【摘要】：業(yè)務(wù)流程優(yōu)化(簡(jiǎn)稱BPI)最早應(yīng)用于改進(jìn)企業(yè)工作流程,提高企業(yè)工作效率,實(shí)踐證明該理論的運(yùn)用具有良好的效果,后來(lái)擴(kuò)展應(yīng)用到其他領(lǐng)域,對(duì)于提高政府的管理水平也有積極的參考意義。全球經(jīng)濟(jì)一體化進(jìn)程的加快和國(guó)內(nèi)經(jīng)濟(jì)形勢(shì)的不穩(wěn)定性,使我國(guó)經(jīng)濟(jì)特殊監(jiān)管區(qū)域面臨一定的挑戰(zhàn),傳統(tǒng)的政府管理體制和流程已不適應(yīng)現(xiàn)代技術(shù)和管理理念。針對(duì)經(jīng)濟(jì)特殊區(qū)域政府來(lái)說(shuō)招商引資、服務(wù)企業(yè)就是生命線,唯有服務(wù)好企業(yè),區(qū)域才能保持競(jìng)爭(zhēng)力。本文通過(guò)文獻(xiàn)查閱,了解業(yè)務(wù)流程優(yōu)化的相關(guān)理論基礎(chǔ);通過(guò)調(diào)查問(wèn)卷訪問(wèn)企業(yè),了解企業(yè)對(duì)流程優(yōu)化前后的滿意度;通過(guò)訪談,了解政府內(nèi)部對(duì)流程優(yōu)化的存在問(wèn)題和解決方法。本文首先闡述流程優(yōu)化的相關(guān)理論,特別分析了流程優(yōu)化與電子政務(wù)的關(guān)系,流程優(yōu)化的技術(shù)方法。然后介紹寧波保稅區(qū)的具體情況,分析保稅區(qū)企業(yè)服務(wù)傳統(tǒng)流程的情況及問(wèn)題,指出傳統(tǒng)流程優(yōu)化的必要性。接下來(lái)選取了企業(yè)注冊(cè)登記、項(xiàng)目審批、經(jīng)營(yíng)上報(bào)3個(gè)主要流程,采用適合保稅區(qū)管委會(huì)實(shí)際的ESIA方法對(duì)這3個(gè)主要流程重點(diǎn)進(jìn)行優(yōu)化分析和實(shí)施,通過(guò)普通Petri網(wǎng)模型得到優(yōu)化前后的流程時(shí)間對(duì)比。最后建立企業(yè)滿意度評(píng)價(jià)指標(biāo)體系,采用AHP層次分析法和模糊綜合評(píng)價(jià)法對(duì)優(yōu)化后得到的企業(yè)滿意度數(shù)據(jù)進(jìn)行評(píng)價(jià),并提出有關(guān)結(jié)論和建議。本文旨在通過(guò)寧波保稅區(qū)企業(yè)服務(wù)流程優(yōu)化的案例,將流程優(yōu)化理論運(yùn)用到政府的管理實(shí)踐中,為地方政府尤其是經(jīng)濟(jì)特殊區(qū)域政府提供一定的參考價(jià)值
[Abstract]:Business process optimization (BPI) was first applied to improve enterprise workflow and improve enterprise work efficiency. Practice has proved that the application of this theory has a good effect, and later expanded to other fields. Also has the positive reference significance to the enhancement government's management level. With the acceleration of the process of global economic integration and the instability of domestic economic situation, China's special economic regulatory region is facing certain challenges. The traditional government management system and process have not adapted to modern technology and management concepts. For the special regional government, the service enterprise is the lifeline. Only by serving the enterprise well, the region can maintain its competitiveness. This article through the literature review to understand the relevant theoretical basis of business process optimization; through questionnaires to visit enterprises to understand the enterprise before and after process optimization satisfaction; through interviews, Understand problems and solutions to process optimization within the government. In this paper, the related theories of process optimization are introduced, especially the relationship between process optimization and e-government, and the technical methods of process optimization. Then it introduces the specific situation of Ningbo bonded area, analyzes the situation and problems of traditional process of enterprise service in bonded area, and points out the necessity of traditional process optimization. Then we select the three main processes of enterprise registration, project approval and management reporting, and adopt the ESIA method, which is suitable for the management committee of the bonded area, to optimize the analysis and implementation of these three main processes. The comparison of flow time before and after optimization is obtained by using common Petri net model. Finally, the evaluation index system of enterprise satisfaction is established. AHP and fuzzy comprehensive evaluation method are used to evaluate the data of enterprise satisfaction after optimization, and some conclusions and suggestions are put forward. The purpose of this paper is to apply the theory of process optimization to the management practice of the government through the case of enterprise service flow optimization in Ningbo bonded area, and to provide some reference value for local governments, especially the governments of special economic regions.
