【摘要】：本文是在當(dāng)代農(nóng)業(yè)的生產(chǎn)效率快速提高、農(nóng)業(yè)生產(chǎn)環(huán)境不斷惡劣的背景下,研究農(nóng)業(yè)生產(chǎn)工人在保護(hù)健康方面存在的"道德風(fēng)險(xiǎn)"問(wèn)題。以往文獻(xiàn)中對(duì)工人在保護(hù)健康方面的道德風(fēng)險(xiǎn)問(wèn)題主要是從保險(xiǎn)合同的角度來(lái)考慮。本文從一個(gè)新的視角來(lái)研究工人在采取防護(hù)措施以保護(hù)健康時(shí)存在的道德風(fēng)險(xiǎn)問(wèn)題。根據(jù)經(jīng)典的委托代理理論,盡管使用企業(yè)提供的防護(hù)設(shè)備被證明能夠顯著降低工作環(huán)境對(duì)健康的危害,但由于使用防護(hù)設(shè)備努力的成本由工人承擔(dān),同時(shí)由此帶來(lái)的受益無(wú)法被工人獨(dú)享,所以農(nóng)業(yè)工人采用防護(hù)設(shè)備的努力水平低于最優(yōu)水平,因此存在道德風(fēng)險(xiǎn)問(wèn)題。本文通過(guò)研究美國(guó)豬肉生產(chǎn)企業(yè)數(shù)據(jù),驗(yàn)證了在存在雇用關(guān)系的企業(yè)中確實(shí)存在"道德風(fēng)險(xiǎn)"問(wèn)題。其工人佩戴防護(hù)設(shè)備的概率比不存在雇用關(guān)系的企業(yè)中的工人低10%;由于工人生病帶來(lái)了邊際勞動(dòng)生產(chǎn)率下降,雇主為了應(yīng)對(duì)道德風(fēng)險(xiǎn),在實(shí)踐中采用了激勵(lì)合同來(lái)激勵(lì)工人進(jìn)行防護(hù)。我們的實(shí)證結(jié)果與理論預(yù)期一致。
[Abstract]:This paper is to study the "moral hazard" of agricultural workers in protecting their health under the background of rapid improvement of agricultural production efficiency and worsening agricultural production environment. In the past, the moral hazard of workers in health protection was mainly considered from the perspective of insurance contract. This paper studies the moral hazard of workers in taking protective measures to protect their health from a new perspective. According to the classical principal-agent theory, although the use of protective equipment provided by the enterprise has been shown to significantly reduce health hazards in the working environment, the cost of using protective equipment efforts is borne by workers. At the same time, the benefits can not be exclusive to the workers, so the level of efforts of agricultural workers to use protective equipment is lower than the optimal level, so there is a moral hazard problem. By studying the data of pork production enterprises in the United States, this paper verifies the existence of "moral hazard" in the enterprises with employment relationship. Their workers are 10 times less likely to wear protective equipment than workers in enterprises where there is no employment relationship; In order to deal with moral hazard, employers have adopted incentive contracts in practice to encourage workers to protect themselves because of the decline in marginal labor productivity caused by workers' illness. Our empirical results are consistent with theoretical expectations.
