【摘要】：改革開放將近40年以來,許多變革出現(xiàn)在追求“效率”為核心的發(fā)展道路上,這些變革之中有促進(jìn)社會快速發(fā)展的部分,但也同時存在大量不可持續(xù)的、對未來發(fā)展有嚴(yán)重影響的部分,諸如資源浪費、利用效率低、環(huán)境污染、交通擁堵、房價持續(xù)上漲等種種經(jīng)濟(jì)社會問題,直接影響到人們的生活質(zhì)量,也對社會的平穩(wěn)快速發(fā)展帶來了阻礙。如今,我國城鎮(zhèn)化即將進(jìn)入以提升質(zhì)量、增加效率為主的轉(zhuǎn)型發(fā)展新階段。首先是城市建設(shè)要“提質(zhì)”,即堅持推進(jìn)以人為核心的城鎮(zhèn)化。相比于以往高速推進(jìn)的土地城鎮(zhèn)化模式,“以人為本”要求我們要把提高居民生活質(zhì)量放在第一位。同時對于常年生活于城市、服務(wù)于城市、習(xí)慣城市生活的非城市居民,也要將其合理有序的市民化。繼而是土地利用要“增效”,即摒棄以往盲目開發(fā)新建設(shè)用地的模式,轉(zhuǎn)向以存量土地更新為主導(dǎo)的增加土地利用效率的發(fā)展模式,提高城市發(fā)展的可持續(xù)性。在此基礎(chǔ)之上,本研究主要從存量土地的概念辨析、國內(nèi)外存量土地更新的相關(guān)理論方法出發(fā),廓清“存量土地”在我國現(xiàn)階段發(fā)展中的定義。繼而通過對國內(nèi)外存量土地更新實踐的研究,梳理存量土地更新的程序、分析更新中不同主體地位、歸納存量土地更新策略和框架。基于以上研究,本文以北京大上地片區(qū)“長城潤滑油”廠區(qū)節(jié)點改造項目作為實證研究案例,將實踐與理論進(jìn)行對比分析,并提出針對此更新項目的內(nèi)容、權(quán)限、程序三方面的反思。本研究經(jīng)過理論梳理、案例研究及實證創(chuàng)新三步,對我國存量土地更新進(jìn)行了系統(tǒng)性研究,并提出反思和研究展望,期望對此后存量土地更新規(guī)劃研究起到一定的參考作用。
[Abstract]:After nearly 40 years of reform and opening up, many changes have emerged on the road of development with the pursuit of "efficiency" as the core. Among these changes, there are some parts that promote the rapid development of society, but at the same time, there are also a lot of unsustainable ones. The economic and social problems that have a serious impact on future development, such as waste of resources, inefficient utilization, environmental pollution, traffic congestion, rising house prices, and so on, have a direct impact on the quality of life of people. It also hinders the steady and rapid development of society. Nowadays, China's urbanization is about to enter a new stage of transformation and development, which focuses on improving quality and increasing efficiency. The first is to improve the quality of urban construction, that is, to promote the core of urbanization. Compared with the former land urbanization mode, "people-oriented" requires us to improve the quality of life of residents in the first place. At the same time, non-urban residents who live in cities all the year round, serve cities and get used to city life should be reasonably and orderly citizens. Then land use should "increase efficiency", that is, abandon the past mode of blindly developing new land for construction, and turn to the mode of increasing the efficiency of land use, which is dominated by the renewal of land stock, so as to improve the sustainability of urban development. On this basis, this study mainly analyzes the concept of land stock and the relevant theoretical methods of stock land renewal at home and abroad, and clarifies the definition of "stock land" in the development of our country at the present stage. Then through the research on the practice of stock land renewal at home and abroad, this paper combs the procedure of stock land renewal, analyzes the different main position in the renewal, and sums up the strategy and frame of stock land renewal. Based on the above research, this paper takes the Node Reconstruction Project of the Great Wall Lubricant in Beijing Dashang District as a case study, compares the practice with the theory, and puts forward the content and authority of the updated project. Reflection on three aspects of procedure. Through theoretical analysis, case study and empirical innovation, this study makes a systematic study on the inventory land renewal in China, and puts forward some reflections and research prospects, which is expected to play a certain reference role in the planning of stock land renewal.
