【摘要】：金融在發(fā)現(xiàn)、引導(dǎo)和支持科技創(chuàng)新及其成果產(chǎn)業(yè)化方面起著樞紐性作用。創(chuàng)業(yè)風(fēng)險(xiǎn)投資、科技銀行等科技金融機(jī)構(gòu)以及創(chuàng)新型人才、科技企業(yè)等科技資源在空間上的集聚而形成的科技金融中心,是發(fā)達(dá)國(guó)家和眾多新興經(jīng)濟(jì)體實(shí)現(xiàn)創(chuàng)新驅(qū)動(dòng)的成功路徑�？萍冀鹑谥行牡膬�(nèi)涵,科技與金融在空間集聚的機(jī)理,以及如何在我國(guó)培育和發(fā)展科技金融中心,是本文的研究主旨。區(qū)別于一般的科技中心或金融中心,科技金融中心是一個(gè)全新的概念。論文從技術(shù)創(chuàng)新理論著眼,以金融發(fā)展學(xué)和空間經(jīng)濟(jì)學(xué)為基礎(chǔ),對(duì)這個(gè)特殊的金融集聚現(xiàn)象的概念、內(nèi)涵、性質(zhì)、功能與組成體系進(jìn)行了系統(tǒng)詮釋。通過交叉理論的內(nèi)在聯(lián)系,層層遞進(jìn),梳理出科技與金融互動(dòng)發(fā)展的理論脈絡(luò),構(gòu)建了有機(jī)的科技金融中心理論體系,實(shí)現(xiàn)了金融發(fā)展理論與空間經(jīng)濟(jì)理論的深化和創(chuàng)新,從而為全文的分析奠定了理論基礎(chǔ)。借鑒空間經(jīng)濟(jì)學(xué)的局部溢出(LS)模型,融入科技金融中心集聚形成機(jī)理的研究之中,論文構(gòu)建局部溢出的科技金融集聚模式,深入剖析科技金融中心形成的機(jī)理。這一理論模型證明了科技資源是決定一個(gè)城市或區(qū)域是否能夠成為科技金融中心的關(guān)鍵因素,科技金融中心一旦形成能更有效地實(shí)現(xiàn)科技創(chuàng)新轉(zhuǎn)化為實(shí)際生產(chǎn)力,并產(chǎn)生區(qū)域性外溢效應(yīng)�；谌蛞曇皩�(duì)于科技金融中心發(fā)展模式的關(guān)注與反思,論文總結(jié)并借鑒了市場(chǎng)主導(dǎo)型、政府主導(dǎo)型以及市場(chǎng)與政府相結(jié)合的中間型這三種科技金融中心發(fā)展模式及其經(jīng)驗(yàn)啟示,希望能為我國(guó)科技金融中心的建設(shè)找到正確的發(fā)展路徑。論文建立科技金融中心指標(biāo)體系,通過因子分析,對(duì)國(guó)內(nèi)36個(gè)城市科技金融中心發(fā)展水平進(jìn)行客觀評(píng)價(jià),利用面板向量自回歸(PVAR)模型研究影響我國(guó)科技金融中心發(fā)展水平的主要驅(qū)動(dòng)因素,這為提出我國(guó)科技金融中心發(fā)展的對(duì)策建議奠定基礎(chǔ)。科技金融中心在我國(guó)起步較晚,發(fā)展水平較低。本文提出我國(guó)應(yīng)立足國(guó)情,重點(diǎn)選擇以政府主導(dǎo)的科技金融發(fā)展模式,推行區(qū)域非均衡發(fā)展策略,培育以風(fēng)險(xiǎn)投資為核心的多元科技金融供給能力,建立完善的科技金融市場(chǎng)環(huán)境,這對(duì)于加快我國(guó)科技金融中心建設(shè),實(shí)現(xiàn)創(chuàng)新發(fā)展具有積極意義。本文的主要工作是就科技金融中心這一全新課題構(gòu)建了系統(tǒng)的理論分析框架和初步的實(shí)證研究。
[Abstract]:Finance plays a pivotal role in discovering, guiding and supporting the industrialization of scientific and technological innovation and its achievements. The scientific and technological financial center formed by the agglomeration of scientific and technological resources, such as scientific and technological enterprises, is the successful path for the developed countries and many emerging economies to realize the innovation drive, and the connotation of the scientific and technological financial center. The mechanism of science and technology and finance agglomeration in space, and how to cultivate and develop science and technology finance center in our country, is the main purpose of this paper, which is different from the general science and technology center or financial center. Science and technology finance center is a new concept. Based on the theory of technological innovation, this paper discusses the concept, connotation and nature of this special phenomenon of financial agglomeration based on the theory of financial development and spatial economics. The function and composition of the system are systematically interpreted. Through the internal relationship of cross-theory, layers of progressive, combing out the theoretical context of the interactive development of science and technology and finance, an organic science and technology financial center theory system has been constructed. It realizes the deepening and innovation of the theory of financial development and the theory of space economy, which lays a theoretical foundation for the analysis of the whole text, and draws lessons from the local spillover model of spatial economics. In the research of the formation mechanism of sci-tech financial center agglomeration, this paper constructs a local spillover model of sci-tech financial agglomeration. This theoretical model proves that science and technology resources are the key factors to determine whether a city or a region can become a science and technology financial center. Once the sci-tech financial center is formed, it can realize the transformation of scientific and technological innovation into actual productivity more effectively, and produce regional spillover effect. Based on the global perspective, the focus and reflection on the development model of sci-tech financial center. This paper summarizes and draws lessons from the three development models of the scientific and technological financial center, which are market leading, government leading and the intermediate type of market and government. Hope to find the correct development path for the construction of the science and technology finance center of our country. The paper establishes the index system of the science and technology finance center, pass the factor analysis. The objective evaluation of the development level of 36 science and technology financial centers in China is carried out, and the main driving factors influencing the development level of science and technology financial centers in China are studied by using the panel vector autoregressive PVARs model. This lays a foundation for the countermeasures and suggestions for the development of our country's S & T financial center, which starts late in our country and has a low level of development. This paper puts forward that our country should base itself on the situation of our country. Focus on the choice of government-led science and technology finance development model, the implementation of regional non-balanced development strategy, the cultivation of venture capital as the core of the multi-technology finance supply capacity, to establish a sound scientific and technological financial market environment. This will speed up the construction of China's science and technology financial center. The main work of this paper is to construct a systematic theoretical analysis framework and preliminary empirical research on the new subject of S & T financial center.
