【摘要】：中國(guó)是一個(gè)農(nóng)業(yè)大國(guó),農(nóng)村人口占多數(shù)。提高農(nóng)村基層醫(yī)療衛(wèi)生機(jī)構(gòu)服務(wù)能力,保障農(nóng)村居民的健康水平是國(guó)家社會(huì)建設(shè)的重要任務(wù)。同時(shí)“看病難,看病貴”是我國(guó)面臨的嚴(yán)重社會(huì)問(wèn)題,解決該問(wèn)題,中國(guó)必須建立起分診治療制度。當(dāng)前,提升農(nóng)村基層醫(yī)療衛(wèi)生機(jī)構(gòu)的服務(wù)能力就是建立分診制的基本要求。我國(guó)農(nóng)村基層醫(yī)療衛(wèi)生機(jī)構(gòu)的服務(wù)能力并不能滿足社會(huì)的要求,因此加快農(nóng)村基層醫(yī)療衛(wèi)生機(jī)構(gòu)服務(wù)能力的建設(shè)是國(guó)家的重要工作任務(wù)。本文以農(nóng)村基層醫(yī)療衛(wèi)生機(jī)構(gòu)的服務(wù)能力為研究對(duì)象,認(rèn)為衛(wèi)生機(jī)構(gòu)的服務(wù)能力表現(xiàn)在衛(wèi)生資源的占有狀況及基本醫(yī)療衛(wèi)生服務(wù)的提供情況,旨在以公共管理的視角,通過(guò)文獻(xiàn)研究、統(tǒng)計(jì)分析、定性分析的方法,力圖在全面分析我國(guó)農(nóng)村基層醫(yī)療衛(wèi)生機(jī)構(gòu)能力的影響因素、現(xiàn)狀與問(wèn)題的基礎(chǔ)上,同時(shí)借鑒國(guó)外在農(nóng)村醫(yī)療衛(wèi)生方面的先進(jìn)做法,提出提升我國(guó)農(nóng)村基層醫(yī)療衛(wèi)生機(jī)構(gòu)服務(wù)能力的政策建議,指導(dǎo)農(nóng)村基層醫(yī)療衛(wèi)生機(jī)構(gòu)的快速發(fā)展。本文認(rèn)為農(nóng)村基層醫(yī)療衛(wèi)生機(jī)構(gòu)服務(wù)能力包括醫(yī)療衛(wèi)生服務(wù)與公共衛(wèi)生服務(wù)能力。且服務(wù)能力的影響因素應(yīng)從內(nèi)外因素兩方面進(jìn)行分析,內(nèi)部主要影響因素包括機(jī)構(gòu)的人財(cái)物三方面。外部主要影響因素包括經(jīng)濟(jì)發(fā)展水平、醫(yī)療衛(wèi)生的監(jiān)管、國(guó)家政策法律環(huán)境、醫(yī)療衛(wèi)生制度的改革。
[Abstract]:China is a large agricultural country, the rural population accounts for the majority. It is an important task of national social construction to improve the service ability of rural primary medical and health institutions and ensure the health level of rural residents. At the same time, "difficult to see a doctor, expensive to see a doctor" is a serious social problem in China. At present, improving the service ability of rural primary medical and health institutions is the basic requirement of establishing the system. The service capacity of rural primary medical and health institutions in China can not meet the needs of the society. Therefore, it is an important task for the country to speed up the construction of service capacity of rural primary medical and health institutions. This paper takes the service ability of rural primary medical and health institutions as the research object, and thinks that the service ability of the health institutions is manifested in the occupation of health resources and the provision of basic medical and health services, aiming at the perspective of public management. Through the methods of literature research, statistical analysis and qualitative analysis, this paper tries to analyze the influencing factors, present situation and problems of rural primary medical and health institutions in China. At the same time, drawing lessons from the advanced practices of foreign countries in rural medical and health care, the paper puts forward some policy suggestions to improve the service capacity of rural primary medical and health institutions in order to guide the rapid development of rural grass-roots medical and health institutions. This paper holds that the service capacity of rural primary medical and health institutions includes medical and health services and public health services. The influencing factors of service capacity should be analyzed from two aspects of internal and external factors. External factors include the level of economic development, health supervision, national policy and legal environment, medical and health system reform.
