【摘要】：教育服務貿易隸屬國際服務貿易范疇,是國際服務貿易領域一個重要的分支。傳統上國際教育交流的觀念正在被教育服務貿易所取代。眾所周知,蘇聯高等教育曾被公認為世界最好的高等教育之一。21世紀初,俄羅斯開始從高等教育發(fā)達國家的經驗中學習,并積極參與跨境教育合作,俄羅斯現代教育已表現出明顯的國際化趨勢。加入WTO在一定程度上加快了俄羅斯高等教育進入世界教育服務市場的進程。俄羅斯發(fā)展對外教育服務貿易的動因可以從政治和經濟兩個方面來分析,但最終可以歸結為是為了適應全球市場需求,擺脫俄羅斯經濟困境的經濟利益驅動因素。俄羅斯教育服務貿易發(fā)展過程中的主要問題表現為跨境交付、境外消費、商業(yè)存在和自然人流動等幾個方面,以此為切入點,對俄羅斯對外教育服務貿易的貿易結構,貿易模式的發(fā)展現狀進行了分析。在教育服務出口市場占有率、教育服務貿易競爭力指數、教育服務貿易顯示性比較優(yōu)勢指數等幾個指標研究的基礎上,可以看出俄羅斯教育服務貿易的競爭力與高等教育發(fā)達國家相比還有較大的差距。要推進俄羅斯對外教育服務貿易的發(fā)展,應該進一步提高俄高等教育水平,改善教育基礎設施,加強國家間教育合作。
[Abstract]:Education service trade is an important branch of international service trade. The traditional concept of international educational exchange is being replaced by trade in educational services. As we all know, higher education in the Soviet Union was recognized as one of the best higher education in the world. At the beginning of the 21st century, Russia began to learn from the experience of developed countries in higher education and actively participated in cross-border educational cooperation. Russia's modern education has shown an obvious trend of internationalization. To a certain extent, the entry of Russian higher education into the world educational service market has been accelerated by China's entry into WTO. The motivation of Russia's development of foreign education service trade can be analyzed from two aspects of politics and economy, but it can be summed up as the driving factor of economic interests in order to adapt to the global market demand and get rid of Russia's economic predicament. The main problems in the development of Russia's trade in educational services are the cross-border delivery, overseas consumption, commercial presence and movement of natural persons, as a starting point for the trade structure of Russia's foreign educational services trade. The present situation of trade model is analyzed. On the basis of the research on the market share of education service export, the index of competitiveness of education service trade, and the index of comparative advantage of education service trade, It can be seen that the competitiveness of Russia's trade in educational services is far from that of developed countries in higher education. In order to promote the development of Russia's foreign education service trade, it is necessary to further improve Russia's higher education level, improve educational infrastructure, and strengthen educational cooperation between countries.
