【摘要】：在經(jīng)濟(jì)全球化的今天,投融資改革的力度越來越大,國(guó)家政府對(duì)于投融資體制的改革又提出了新的要求和發(fā)展方向,從國(guó)家到省市政府再到縣區(qū),各級(jí)政府對(duì)投融資的扶持力度也不斷加大,國(guó)家下發(fā)了一系列的政策來推進(jìn)投融資改革。政府希望利用投融資平臺(tái)這個(gè)載體來發(fā)展地方經(jīng)濟(jì),但投融資公司在發(fā)展過程中還存在很多問題。本篇論文首先對(duì)投融資平臺(tái)公司的背景進(jìn)行闡述,以昆明X國(guó)有投融資平臺(tái)有限公司為典型案例,通過一定的方法,揭示其存在問題,分析其原因,影響因素,包括外部環(huán)境因素,內(nèi)部環(huán)境因素,并且針對(duì)這些問題給出了一些市場(chǎng)化策略的建議和意見。研究表明,投融資公司與地方政府有著密切的關(guān)系,投融資公司的資金來源有一部分來自政府的撥款,雖然投融資公司通過融資給了政府項(xiàng)目建設(shè)支持,但兩者是相互依存的,政府也為投融資公司承擔(dān)一定的風(fēng)險(xiǎn),但因?yàn)橥度谫Y公司對(duì)政府的依賴程度較大,所以在發(fā)展過程中受到的影響因素也大,這也是投融資公司發(fā)展中存在的劣勢(shì)。為了讓投融資平臺(tái)很好的發(fā)展,各個(gè)地區(qū)的投融資平臺(tái)如何建設(shè)本地的基礎(chǔ)設(shè)施,及分析它對(duì)本地區(qū)經(jīng)濟(jì)發(fā)展的影響,在對(duì)投融資公司體制改革的過程中應(yīng)該要注意的問題,各級(jí)政府應(yīng)該采取哪些措施,企業(yè)本身應(yīng)該如何來通過市場(chǎng)化來發(fā)展。通過對(duì)昆明X國(guó)有投融資的研究,將會(huì)得到一定的理論和經(jīng)驗(yàn),為投融資公司的發(fā)展提供一定的借鑒作用,最終促進(jìn)昆明X投融資公司的快速發(fā)展及較好的市場(chǎng)化轉(zhuǎn)型。
[Abstract]:In today's economic globalization, the intensity of investment and financing reform is increasing. The national government has put forward new requirements and development direction for the reform of the investment and financing system, from the country to the provincial and municipal governments to the county and district. Governments at all levels of support for investment and financing are also increasing, the state has issued a series of policies to promote investment and financing reform. The government hopes to use the investment and financing platform as a carrier to develop the local economy. However, there are still many problems in the development of investment and financing companies. Firstly, this paper expounds the background of the investment and financing platform company, taking Kunming X state-owned investment and financing platform Co., Ltd as a typical case. Through certain methods, it reveals the existing problems, analyzes the causes, influencing factors, including external environmental factors, internal environmental factors. The research shows that the investment and financing companies have a close relationship with the local governments, and some of the sources of funds of the investment and financing companies come from government funds. Although the investment and financing companies support the construction of government projects through financing, the two are interdependent, and the government also bears certain risks for the investment and financing companies, but because the investment and financing companies are more dependent on the government. Therefore, in the process of development by a large number of factors, this is also the disadvantage of the development of investment and financing companies. In order to make the investment and financing platform to develop well. How to build the local infrastructure of the investment and financing platform in each region, and analyze its impact on the economic development of the region, in the process of institutional reform of investment and financing companies should be paid attention to. What measures should be taken by governments at all levels, and how the enterprises themselves should develop through marketization. Through the study of Kunming X state-owned investment and financing, we will get certain theory and experience. It can provide some reference for the development of investment and financing company, and finally promote the rapid development and better market-oriented transformation of Kunming X investment and financing company.
