【摘要】：高技能人才作為人才隊(duì)伍的重要組成部分,對(duì)加快產(chǎn)業(yè)結(jié)構(gòu)調(diào)整,促進(jìn)經(jīng)濟(jì)轉(zhuǎn)型升級(jí),推動(dòng)技術(shù)創(chuàng)新,促進(jìn)科技成果轉(zhuǎn)化和推廣等方面具有重要的作用。隨著福建省經(jīng)濟(jì)的快速發(fā)展,對(duì)高技能人才的數(shù)量和質(zhì)量都有了進(jìn)一步的需求。本文以福建省高技能人才供求情況為切入點(diǎn)。首先,運(yùn)用CensusX12法、HP濾波法定量描述福建省高技能人才需求趨勢(shì)和供給趨勢(shì),反映出福建省高技能人才供求失衡的狀況。其次從需求和供給角度對(duì)福建省高技能人才供求失衡的原因進(jìn)行分析。福建省制造業(yè)的快速發(fā)展、高新技術(shù)產(chǎn)業(yè)的發(fā)展、第三產(chǎn)業(yè)的發(fā)展對(duì)高技能人才的需求旺盛。觀念原因、經(jīng)濟(jì)環(huán)境原因、人才評(píng)價(jià)原因、教育機(jī)制原因和企業(yè)培訓(xùn)原因等造成高技能人才供給的不足。在影響高技能人才供求失衡的原因中,有一些因素對(duì)高技能人才的培養(yǎng)產(chǎn)生了重要的影響,最終影響到了高技能人才市場(chǎng)的人才供求狀況。接著利用福建省高技能人才培養(yǎng)情況問卷調(diào)查數(shù)據(jù),構(gòu)建高技能人才培養(yǎng)影響因素的二元logistic回歸模型,挖掘出影響高技能人才培養(yǎng)的關(guān)鍵因素,得出性別、年齡、工作年限、職業(yè)技能培訓(xùn)情況、教育水平、月工資收入、企業(yè)對(duì)職業(yè)資格證書的重視程度、受尊重情況對(duì)高技能人才培養(yǎng)有顯著影響。最后,結(jié)合原因分析和實(shí)證分析結(jié)果,從加大對(duì)高技能人才的培養(yǎng),擴(kuò)大高技能人才的供給量入手,提出相應(yīng)的對(duì)策建議,以期對(duì)實(shí)現(xiàn)高技能人才供求均衡發(fā)展提供一些有價(jià)值的參考。
[Abstract]:As an important part of the talent team, high-skilled personnel play an important role in speeding up the adjustment of industrial structure, promoting economic transformation and upgrading, promoting technological innovation, promoting the transformation and promotion of scientific and technological achievements, and so on. With the rapid development of economy in Fujian Province, there is a further demand for the quantity and quality of highly skilled personnel. This paper takes the situation of supply and demand of high-skilled talents in Fujian Province as the starting point. Firstly, the CensusX12 method and HP filter method are used to describe the demand trend and supply trend of high-skilled talents in Fujian Province, which reflects the imbalance of supply and demand of high-skilled talents in Fujian Province. Secondly, from the angle of demand and supply, this paper analyzes the reasons of the imbalance between supply and demand of high-skilled talents in Fujian Province. The rapid development of manufacturing in Fujian Province, the development of high-tech industry, the development of tertiary industry demand for high-skilled personnel. The shortage of the supply of high-skilled talents is caused by the reasons of concept, economic environment, talent evaluation, education mechanism and enterprise training. Among the reasons that affect the imbalance of supply and demand of high-skilled talents, some factors have an important influence on the cultivation of high-skilled talents, and finally affect the supply and demand of talents in the market of high-skilled talents. Then using the data of Fujian province high-skilled personnel training questionnaire, the paper constructs the dual logistic regression model of the influencing factors of the high-skilled talents training, excavates the key factors affecting the training of the high-skilled talents, and obtains the gender, age, working years, and so on. The situation of vocational skills training, education level, monthly salary income, the degree of enterprises' attention to vocational qualification certificate, and respect have a significant impact on the training of high-skilled talents. Finally, combining with the results of the cause analysis and empirical analysis, the author puts forward the corresponding countermeasures and suggestions by increasing the training of the high-skilled talents and expanding the supply of the high-skilled talents. In order to achieve a balanced development of high-skilled talent supply and demand to provide some valuable reference.
