【摘要】:能源問題現(xiàn)在已經(jīng)成為世界性的問題,能源對(duì)于國家已經(jīng)不單單是一種生產(chǎn)資料,能源問題關(guān)系到我國的經(jīng)濟(jì)政治安全問題。近三十多年來,我國的經(jīng)濟(jì)快速發(fā)展,但是很大一部分發(fā)展因素要靠能源消耗和環(huán)境污染的代價(jià)來實(shí)現(xiàn)。如今,我國政府越來越重視節(jié)能減排工作,要求高耗能的洗煤企業(yè)必須降低能源消耗。還有,近些年洗煤企業(yè)下游鋼鐵產(chǎn)業(yè)的不景氣,導(dǎo)致洗煤企業(yè)的銷量和銷售價(jià)格的雙重降低。洗煤企業(yè)面對(duì)多方面的壓力,必須積極建立一套有效的能源管理制度,來降低能源消耗,降低成本,從而提高洗煤企業(yè)的經(jīng)濟(jì)效益和社會(huì)效益。對(duì)標(biāo)管理是一種先進(jìn)的管理方法,對(duì)標(biāo)管理是為了縮小與行業(yè)領(lǐng)先企業(yè)的差距,可以在經(jīng)營管理的各個(gè)方面將行業(yè)領(lǐng)先企業(yè)在這方面的管理技術(shù)做標(biāo)桿,將最優(yōu)秀方面的做法與本公司的現(xiàn)狀做比較,不斷分析,找出差距,并制定改進(jìn)優(yōu)化方案,予以實(shí)施,以此提高本公司在這方面的水平。能效對(duì)標(biāo)管理是對(duì)標(biāo)管理的一個(gè)分支,能效對(duì)標(biāo)管理的有效實(shí)施可以明顯提高能源管理水平。本文以一家洗選煤企業(yè)——HX公司為對(duì)象,首先對(duì)標(biāo)管理和能效對(duì)標(biāo)管理作了國內(nèi)外研究現(xiàn)狀綜述,接著對(duì)能效對(duì)標(biāo)管理的理論進(jìn)行了詳細(xì)闡述。并分析了洗煤行業(yè)能效對(duì)標(biāo)指標(biāo)體系,提出在制定標(biāo)桿值時(shí)將近期目標(biāo)與遠(yuǎn)景目標(biāo)相結(jié)合,重點(diǎn)對(duì)標(biāo)與全面對(duì)標(biāo)相結(jié)合,內(nèi)部對(duì)標(biāo)與同業(yè)對(duì)標(biāo)相結(jié)合。最后,在河南永煤集團(tuán)城郊選煤廠、新潮選煤廠、新江選煤廠以及中煤集團(tuán)的大屯選煤廠進(jìn)行了尋標(biāo)學(xué)習(xí),來確定確定廠級(jí)能效指標(biāo)對(duì)標(biāo)標(biāo)桿值。并將能效對(duì)標(biāo)指標(biāo)按照責(zé)任范圍劃分為三個(gè)層級(jí):廠級(jí)能效指標(biāo)、車間級(jí)能效指標(biāo)和班組崗位級(jí)能效指標(biāo),從而把企業(yè)戰(zhàn)略和經(jīng)營目標(biāo),與員工個(gè)人每一個(gè)班次、每個(gè)操作有機(jī)相連,形成由上而下層層分解,由下而上逐級(jí)負(fù)責(zé)的內(nèi)在指標(biāo)網(wǎng)絡(luò),從而能更有效的完成降低耗能任務(wù)。
[Abstract]:Energy problem has become a worldwide problem. Energy is not just a means of production for our country. Energy problem is related to the economic and political security of our country. In recent thirty years, the economy of our country has developed rapidly, but a large part of the development factors have been realized by the cost of energy consumption and environmental pollution. Nowadays, the government of our country pays more and more attention to energy saving and emission reduction, and requires coal washing enterprises with high energy consumption to reduce energy consumption. In addition, in recent years, coal washing enterprises downstream iron and steel industry recession, resulting in coal washing enterprises sales and sales prices of both lower. Faced with various pressures, coal washing enterprises must establish an effective energy management system to reduce energy consumption and reduce costs, thus improving the economic and social benefits of coal washing enterprises. Standard management is an advanced management method. It aims to narrow the gap with the leading enterprises in the industry, and can benchmark the management technology of the industry leading enterprises in all aspects of operation and management. Compare the best practice with the present situation of our company, analyze continuously, find out the gap, and make the improvement and optimization plan, carry out, so as to raise the level of the company in this respect. Energy efficiency management is a branch of standard management, and the effective implementation of energy efficiency management can obviously improve the level of energy management. In this paper, a coal washing enterprise HX Company is taken as the object. Firstly, the research status of standard management and energy efficiency management is summarized at home and abroad, and then the theory of energy efficiency management is described in detail. This paper also analyzes the index system of energy efficiency calibration in coal washing industry, and puts forward the combination of short-term goal and long-term goal, emphasis on the combination of standard and overall standard, and the combination of internal standard and peer standard when drawing up benchmarking value. Finally, in Henan Yongmei Coal Group suburban Coal preparation Plant, Xinchao Coal preparation Plant, Xinjiang Coal preparation Plant and Datun Coal preparation Plant of China National Coal Group, we have carried out a standard finding study to determine the benchmarking value of the energy efficiency index of the factory level. According to the scope of responsibility, the energy efficiency index is divided into three levels: factory level energy efficiency index, workshop level energy efficiency index and shift level energy efficiency index. Each operation is connected organically to form the internal index network which is decomposed from top to bottom and is responsible from bottom to top, so that the task of reducing energy consumption can be accomplished more effectively.
