【摘要】：改革開放以來,我國城市化進(jìn)程不斷加快,城市規(guī)模不斷擴(kuò)張,許多城市建設(shè)速度遠(yuǎn)遠(yuǎn)超過人們的預(yù)期。許多村莊被納入城市規(guī)劃范圍,特別是在城鄉(xiāng)結(jié)合部,大批村莊被納入城市范圍,成為名副其實(shí)的“城中村”。這些農(nóng)村雖然處于城市之中,在產(chǎn)業(yè)結(jié)構(gòu)、生活方式等許多方面逐漸向城市靠攏,但是仍然保留著農(nóng)村管理體制和管理組織,在社區(qū)管理、社區(qū)衛(wèi)生、勞動(dòng)就業(yè)、社會(huì)保障等方面與城市相比還有較大差距,與城市整體發(fā)展格格不入,并引發(fā)了一系列政治、經(jīng)濟(jì)和社會(huì)問題。如果這些問題得不到妥善解決,將會(huì)嚴(yán)重影響城市形象,并阻礙城市化的正常發(fā)展。本文以濰坊市城中村改造問題為例,通過實(shí)地調(diào)研走訪,探討濰坊市城中村的形成原因,分析城中村改造過程中存在的問題,并針對(duì)這些問題,提出濰坊市城中村改造的可行模式和推動(dòng)城中村改造順利進(jìn)行的對(duì)策措施,以提升濰坊市城市形象,推動(dòng)濰坊市城市化進(jìn)程。首先,闡述了城中村相關(guān)理論。先對(duì)城中村定義、分類和特征進(jìn)行闡述,然后闡述了城中村改造的內(nèi)涵、模式和相關(guān)理論。其次,具體分析了濰坊市城中村改造的現(xiàn)狀及存在的問題。先對(duì)濰坊市城中村的形成原因進(jìn)行分析,然后闡述了濰坊市城中村改造現(xiàn)狀及具體做法。同時(shí)結(jié)合調(diào)研情況,分析了濰坊市城中村改造存在的問題,即村民對(duì)城中村改造的認(rèn)識(shí)不統(tǒng)一、城中村房屋拆遷難度大、“城中村”改造建設(shè)資金短缺、城中村改造中農(nóng)民補(bǔ)償標(biāo)準(zhǔn)偏低、城中村集體資產(chǎn)處置難。再次,分析了濰坊市城中村改造的具體模式。根據(jù)濰坊市城中村的特征,提出位于不同位置的城中村各自應(yīng)采用的改造模式,并設(shè)計(jì)了濰坊市城中村改造模式和運(yùn)行流程。最后,提出了濰坊市城中村改造的對(duì)策措施。根據(jù)前面分析,提出了促進(jìn)濰坊市城中村改造的對(duì)策措施,即加強(qiáng)對(duì)村民的宣傳教育和引導(dǎo)、依法和諧拆遷城中村房屋、創(chuàng)新拓展城中村改造資金來源、建立完善失地農(nóng)民社會(huì)保障基金制度、積極穩(wěn)妥推進(jìn)城中村集體資產(chǎn)股份制改造。
[Abstract]:Since the reform and opening up, the process of urbanization in China has been speeding up, and the scale of cities has been continuously expanding. Many cities have been built at a rate far exceeding people's expectations. Many villages have been brought into the scope of urban planning, especially in urban and rural areas. A large number of villages have been brought into the city scope and become truly "villages in cities". Although these villages are in the city, they are gradually moving closer to the city in many aspects, such as industrial structure, lifestyle, and so on. However, there is still a large gap between the rural management system and the management organizations in terms of community management, community health, labor employment, social security and so on, which is incompatible with the overall development of the city, and has led to a series of politics. Economic and social problems. If these problems are not properly resolved, they will seriously affect the image of the city and hinder the normal development of urbanization. This paper probes into the forming reasons of the village in the city of Weifang, analyzes the problems existing in the process of the transformation of the village in the city, and, aiming at these problems, puts forward the feasible mode of the transformation of the village in the city of Weifang and the countermeasures to promote the transformation of the village in the city. In order to promote the city image of Weifang, promote the urbanization process of Weifang. First, elaborated the related theory of the village in the city. First, expounded the definition, classification and characteristics of the village in the city, then elaborated the connotation of the transformation of the village in the city. Secondly, the paper analyzes the present situation and existing problems of the transformation of the village in the city of Weifang. At the same time, combined with the investigation and investigation, the paper analyzes the problems existing in the transformation of the village in the city of Weifang, that is, the villagers do not have a unified understanding of the transformation of the village in the city. It is very difficult to demolish houses in urban villages, lack of funds for the reconstruction and construction of "villages in cities", low compensation standards for farmers in the reconstruction of villages in cities, and difficulties in disposing of collective assets of villages in cities. Again, According to the characteristics of the village in the city of Weifang, this paper puts forward the transformation mode that should be adopted by the villages in different positions, and designs the transformation mode and operation process of the village in the city of Weifang. According to the analysis above, the countermeasures and measures to promote the transformation of the village in the city of Weifang are put forward, that is, to strengthen the propaganda, education and guidance to the villagers, and to remove the houses in the villages in the city harmoniously according to the law. It is necessary to innovate and expand the sources of funds for the transformation of villages in cities, establish and perfect the social security fund system for landless peasants, and actively and steadily promote the reform of the collective assets of villages in cities.
