長(zhǎng)三角城市群產(chǎn)城融合機(jī)制與空間特征研究

【摘要】:隨著《長(zhǎng)三角城市群規(guī)劃》出臺(tái),新型城鎮(zhèn)化速度逐步加快,開發(fā)區(qū)數(shù)量逐漸增加,產(chǎn)城融合日益成為產(chǎn)業(yè)集聚區(qū)的建設(shè)目標(biāo),新型城鎮(zhèn)化質(zhì)量的權(quán)衡標(biāo)準(zhǔn)。在此情況下,政府需要出臺(tái)合理的產(chǎn)業(yè)與城鎮(zhèn)化政策,引導(dǎo)產(chǎn)城由分離走向融合。作為拉動(dòng)中國(guó)經(jīng)濟(jì)發(fā)展動(dòng)力之一的長(zhǎng)三角城市群,它的產(chǎn)城融合實(shí)踐影響到新型城鎮(zhèn)化的推進(jìn)效率,這也是本文選取長(zhǎng)三角城市群作為研究對(duì)象的原因之一。此外,長(zhǎng)三角地區(qū)將建成快速城際交通網(wǎng)絡(luò)系統(tǒng),這將對(duì)它的產(chǎn)城融合發(fā)展產(chǎn)生重要影響。在理論研究部分,基于研究背景和現(xiàn)有文獻(xiàn),本文詳細(xì)闡述了產(chǎn)城融合的內(nèi)在機(jī)制。此外還探析了長(zhǎng)三角城市群產(chǎn)城融合現(xiàn)狀,系統(tǒng)地對(duì)產(chǎn)城融合過程中存在的問題進(jìn)行了梳理,認(rèn)為其存在著產(chǎn)業(yè)雷同、城市環(huán)境污染、開發(fā)區(qū)產(chǎn)城競(jìng)爭(zhēng)矛盾等問題,產(chǎn)城融合度受到產(chǎn)業(yè)發(fā)展、城市功能和人的發(fā)展三個(gè)層面因素的共同影響。在實(shí)證研究部分,本文通過構(gòu)建55個(gè)評(píng)價(jià)指標(biāo),主要運(yùn)用主成分分析方法,并在拓展計(jì)量分析方法——即增加了熵值法和AHP法的情況下,對(duì)長(zhǎng)三角城市群城市的產(chǎn)城融合度進(jìn)行了實(shí)證研究,得出省會(huì)城市的產(chǎn)城融合度明顯高于非省會(huì)城市,沿江城市明顯高于內(nèi)陸城市,產(chǎn)城融合受到區(qū)域經(jīng)濟(jì)、技術(shù)、交通和城市基礎(chǔ)設(shè)施的影響較大。在探析長(zhǎng)三角城市群產(chǎn)城融合的空間特征方面,文章通過運(yùn)用OpenGeoDa、mapinfo11.0、mathlab7.0、stata13.0等軟件,在對(duì)產(chǎn)城融合度各分層指數(shù)進(jìn)行橫向分析、縱向比較之后,還探索了城市間的空間距離以及城市群網(wǎng)絡(luò)經(jīng)濟(jì)效應(yīng)對(duì)產(chǎn)城融合度的影響,得出的主要結(jié)論有:(1)一般情況下,產(chǎn)城融合度與城市規(guī)模和城鎮(zhèn)化之間具有正向關(guān)聯(lián)關(guān)系,多種評(píng)價(jià)方法測(cè)算的產(chǎn)城融合度具有一致性。(2)在探索性空間數(shù)據(jù)分析方法下測(cè)得的產(chǎn)城融合度具有較明顯的空間集聚和差異特征。(3)區(qū)域間城市的區(qū)位關(guān)系及其距離中心城市上海的距離是影響產(chǎn)城融合度的重要因素,呈現(xiàn)新經(jīng)濟(jì)地理學(xué)的“∽”規(guī)律。(4)區(qū)域間城市與省會(huì)城市的經(jīng)濟(jì)聯(lián)系強(qiáng)度也是影響產(chǎn)城融合度的主要因素。(5)城市群的網(wǎng)絡(luò)經(jīng)濟(jì)效應(yīng)對(duì)產(chǎn)城融合度亦起到正向促進(jìn)作用。最后是研究結(jié)論與政策建議。本文根據(jù)實(shí)證結(jié)果,從影響因素出發(fā),給出了促進(jìn)長(zhǎng)三角城市群各城市產(chǎn)城融合的5個(gè)建議,即提高中心城市經(jīng)濟(jì)增長(zhǎng)質(zhì)量,促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化;加強(qiáng)次中心城市的影響力,擴(kuò)大城市輻射;發(fā)揮好外圍城市的協(xié)同作用,建立城市群協(xié)調(diào)機(jī)制;明確各自戰(zhàn)略定位,促進(jìn)產(chǎn)業(yè)一體化進(jìn)程;推進(jìn)產(chǎn)城聯(lián)體規(guī)劃,增加城市經(jīng)濟(jì)聯(lián)系強(qiáng)度。
[Abstract]:With the introduction of the "Yangtze River Delta Urban agglomeration Planning", the speed of new urbanization is gradually quickening, the number of development zones is gradually increasing, and the integration of industrial and urban areas is increasingly becoming the construction goal of industrial agglomeration areas and the tradeoff standard of new urbanization quality. In this case, The government needs to introduce a reasonable policy of industry and urbanization to guide the production city from separation to integration. As one of the driving forces of China's economic development, the Yangtze River Delta urban agglomeration has an impact on the efficiency of the new urbanization. This is one of the reasons why the Yangtze River Delta urban agglomeration is chosen as the research object. In addition, the rapid intercity transportation network system will be built in the Yangtze River Delta region, which will have an important impact on the integration and development of its production and cities. Based on the research background and the existing literature, this paper expatiates on the internal mechanism of the integration of industrial and urban areas, and analyzes the present situation of the integration of production and city in the Yangtze River Delta urban agglomeration, and systematically combs the existing problems in the process of the integration of industrial and urban areas. It is considered that there are some problems such as industrial similarity, urban environmental pollution, contradiction of production and city competition in development zones, and the degree of integration of industry and city is influenced by three factors: industrial development, urban function and human development. In this paper, 55 evaluation indexes are constructed, and the principal component analysis (PCA) method is mainly used in this paper. Under the condition of expanding the econometric analysis method-entropy value method and AHP method, the paper makes an empirical study on the degree of urban convergence of urban agglomeration in the Yangtze River Delta. It is concluded that the degree of integration of production and city in provincial capital city is obviously higher than that in non-provincial capital city, the city along the river is obviously higher than inland city, and the integration of production city and city is subject to regional economy and technology. The influence of traffic and urban infrastructure is great. In analyzing the spatial characteristics of urban convergence in Yangtze River Delta urban agglomeration, by using OpenGeoDamapinfo11.0 / mathlab7.0 / stata 13.0 and other softwares, this paper makes a horizontal analysis on the stratification index of the degree of convergence of production and city, and compares it vertically. It also explores the influence of the spatial distance between cities and the economic effect of urban agglomeration network on the degree of convergence of cities and cities. The main conclusions are as follows: (1) in general, there is a positive correlation between the degree of financial integration of cities and the scale of cities and urbanization. The financial degree of industry and city measured by multiple evaluation methods is consistent. 2) under the exploratory spatial data analysis method, the financial degree of industry and city has obvious spatial agglomeration and difference characteristics. The distance from the central city of Shanghai is an important factor affecting the degree of integration of the industrial cities. Presenting the "~" Law of New Economic Geography. (4) the intensity of economic connection between regional cities and provincial capitals is also the main factor that affects the degree of convergence of production and city.) the network economic effect of urban agglomeration also plays a positive role in promoting the degree of integration of industrial cities. Finally, it is the conclusion of the research and policy recommendations. According to the empirical results, Based on the influencing factors, this paper gives five suggestions to promote the integration of the cities in the Yangtze River Delta urban agglomeration, namely, to improve the economic growth quality of the central cities, to promote the optimization of the industrial structure, to strengthen the influence of the sub-central cities, and to expand the urban radiation. The coordination mechanism of urban agglomeration should be established, the strategic orientation of each city should be clearly defined, and the process of industrial integration should be promoted.
