn)略,不斷提高旅游稅收貢獻(xiàn)率,是加快實(shí)現(xiàn)鷹潭從旅游資源大市向旅游經(jīng)濟(jì)強(qiáng)市跨越中的一個(gè)全新的課題。本研究著眼鷹潭市旅游稅收貢獻(xiàn)度問(wèn)題,在深入分析了旅游業(yè)稅收貢獻(xiàn)度測(cè)算方法的基礎(chǔ)上,以2005-2014年鷹潭市旅游經(jīng)濟(jì)發(fā)展統(tǒng)計(jì)指標(biāo)數(shù)據(jù)為測(cè)算對(duì)象,采用定量分析的方法,對(duì)鷹潭市旅游稅收貢獻(xiàn)度進(jìn)行了詳細(xì)測(cè)量,并分析了導(dǎo)致鷹潭市旅游稅收收入貢獻(xiàn)度不高的具體原因和負(fù)面影響。原因主要包括旅游產(chǎn)業(yè)發(fā)展、稅收體制和稅收征管三個(gè)方面,負(fù)面影響主要集中在對(duì)旅游業(yè)發(fā)展帶來(lái)不利影響,以及不利于稅收與旅游業(yè)協(xié)調(diào)發(fā)展。最后,本研究提出了解決鷹潭市旅游稅收貢獻(xiàn)度不高問(wèn)題的對(duì)策。
[Abstract]:Tourism is a rising industry in the service industry, and it is also an important tertiary industry which supports and develops vigorously in the adjustment of the industrial structure of our country. The growth rate of tourism in China is accelerating in recent years, and some scholars predict that China will become the largest tourist destination country in the world by 2020. Due to the increasing proportion of tourism to the national economy, the contribution of tourism tax revenue to the development of national economy will be directly affected, and the improvement of tourism tax policy and collection and management system will also play an important role in this process. The rich and unique tourism resources of Yingtan City have obvious advantages and great potential, which lays a solid foundation for the development of Yingtan tourism and creates a rich and potential source of tax for Yingtan City. In the next few years, ten years will be the golden age of Yingtan tourism development. Therefore, how to give full play to the tax organization finance, regulate the economy, adjust the function of distribution, vigorously implement the tourism-driven strategy, and constantly improve the contribution rate of tourism tax revenue. Yingtan is a brand-new topic in speeding up the leap from a large tourism resource city to a strong tourism economy city. This research focuses on the problem of tourism tax contribution degree of Yingtan city, on the basis of in-depth analysis of the calculation method of tourism tax contribution degree, takes the statistical index data of tourism economic development of Yingtan city from 2005 to 2014 as the measuring object, and adopts the quantitative analysis method. This paper measures the contribution degree of tourism tax revenue in Yingtan City in detail, and analyzes the specific reasons and negative effects which lead to the low contribution degree of tourism tax revenue in Yingtan City. The main reasons include the development of tourism industry, tax system and tax collection and administration. The negative effects mainly focus on the negative impact on the development of tourism, and are not conducive to the coordinated development of tax and tourism. Finally, the paper puts forward some countermeasures to solve the problem of low contribution of tourism tax in Yingtan City.
