【摘要】：2011年城鄉(xiāng)規(guī)劃學正式成為一級學科,歷史梳理與經(jīng)驗總結(jié)對于學科的"科學化"與"中國化"進程具有重要意義。城鎮(zhèn)體系規(guī)劃作為我國區(qū)域?qū)用嫖ㄒ坏姆ǘㄒ?guī)劃,其發(fā)展歷程能夠很好地呈現(xiàn)中國城鄉(xiāng)規(guī)劃學科在區(qū)域尺度的探索與演化,因而具有重要的研究價值。然而,當前學界專門針對城鎮(zhèn)體系規(guī)劃學科發(fā)展歷程的演化性研究較為不足,尤其缺乏對2000年以來城鎮(zhèn)體系規(guī)劃學科的新發(fā)展進行系統(tǒng)性梳理總結(jié)。既有研究內(nèi)容大多聚焦于實踐工作的發(fā)展,對理論研究、技術(shù)方法以及辦學教育等學科重要組成部分關(guān)注較少,更未能對其進行整體性分析,研究成果偏重于特征總結(jié)而缺乏過程梳理與史料論證。因此,本文認為當前的城鎮(zhèn)體系規(guī)劃學科的演化性研究在延伸時間跨度、擴展內(nèi)容領(lǐng)域、深化觀點依據(jù)等方面仍存在一定的完善空間�；谝陨险J識,本文以城鎮(zhèn)體系規(guī)劃學科的整體性發(fā)展歷程與演化特征作為研究對象,利用社會經(jīng)濟宏觀背景變遷(社會大事件)作為依據(jù),將城鎮(zhèn)體系規(guī)劃學科劃分為1980年代中期前(計劃時期)、1980年代中期至1990年代初(雙軌時期)、1990年代中期至21世紀初(增長時期)、2005年以來(轉(zhuǎn)型時期)四個階段,同時構(gòu)建了 "社會發(fā)展—規(guī)劃實踐—理論技術(shù)—教育體系"的整體性分析框架,對每一階段的學科發(fā)展歷程及其與社會環(huán)境變遷的互動關(guān)系進行一一梳理。最后,本文總結(jié)認為:1)"城鎮(zhèn)體系規(guī)劃"是動態(tài)演化發(fā)展的,其已經(jīng)從特定的規(guī)劃形式逐漸上升、內(nèi)化成為強調(diào)統(tǒng)籌協(xié)調(diào)、整體系統(tǒng)的規(guī)劃思想,極大地推動了我國"城市規(guī)劃學科"轉(zhuǎn)向"城鄉(xiāng)規(guī)劃學科";2)城鎮(zhèn)體系規(guī)劃學科的演變與中國總體發(fā)展環(huán)境的轉(zhuǎn)型密切相關(guān),并日益成為不同層級政府、部門之間利益博弈的平臺以及城市與國家參與全球網(wǎng)絡(luò)、乃至于重塑全球網(wǎng)絡(luò)的工具;3)隨著規(guī)劃實踐與理論的逐步成熟深入,城鎮(zhèn)體系規(guī)劃的學科發(fā)展從最初的以外部體系作為參照逐漸轉(zhuǎn)向自我價值的覺醒與平衡,在這過程中,實踐性發(fā)揮了重要的推動作用,其也成為構(gòu)建中國特色學科體系的自信來源與核心優(yōu)勢。本文章節(jié)安排如下:第一章,緒論。主要闡述本文的研究背景與意義、研究范圍與概念界定、既有研究成果以及本文框架結(jié)構(gòu)。這一章主要點明本次研究的價值,并對學科發(fā)展階段進行劃分。第二章到第五章,歷程梳理。利用"社會發(fā)展—規(guī)劃實踐—理論技術(shù)—教育體系"的整體性分析框架,對每一階段的學科發(fā)展進行歷程梳理與特征總結(jié)。第六章,結(jié)論與討論。對學科內(nèi)涵外延、角色屬性、理論實踐以及教育辦學的發(fā)展歷程與演化邏輯進行概括性的總結(jié)提煉,并就學科未來發(fā)展趨勢提出展望。
[Abstract]:In 2011, urban and rural planning became a first-level discipline. The historical review and experience summarization are of great significance to the process of "scientization" and "Sinicization" of the subject. Urban system planning is the only statutory planning at the regional level in China. The course of its development can well present the exploration and evolution of the subject of urban and rural planning in China at the regional level, so it has important research value. At present, the research on the evolution of the subject of urban system planning in academic circles is relatively insufficient. In particular, there is a lack of systematic summary of the new development of urban system planning since 2000. Less attention is paid to the important components of technical methods and school education, and the whole analysis is not carried out. The research results focus on the summary of characteristics and lack of process combing and historical data argumentation. This paper holds that there is still room for improvement in the evolutionary study of urban system planning in extending the time span, expanding the content field, deepening the basis of views, etc. Based on the above understanding, This paper takes the holistic development course and evolution characteristics of urban system planning as the research object, and uses the social and economic macro-background changes (social events) as the basis. The discipline of urban system planning has been divided into four phases: before the mid-1980s (planning period) and from the mid-1980s to the early 1990s (two-track period) from mid-1990s to early 21th century (growth period, since 2005). At the same time, it constructs the holistic analysis framework of "Social Development-Planning practice-Theory Technology-Education system", and combs the course of discipline development and its interaction with social environment changes in each stage. Finally, This paper concludes that "urban system planning" is a dynamic evolution and development, which has gradually increased from a specific form of planning, internalizing it into a planning idea that emphasizes overall coordination and overall system. The evolution of urban system planning is closely related to the transformation of China's overall development environment, and has become increasingly different levels of government. The platform of interest game between departments and the tool of city and country participation in global network, and even the tool of reshaping global network, with the development of planning practice and theory, The discipline development of urban system planning has gradually changed from the external system as a reference to the awakening and balance of self-value. In the process, practicality has played an important role in promoting the development of urban system planning. This chapter is arranged as follows: the first chapter, introduction, mainly elaborates the research background and significance, the research scope and the concept definition of this paper. This chapter mainly points out the value of this study, and divides the stages of discipline development. Chapter 2 to 5th, Using the holistic analysis framework of "Social Development-Planning practice-Theory Technology-Education system", this paper summarizes the history and characteristics of each stage of discipline development. Chapter 6th, conclusion and discussion, denotes the connotation of the subject. The role attribute, the theory practice, the development course and the evolution logic of the education school are summarized and refined, and the prospect of the future development trend of the subject is put forward.
