深圳市電子政務(wù)發(fā)展問題及對(duì)策研究

【摘要】:信息化的發(fā)展進(jìn)程加快,使得政府重視電子政務(wù)的發(fā)展。推進(jìn)電子政務(wù)建設(shè)對(duì)政府與民眾互動(dòng)、政府職能轉(zhuǎn)變、提高政府的行政效率、進(jìn)一步重視行政公平、節(jié)約行政成本和促進(jìn)社會(huì)發(fā)展等方面都有著重要的意義。這些都已經(jīng)在國外很多先進(jìn)的發(fā)達(dá)國家的實(shí)踐中得到印證。相對(duì)于經(jīng)濟(jì)、社會(huì)的發(fā)展,電子政務(wù)這個(gè)領(lǐng)域在全球范圍內(nèi)來看,還不太成熟,處于一個(gè)初步探索的階段。新的方法、新的路徑和實(shí)踐正在各國積極涌現(xiàn)。我國的電子政務(wù)發(fā)展已經(jīng)逐漸在向好的方向邁進(jìn),深圳市開展電子政務(wù)建設(shè)已有幾十年,作為一個(gè)沿海城市,經(jīng)濟(jì)條件更加成熟,能給信息基礎(chǔ)設(shè)施建設(shè)提供有力的支撐,它在發(fā)展速度、發(fā)展水平、專業(yè)技術(shù)等方面都取得了一定的成效。我們不僅要看到它的成績(jī),還應(yīng)該正視其問題,站在長(zhǎng)遠(yuǎn)發(fā)展的角度來看,現(xiàn)如今出現(xiàn)的種種問題都應(yīng)該有針對(duì)性地進(jìn)行及時(shí)改善。本文運(yùn)用新公共管理學(xué)和公共選擇理論,就深圳市政府電子政務(wù)發(fā)展的問題展開研究,采用規(guī)范研究方法、問卷調(diào)查與統(tǒng)計(jì)分析相結(jié)合以及文獻(xiàn)資料研究方法,來分析深圳市電子政務(wù)建設(shè)的概況。主要總結(jié)了電子政務(wù)的發(fā)展歷程,深圳市電子政務(wù)的發(fā)展主要經(jīng)歷了網(wǎng)上公布政務(wù)信息、政府內(nèi)外網(wǎng)的鋪設(shè)、網(wǎng)格化“電子政府”、電子政務(wù)系統(tǒng)的應(yīng)用和體系的建設(shè)以及現(xiàn)在通過推動(dòng)三網(wǎng)融合、織網(wǎng)工程以及云計(jì)算等項(xiàng)目來加速智慧城市的建設(shè)。通過調(diào)查問卷,結(jié)合深圳市公眾對(duì)本市電子政務(wù)的一些反饋發(fā)展情況來分析深圳市電子政務(wù)發(fā)展現(xiàn)狀,整理了由電子政務(wù)平臺(tái)和四個(gè)體系構(gòu)成電子政務(wù)總體框架,介紹了織網(wǎng)工程的主要框架,歸納了深圳市在電子政務(wù)信息基礎(chǔ)設(shè)施建設(shè)、政務(wù)平臺(tái)建設(shè)以及法規(guī)制度建設(shè)方面的一些概況。然后進(jìn)一步結(jié)合具體資料和相關(guān)理論基礎(chǔ)對(duì)問題對(duì)應(yīng)的原因進(jìn)行了簡(jiǎn)要分析。研究認(rèn)為,深圳市電子政務(wù)建設(shè)的問題主要有服務(wù)對(duì)象使用電子政務(wù)擔(dān)心信息安全、電子政務(wù)工作人員素質(zhì)低、電子政務(wù)信息基礎(chǔ)建設(shè)短板、電子政務(wù)過度集權(quán)化管理不能滿足公眾需求、法規(guī)制度建設(shè)不完善。在探討研究中,立足于深圳市現(xiàn)在的電子政務(wù)相關(guān)政策規(guī)劃、運(yùn)行標(biāo)準(zhǔn)、規(guī)范制度,透過現(xiàn)象看本質(zhì)。深圳市政府應(yīng)該采取加強(qiáng)信息安全管理、培養(yǎng)電子政務(wù)型人才、政府加強(qiáng)對(duì)電子政務(wù)建設(shè)的資金投入、逐漸轉(zhuǎn)向分權(quán)管理以公眾需求為導(dǎo)向和健全法規(guī)制度等措施來解決其發(fā)展中存在的問題。這些對(duì)策都是針對(duì)具體案例總結(jié)的,是一些理論上講得通,針對(duì)深圳市政府電子政務(wù)建設(shè)的比較具體的操作方法。提升電子政務(wù)發(fā)展水平,有利于政府職能的轉(zhuǎn)變、流程再造和政府管理方式革新,有利于政府部門日常工作的規(guī)范化,這是一件利民的好事。
[Abstract]:The development process of information technology accelerates, make the government attach importance to the development of e-government. To promote the construction of e-government is of great significance to the interaction between the government and the public, the transformation of government functions, the improvement of the administrative efficiency of the government, the further attention to administrative fairness, the saving of administrative costs and the promotion of social development. These have been proved in the practice of many advanced developed countries abroad. Compared with the development of economy and society, the field of e-government is not mature in the world, and it is in a preliminary stage of exploration. New methods, new paths and practices are emerging all over the world. The development of e-government in our country has been moving towards a good direction. Shenzhen has been developing e-government for decades. As a coastal city, the economic conditions are more mature and can provide strong support for the information infrastructure construction. It has achieved certain results in development speed, level of development, professional technology and so on. We should not only see its achievements, but also face up to its problems. From the perspective of long-term development, all kinds of problems that have emerged today should be improved in a timely manner. Based on the theory of new public management and public choice, this paper studies the development of e-government of Shenzhen municipal government, adopts normative research methods, combines questionnaire survey with statistical analysis and literature research methods. To analyze the general situation of Shenzhen e-government construction. This paper summarizes the development course of E-government in Shenzhen. The development of E-government in Shenzhen has mainly experienced the publication of government information on the Internet, the laying of internal and external government network, and the grid of "e-government". The application and construction of e-government system and the construction of intelligent city are being accelerated by promoting the integration of three networks, weaving network engineering and cloud computing. Based on the questionnaire and some feedback from the public in Shenzhen City, this paper analyzes the current situation of e-government development in Shenzhen City, and puts forward the overall framework of E-government based on the platform and four systems of e-government. This paper introduces the main frame of the web weaving project and summarizes the general situation of the construction of information infrastructure of electronic government affairs, the construction of government platform and the construction of laws and regulations in Shenzhen. Then combined with the specific data and related theoretical basis, the corresponding reasons are briefly analyzed. The research shows that the main problems in the construction of electronic government in Shenzhen include the users of service concerned about information security, the low quality of the staff of electronic government affairs, and the short board of information infrastructure construction of electronic government. The excessive centralization of e-government can not meet the needs of the public, and the construction of laws and regulations is not perfect. In the research, based on the current E-government policy planning, operating standards, standardized system, through the phenomenon to see the essence. The Shenzhen municipal government should strengthen the management of information security, train the talents of e-government, and the government should strengthen the investment in the construction of e-government. Gradually, decentralization management should be oriented to public demand and perfect the legal system to solve the problems existing in its development. These countermeasures are summed up for specific cases, which make sense in theory and are more specific operation methods for the construction of electronic government affairs of Shenzhen municipal government. To improve the level of e-government development is beneficial to the transformation of government functions, the innovation of process reengineering and government management, and the standardization of the daily work of government departments, which is a good thing for the people.
