【摘要】：科學(xué)技術(shù)和社會發(fā)展的深度融合,使得國家的可持續(xù)發(fā)展更加依賴于科技創(chuàng)新。如何評價一國發(fā)展創(chuàng)新的基礎(chǔ)條件和努力程度,這催生了從能力、知識生產(chǎn)力、競爭力等多元視角對國家創(chuàng)新的解讀。為了更好考察創(chuàng)新要素和環(huán)境形成,引入創(chuàng)新生態(tài)理論,借鑒其關(guān)于創(chuàng)新主體、要素與其外部環(huán)境共生演化的論述,提出一個自組織的國家創(chuàng)新生態(tài)理解框架:通過系統(tǒng)服務(wù)提供和驅(qū)動力變化的相互作用,最終實現(xiàn)創(chuàng)新生態(tài)成熟的系統(tǒng)目標(biāo);將這一目標(biāo)進(jìn)行分解,從環(huán)境、機(jī)構(gòu)、資源、人才和市場等要素性條件的演化互動入手,建立評價指標(biāo)體系,在具體指標(biāo)中更注重描述創(chuàng)新的生長性以及對產(chǎn)業(yè)、社會生態(tài)的改造升級。評價理論和體系的形成有助于對各國創(chuàng)新生態(tài)成熟度進(jìn)行測度,比較優(yōu)勢與不足,為戰(zhàn)略性的政策思考提供實證依據(jù)。
[Abstract]:The deep integration of science, technology and social development makes the sustainable development of a country more dependent on science, technology and innovation. In order to better investigate the formation of innovation elements and environment, this paper introduces the theory of innovation ecology, and draws lessons from its exposition on the subject of innovation, the symbiotic evolution of elements and its external environment. A self-organizing framework for understanding national innovation ecology: ultimately achieving the system goal of innovation ecology maturity through the interaction of system service delivery and driving force change; decomposing this goal from the environment, institutions, resources, Starting with the interaction of the evolution of the essential conditions, such as talent and market, the evaluation index system is established, in which more attention is paid to the description of the growth of innovation and the development of industry. The formation of evaluation theory and system is helpful to measure the innovation ecological maturity of various countries, to compare the advantages and disadvantages, and to provide an empirical basis for strategic policy thinking.
