【摘要】：本文主要研究大連重大工程社會穩(wěn)定風(fēng)險評估組織保障工作,解決這個問題,有助于幫助大連市各級行政機關(guān)提高預(yù)測、防范和化解社會穩(wěn)定風(fēng)險的能力,從根本上預(yù)防和化解評估機制運行的矛盾及問題,為維護大連地區(qū)社會和諧穩(wěn)定保駕護航。論文旨在提出大連重大工程社會穩(wěn)定風(fēng)險評估組織保障的改進方案和建議。論文以大連重大工程社會穩(wěn)定風(fēng)險評估機制為線索,針對大連重大工程社會穩(wěn)定風(fēng)險評估的組織保障進行研究。在國內(nèi)外文獻研究和實地調(diào)研相結(jié)合的方式,討論了重大工程社會穩(wěn)定風(fēng)險評估機制的組織保障現(xiàn)狀、問題、方案及其改進。通過梳理保障機制中民主參與機制缺失、第三方評估薄弱等問題及分析,結(jié)合國內(nèi)南京、無錫、淮安等地區(qū)的實地調(diào)研,對大連市組織保障方案完善提出了改進思路和改進建議。本文的主要研究工作有三項。一是重大工程社會穩(wěn)定風(fēng)險評估的現(xiàn)狀分析；二是社會穩(wěn)定風(fēng)險評估的組織保障借鑒及完善；三是大連重大工程社會穩(wěn)定風(fēng)險評估的組織保障改進建議。研究結(jié)論及建議。一是規(guī)范組織保障的基本要求；二是健全組織保障的工作機制；三是落實組織保障工作的主體責(zé)任。
[Abstract]:This paper mainly studies the risk assessment of social stability in Dalian major projects, and solves this problem, which will help the administrative organs at all levels in Dalian to improve the prediction, prevent and resolve the risk of social stability. Fundamentally prevent and resolve the contradictions and problems in the operation of the evaluation mechanism. In order to maintain social harmony and stability in Dalian area, the paper aims to put forward the improvement scheme and suggestions for the risk assessment of social stability of Dalian major projects. The paper uses the risk assessment mechanism of social stability in Dalian major projects. For clues. This paper studies the organizational guarantee of risk assessment of social stability in Dalian major engineering. The combination of literature research and field research at home and abroad. This paper discusses the status quo, problems, schemes and improvement of the risk assessment mechanism for social stability of major projects. Through combing the lack of democratic participation mechanism and the weakness of third-party evaluation mechanism, and so on, the paper analyzes and analyzes the problems. Combined with the domestic Nanjing, Wuxi, Huaian and other areas of field research. In this paper, the author puts forward some improvement ideas and suggestions for the improvement of the organization guarantee scheme in Dalian. The main research work of this paper is as follows: one is the analysis of the present situation of the risk assessment of social stability in major projects; Secondly, the organizational guarantee of social stability risk assessment should be used for reference and perfected. Third, suggestions for improvement of organizational support for risk assessment of social stability of major projects in Dalian. Second, perfect the working mechanism of organization guarantee; Third, the implementation of the main responsibility of organizational security work.
