【摘要】：在全球"低碳革命"、"頁(yè)巖氣革命"、"新能源革命"的時(shí)代背景下,如何分析、評(píng)價(jià)、監(jiān)控一國(guó)或某一個(gè)區(qū)域的資源環(huán)境承載力成為區(qū)域社會(huì)經(jīng)濟(jì)發(fā)展新的課題。文章在梳理資源環(huán)境承載力研究現(xiàn)狀的基礎(chǔ)上,提出了以理論為基礎(chǔ),以方法和數(shù)據(jù)為支撐,以應(yīng)用為導(dǎo)向的,集理論、方法、數(shù)據(jù)、應(yīng)用"四位一體"的資源環(huán)境承載力研究框架體系。其中,在理論層面,提出了"以資源為支撐,以生態(tài)環(huán)境為約束,以社會(huì)和經(jīng)濟(jì)的正常運(yùn)行和可持續(xù)發(fā)展為目標(biāo)的資源環(huán)境承載力研究理論體系";在方法層面,提出了"從定性到定量,從單一到綜合,從靜態(tài)到動(dòng)態(tài)的資源環(huán)境承載力研究方法體系";在數(shù)據(jù)層面,提出了包含統(tǒng)計(jì)年鑒數(shù)據(jù)、空間遙感數(shù)據(jù)、實(shí)地觀測(cè)數(shù)據(jù)和調(diào)研數(shù)據(jù)、高頻時(shí)間序列數(shù)據(jù)、仿真模擬數(shù)據(jù)、文本灰色數(shù)據(jù)等6個(gè)層次的資源環(huán)境承載力多源異構(gòu)數(shù)據(jù)體系;在應(yīng)用方面,提出了基于理論、方法、數(shù)據(jù)的"動(dòng)態(tài)監(jiān)測(cè)、分析評(píng)價(jià)、風(fēng)險(xiǎn)預(yù)警、政策模擬、決策支持"5個(gè)維度的應(yīng)用研究體系。該研究所提出的"資源環(huán)境承載力研究框架體系"為資源型承載力的深入研究提供了必要的研究基礎(chǔ)和系統(tǒng)的思路框架。
[Abstract]:Under the background of the global "low-carbon revolution", "shale gas revolution" and "new energy revolution", how to analyze, evaluate and monitor the carrying capacity of resources and environment of a country or a certain region has become a new subject for the development of regional social economy. On the basis of combing the present situation of the research on the carrying capacity of resources and environment, the paper puts forward a set theory, method, data based on theory, method and data, which is supported by method and data, and is guided by application. The research frame system of carrying capacity of resources and environment is based on "four in one". At the theoretical level, the paper puts forward a theoretical system of carrying capacity of resources and environment with the support of resources, the restriction of ecological environment and the goal of normal operation and sustainable development of society and economy. The research method system of carrying capacity of resources and environment from qualitative to quantitative, from single to comprehensive, from static to dynamic is put forward, and at the data level, it includes statistical yearbook data, spatial remote sensing data, field observation data and survey data. High frequency time series data, simulation data, text grey data, etc., six levels of multi-source heterogeneous data system of carrying capacity of resources and environment are put forward in application, which is based on theory, method, data "dynamic monitoring, analysis and evaluation," Risk warning, policy simulation, decision support, five dimensions of application research system. The "Research Framework system of carrying capacity of Resources and Environment" proposed by the research institute provides the necessary research foundation and systematic framework for the further study of the carrying capacity of resources.
