【摘要】：工程監(jiān)理制是我國工程建設領域四項基本法律制度之一,自1988年開始實施該制度以來,在保障工程建設質(zhì)量、提升工程建設管理水平、充分發(fā)揮投資效益等方面起到了較大作用。一直以來,我國習慣于將工程監(jiān)理定位在施工階段,監(jiān)理工作的內(nèi)涵主要是對工程施工階段的質(zhì)量、造價、進度進行控制,對工程合同、信息實施管理,并協(xié)調(diào)工程建設相關方的關系,簡稱“三控兩管一協(xié)調(diào)”;同時,還須履行國家法律法規(guī)賦予的建設工程安全生產(chǎn)管理的相關社會責任。工程監(jiān)理公司是實施工程監(jiān)理的行為主體,其承擔工程監(jiān)理業(yè)務須得到建設單位的書面委托和授權(quán)。項目監(jiān)理機構(gòu)是由工程監(jiān)理公司派駐工地,代表公司負責全面履行工程項目監(jiān)理合同的現(xiàn)場組織機構(gòu)。經(jīng)調(diào)研,大多數(shù)工程監(jiān)理公司屬于典型的項目型公司,即公司的經(jīng)營發(fā)展主要依靠于對項目的開發(fā)和管理。監(jiān)理公司同時對多項目進行管理是一種普遍現(xiàn)象,項目之間必然存在技術(shù)難度、規(guī)模、地域、管理模式等差異,給公司對項目的管理帶來了挑戰(zhàn),尤其是在考評項目績效時,還未摸索出一整套科學的系統(tǒng)方法,用以指導工程監(jiān)理公司對項目績效的考評。論文站在監(jiān)理公司管理者的角度,透過公司管理者的視覺,對工程監(jiān)理公司面臨的問題進行分析,預測公司的戰(zhàn)略發(fā)展方向,論述公司的項目管理需求,為將公司的績效考評指標分解至項目績效指標打下基礎。對監(jiān)理項目工作內(nèi)容進行結(jié)構(gòu)分解,多次對初始績效評價指標進行篩選,探討權(quán)重確定的方法和原則,建立起企業(yè)全面的項目績效評價指標體系模型及評判標準。通過對比分析,選擇模糊綜合評價法對建立的績效評價體系模型進行綜合評價。然后,以ZY監(jiān)理公司對A項目績效考評為例,演示了多級模糊綜合評價的計算過程,得出了對A項目績效模糊綜合評價的系列結(jié)果,對評價結(jié)果進行分析,可見,其能較全面、真實的反映出A項目的實際績效狀況,進一步論證了本論文研究建立的指標體系和選擇的綜合評價方法具有較強的適應性。最后,對本次研究工作予以總結(jié),提出進一步深化研究的著力點和方向。本文的研究成果,工程監(jiān)理公司可在項目管理過程中實際應用,具有現(xiàn)實意義。其對提升工程監(jiān)理公司級項目管理水平,促進監(jiān)理項目精細化管理,改善監(jiān)理工作質(zhì)量,增強服務意識等方面可發(fā)揮重要作用。
[Abstract]:Engineering supervision system is one of the four basic legal systems in the field of engineering construction in our country. Since the implementation of the system in 1988, it has ensured the quality of engineering construction and improved the management level of engineering construction. To give full play to investment efficiency and other aspects played a greater role. All along, our country is used to positioning the project supervision in the construction stage. The connotation of the supervision work is mainly to control the quality, cost and progress of the construction stage, and to manage the project contract and information. At the same time, it is also necessary to fulfill the social responsibility of the safety management of construction engineering, which is entrusted by the national laws and regulations, for short, "three controls, two management and one coordination". The project supervision company is the main body of the project supervision, and the undertaking of the project supervision business must be entrusted and authorized by the construction unit in writing. The project supervision organization is the site organization which is stationed by the engineering supervision company and is responsible for the full implementation of the project supervision contract on behalf of the company. Through investigation and research, most engineering supervision companies belong to typical project-type companies, that is, the management and development of the companies mainly depend on the development and management of the projects. It is a common phenomenon for supervision companies to manage multi-projects at the same time. There must be differences in technical difficulty, scale, region and management mode between projects, which brings challenges to the management of projects, especially when evaluating project performance. A set of scientific and systematic methods have not been found to guide the project performance evaluation of the project supervision company. From the perspective of the managers of the supervision company, the paper analyzes the problems faced by the engineering supervision company through the vision of the company managers, forecasts the strategic development direction of the company, and discusses the project management needs of the company. To break down the company's performance indicators into project performance indicators to lay the foundation. The content of supervision project is decomposed, the initial performance evaluation index is screened many times, the method and principle of weight determination are discussed, and the comprehensive project performance evaluation index system model and evaluation standard are established. Through comparative analysis, the fuzzy comprehensive evaluation method is selected to evaluate the performance evaluation system. Then, taking the performance evaluation of project A of ZY supervision company as an example, the calculation process of multi-level fuzzy comprehensive evaluation is demonstrated, and a series of results of fuzzy comprehensive evaluation of performance of A project are obtained, and the evaluation results are analyzed. It reflects the actual performance of project A, and further proves that the index system and the comprehensive evaluation method selected in this paper have strong adaptability. Finally, the paper summarizes the research work and puts forward the focus and direction of further deepening the research. The research results of this paper can be applied in the process of project management by engineering supervision company, which is of practical significance. It can play an important role in improving the level of project management of engineering supervision company, promoting the fine management of supervision project, improving the quality of supervision work and enhancing service consciousness.
