【摘要】:村鎮(zhèn)建設是我國城鎮(zhèn)化發(fā)展的重要組成部分,村鎮(zhèn)建設活動又涵蓋了人口、資源、環(huán)境等諸多方面的問題。在建設社會主義新農(nóng)村、發(fā)展城鄉(xiāng)一體化等大的政策背景下,如何做好村鎮(zhèn)建設工作就成了人們研究的重點。村鎮(zhèn)建設標準體系正是用來指導村鎮(zhèn)建設的一系列準則、規(guī)范,對村鎮(zhèn)建設活動有著十分重要的指導作用。其中的標準是否合理、科學,能否有效的實施都將會直接影響到村鎮(zhèn)居民日常的生活和生產(chǎn),影響著村鎮(zhèn)的環(huán)境質(zhì)量和村鎮(zhèn)資源的使用情況。對村鎮(zhèn)建設標準體系進行科學、系統(tǒng)的分析既可以更好的幫助現(xiàn)有的村鎮(zhèn)建設各項標準實現(xiàn)自我的修正和動態(tài)的調(diào)整,又可以為新標準的編寫和實施提供有效的理論依據(jù)和技術支持,進而更加全面的保障村鎮(zhèn)建設活動的順利開展。村鎮(zhèn)建設標準體系是由政府主導的,旨在規(guī)范村鎮(zhèn)建設活動的一種社會資源,屬于公共產(chǎn)品,村鎮(zhèn)建設活動的大部分成果也屬于公共產(chǎn)品,因此可以借助公共產(chǎn)品的相關理論來篩選評價指標。為了更好的對村鎮(zhèn)建設標準體系進行評價,從標準的制定到實施再到最后的實施結果,本文將按照討論對象的不同把村鎮(zhèn)建設標準體系中的標準分為村鎮(zhèn)工程建設標準和村鎮(zhèn)建設產(chǎn)品標準兩大類。其中,村鎮(zhèn)工程建設標準主要討論了標準的制定和實施階段,主要考量標準制定過程中的投入指標和標準實施過程中的產(chǎn)出指標,利用最小二乘法確定了各個指標的權重并采取模糊物元法構建了評價模型;而村鎮(zhèn)建設產(chǎn)品標準則將討論的重點放在了按照標準建設完成之后所得到的建筑設施是否符合節(jié)能、節(jié)水、節(jié)地等要求以及使用的相關材料是否安全環(huán)保等指標上,利用層次分析法和灰色模型完成對各指標權重的確定和對應評價模型的構建。最后,通過問卷調(diào)查得到的數(shù)據(jù)對建立的灰色模型進行了實證分析,將評價結果與實際調(diào)研情況對比分析,驗證了模型的正確性,并根據(jù)研究現(xiàn)狀和實證分析結果對村鎮(zhèn)建設標準體系的改進和實施提出基于資本、技術和人才三個角度的多項建議。
[Abstract]:The construction of villages and towns is an important part of the development of urbanization in China. The construction activities of villages and towns cover many aspects such as population, resources, environment and so on. Under the background of the development of urban-rural integration, how to do well in the construction of villages and towns has become the focus of research. The standard system of village and town construction is just a series of norms and norms used to guide the construction of villages and towns. It plays a very important role in guiding the construction activities of villages and towns. Whether the standards are reasonable, scientific and effective will directly affect the daily life and production of the people living in villages and towns. It affects the environmental quality of villages and towns and the use of village and town resources. The systematic analysis can not only help the existing village and town construction standards to achieve self-revision and dynamic adjustment, but also provide effective theoretical basis and technical support for the compilation and implementation of the new standards. And then more comprehensive protection of the smooth development of village and town construction activities. The standard system of village construction is led by the government, aiming at standardizing the construction of villages and towns of a social resource, belonging to public goods. Most of the achievements of village and town construction activities also belong to public goods, so we can use the relevant theory of public goods to screen evaluation indicators. In order to better evaluate the standard system of village and town construction. From the formulation of standards to the implementation of the final implementation results, according to the different discussion objects, the standards in the standard system of village and town construction can be divided into two categories: the standard of construction of village and the standard of product of construction of village and town. The standard of village and town engineering construction mainly discusses the formulation and implementation stage of the standard, mainly considers the input index in the process of standard formulation and the output index in the implementation process of the standard. The weight of each index is determined by the least square method and the evaluation model is constructed by using the fuzzy matter-element method. And the village construction product standard will focus on the construction according to the standard after the completion of the building facilities are in line with energy saving, water saving. Land saving and other requirements and the use of related materials safety and environmental protection indicators, using AHP and grey model to complete the weight of each index and corresponding evaluation model. Finally. Through the data obtained from the questionnaire, the grey model is empirically analyzed, the evaluation results are compared with the actual investigation, and the correctness of the model is verified. According to the present situation and the result of empirical analysis, this paper puts forward several suggestions based on capital, technology and talent to improve and implement the standard system of village and town construction.
