【摘要】：全球氣候變暖和經(jīng)濟(jì)發(fā)展低碳化的目標(biāo)正影響到全球政府治理方式和治理結(jié)構(gòu)的轉(zhuǎn)變。在我國,低碳經(jīng)濟(jì)發(fā)展背景下的政府治理行為轉(zhuǎn)型既是適應(yīng)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變的需要,又是彌補(bǔ)市場不足、解決政府治理失靈的內(nèi)在要求,同時還是順應(yīng)國際發(fā)展形勢的必然要求。政府治理行為的轉(zhuǎn)型,既包括政府治理理念、治理手段和治理程序的轉(zhuǎn)型,也包括相關(guān)制度和政策的創(chuàng)新和完善。為了保證政府治理行為轉(zhuǎn)型的順利推進(jìn),既要促進(jìn)政府治理理念的更新、明確政府治理目標(biāo)與職責(zé),還要改革政府績效評估制度,促進(jìn)政府治理行為優(yōu)化。
[Abstract]:The goal of global climate warming and low carbonization of economic development is affecting the transformation of governance patterns and governance structures around the world. In our country, the transformation of government governance behavior under the background of low-carbon economy development is not only the need to adapt to the transformation of economic development mode, but also to make up for the lack of market, and to solve the internal requirements of government governance failure. At the same time, it still conforms to the inevitable requirements of the international development situation. The transformation of government governance includes not only the transformation of the concept of government governance, the means and procedures of governance, but also the innovation and improvement of relevant systems and policies. In order to ensure the smooth progress of the transformation of government governance behavior, it is necessary to promote the renewal of the concept of government governance, clarify the objectives and responsibilities of government governance, reform the government performance evaluation system, and promote the optimization of government governance behavior.
