【摘要】：2010年1月1日,中國(guó)-東盟自貿(mào)區(qū)(China and ASEAN Free Trade Area,CAFTA)正式建立,標(biāo)志著中國(guó)與東盟10國(guó)經(jīng)貿(mào)合作進(jìn)入了全新的發(fā)展時(shí)期。自貿(mào)區(qū)建立后,中國(guó)和東盟有超過(guò)90%的產(chǎn)品實(shí)現(xiàn)了零關(guān)稅待遇,與此同時(shí),雙方在優(yōu)化港口效率、海關(guān)環(huán)境、國(guó)內(nèi)規(guī)制等方面有了更明確的合作。紡織服裝業(yè)作為中國(guó)和東盟諸國(guó)傳統(tǒng)的重要產(chǎn)業(yè),隨著自貿(mào)區(qū)建設(shè)使雙邊貿(mào)易實(shí)現(xiàn)零關(guān)稅和無(wú)配額,為中國(guó)和東盟的紡織服裝貿(mào)易帶來(lái)了新的機(jī)遇與挑戰(zhàn)。因此基于中國(guó)和東盟近年來(lái)一直致力于降稅和提高貿(mào)易便利化,研究這些措施在我國(guó)紡織服裝貿(mào)易中的實(shí)際影響效果將有助于制定進(jìn)一步的貿(mào)易政策。本文首先從貿(mào)易總量和結(jié)構(gòu)變化、國(guó)際競(jìng)爭(zhēng)力、產(chǎn)業(yè)內(nèi)貿(mào)易方面分析了中國(guó)與東盟的紡織服裝貿(mào)易發(fā)展現(xiàn)狀。然后在探討中國(guó)-東盟自貿(mào)區(qū)的貿(mào)易效應(yīng)和貿(mào)易便利化基礎(chǔ)上,進(jìn)一步理論分析了自貿(mào)區(qū)建設(shè)對(duì)我國(guó)紡織服裝的貿(mào)易效應(yīng),以及貿(mào)易便利化對(duì)我國(guó)紡織服裝貿(mào)易的影響。并通過(guò)選取2005-2014年中國(guó)與東盟六國(guó)以及其他28個(gè)貿(mào)易伙伴國(guó)的紡織服裝貿(mào)易額作為面板數(shù)據(jù),利用擴(kuò)展后的貿(mào)易引力模型實(shí)證研究了中國(guó)-東盟自貿(mào)區(qū)建設(shè)對(duì)我國(guó)紡織服裝貿(mào)易的影響。研究結(jié)果表明,中國(guó)-東盟自貿(mào)區(qū)建設(shè)對(duì)雙邊紡織服裝貿(mào)易產(chǎn)生了顯著的貿(mào)易效應(yīng),當(dāng)中國(guó)和東盟同屬于CAFTA時(shí),雙邊的紡織服裝貿(mào)易額在自貿(mào)區(qū)建設(shè)的貿(mào)易效應(yīng)下會(huì)有較大增長(zhǎng);同時(shí)貿(mào)易便利化水平也是影響我國(guó)與伙伴國(guó)紡織服裝貿(mào)易額的重要因素,隨著兩國(guó)貿(mào)易便利化水平的提高,雙邊紡織服裝貿(mào)易額會(huì)相應(yīng)增加;并由貿(mào)易潛力預(yù)測(cè)發(fā)現(xiàn)我國(guó)與新加坡、印度尼西亞、菲律賓、泰國(guó)在紡織服裝貿(mào)易上均處于貿(mào)易不足的狀態(tài),因此雙邊在該領(lǐng)域還有很大的發(fā)展空間。最后根據(jù)各因素的影響作用,本文就進(jìn)一步促進(jìn)中國(guó)和東盟的紡織服裝貿(mào)易提出了政策建議。
[Abstract]:On January 1, 2010, the China-ASEAN Free Trade area (CAFTAA) was formally established, marking the new development period of China-ASEAN economic and trade cooperation. Since the establishment of the Free Trade Zone, more than 90% of the products of China and ASEAN have achieved zero tariff treatment. At the same time, the two sides have more explicit cooperation in optimizing port efficiency, customs environment, domestic regulation and so on. Textile and clothing industry is an important traditional industry of China and ASEAN countries. With the construction of free trade zone, the bilateral trade has achieved zero tariff and quota-free, which brings new opportunities and challenges to the textile and clothing trade between China and ASEAN. Therefore, in recent years, China and ASEAN have been committed to reduce taxes and improve trade facilitation, the study of the actual impact of these measures in China's textile and clothing trade will contribute to the formulation of further trade policies. Firstly, this paper analyzes the present situation of textile and clothing trade between China and ASEAN from the aspects of total trade volume and structure change, international competitiveness and intra-industry trade. Then, on the basis of discussing the trade effect and trade facilitation of China-ASEAN Free Trade area, this paper further analyzes the trade effect of the construction of free trade area on China's textile and clothing, and the influence of trade facilitation on China's textile and clothing trade. Through selecting the textile and clothing trade volume between China and ASEAN six countries and 28 other trading partner countries as panel data from 2005 to 2014, The influence of the construction of China-ASEAN Free Trade area on China's textile and garment trade is studied empirically by using the expanded trade gravity model. The results show that the construction of China-ASEAN Free Trade area has a significant trade effect on the bilateral textile and clothing trade, when China and ASEAN both belong to CAFTA. The bilateral textile and clothing trade volume will increase greatly under the trade effect of the construction of the free trade zone. Meanwhile, the level of trade facilitation is also an important factor affecting the textile and clothing trade volume between China and its partner countries. With the improvement of the trade facilitation level between the two countries, The bilateral trade volume of textile and clothing will increase accordingly. According to the forecast of trade potential, it is found that China and Singapore, Indonesia, the Philippines, and Thailand are all in a state of insufficient trade in textile and clothing trade. Therefore, there is still a lot of room for bilateral development in this field. Finally, according to the influence of various factors, this paper puts forward some policy suggestions to further promote the textile and clothing trade between China and ASEAN.
