【摘要】：2015年3月28日,國家發(fā)布的《推動共建絲綢之路經(jīng)濟帶和21世紀海上絲綢之路的愿景與行動》中強調(diào)要發(fā)揮新疆獨特的區(qū)位優(yōu)勢和向西開放重要窗口作用,深化與中亞國家交流合作,打造絲綢之路經(jīng)濟帶核心區(qū),為新疆與哈薩克斯坦的經(jīng)貿(mào)合作提供了重大的歷史機遇。隨著新疆外向型經(jīng)濟的快速發(fā)展,新疆與哈薩克斯坦的勞務合作正進一步加深,新疆對哈薩克斯坦的勞務輸出規(guī)模有所擴大,據(jù)哈薩克斯坦勞務移民調(diào)節(jié)局統(tǒng)計的數(shù)據(jù),2014年中國勞務人數(shù)在哈薩克斯坦發(fā)放的勞務配額在實際使用中占到了31.5%,是人數(shù)最多的國家。但是,目前新疆受到勞工技術(shù)水平不高、企業(yè)競爭力弱和哈薩克斯坦較少的勞務配額、苛刻的勞務許可證制度以及歐亞經(jīng)濟聯(lián)盟的影響,使得目前新疆對哈薩克斯坦的勞務輸出面臨著許多挑戰(zhàn)。同時,哈薩克斯坦為實施“光明大道”新經(jīng)濟政策和舉辦即將來臨的2017年世博會,以及哈薩克斯坦為提高本國經(jīng)濟綜合能力,目前需要大量的資金、技術(shù)和人才的支持,然而哈薩克斯坦目前面臨著貨幣貶值、全球石油需求疲軟、石油價格下跌、主要金屬價格下跌和烏克蘭危機外溢影響等困境,而中國經(jīng)濟的發(fā)展使得中國對外投資企業(yè)有一定的資金和豐富的經(jīng)驗,所以這是中國企業(yè)走向世界的一個重要機遇,也是新疆地區(qū)企業(yè)走向哈薩克斯坦的重要機遇。本文從勞務供求和影響因素的視角,首先對中國新疆的勞務供給市場和哈薩克斯坦的勞務需求市場分別進行詳盡的分析,得出新疆對哈薩克斯塔勞務輸出有良好的市場基礎,然后對新疆向哈薩克斯坦勞務輸出現(xiàn)狀進行描述,分析勞務輸出過程中存在的問題,并從中國新疆、哈薩克斯坦和國際環(huán)境這三方面分別進行詳細的有利因素和不利因素的分析,接著本研究通過對影響勞務輸出的相關(guān)因素進行灰色關(guān)聯(lián)法分析,建立模型,計算關(guān)聯(lián)系數(shù)得出各相關(guān)影響因素的關(guān)聯(lián)度,并對這些影響因素進行排序和歸類,得出新疆對哈薩克斯坦出口額、工程承包營業(yè)額和哈薩克斯坦對外勞務配額是影響新疆向哈薩克斯坦勞務輸出的主要影響因素。最后本文根據(jù)上文中新疆對哈薩克斯坦勞務輸出的市場供求分析、勞務輸出現(xiàn)狀及問題的分析、影響因素的分析和實證結(jié)果的分析,從政府層面提出應加大對哈薩克斯坦投資企業(yè)的扶持和市場調(diào)研、加強政府間的溝通協(xié)調(diào)、建立對哈薩克斯坦勞務輸出基地等建議,從企業(yè)層面提出應擴大對哈薩克斯坦投資領(lǐng)域和規(guī)模、優(yōu)化對哈薩克斯坦勞務輸出的結(jié)構(gòu),以及加強對哈薩克斯坦勞務輸出人員的技能和語言培訓等建議,對促進新疆向哈薩克斯坦的勞務輸出規(guī)模的擴大和結(jié)構(gòu)的優(yōu)化有一定的現(xiàn)實意義。
[Abstract]:On March 28, 2015, the National Vision and Action to promote the Construction of the Silk Road Economic Belt and the 21st Century Maritime Silk Road stressed the importance of giving play to Xinjiang's unique geographical advantages and the important window role of opening to the west. Deepening the exchange and cooperation with Central Asian countries and creating the core area of the Silk Road economic belt provide a great historical opportunity for the economic and trade cooperation between Xinjiang and Kazakhstan. With the rapid development of Xinjiang's export-oriented economy, the labor service cooperation between Xinjiang and Kazakhstan is being further deepened, and the scale of Xinjiang's labor export to Kazakhstan has been expanded. According to statistics from Kazakhstan's Bureau of Labor Migration Regulation, the number of Chinese workers in Kazakhstan accounted for 31.5 percent of the actual use in 2014, making it the country with the largest number of workers. However, at present, Xinjiang is affected by the low level of labor technology, the weak competitiveness of enterprises and fewer labor quotas in Kazakhstan, the harsh labor license system, and the Eurasian Economic Union. The current labor export from Xinjiang to Kazakhstan faces many challenges. At the same time, Kazakhstan, in order to implement the new economic policy of "bright road" and to host the forthcoming 2017 World Expo, as well as to improve the comprehensive capacity of its economy, currently needs substantial financial, technical and human support. However, Kazakhstan is currently facing difficulties such as currency depreciation, weak global oil demand, falling oil prices, falling prices of major metals and the spillover effects of the crisis in Ukraine. With the development of Chinese economy, Chinese foreign investment enterprises have a certain amount of capital and rich experience, so this is an important opportunity for Chinese enterprises to go to the world, and also an important opportunity for enterprises in Xinjiang region to go to Kazakhstan. From the point of view of labor supply and demand and influencing factors, this paper firstly analyzes the labor supply market of Xinjiang in China and the labor demand market of Kazakhstan in detail, and draws a conclusion that Xinjiang has a good market basis for the export of labor services to Kazasta. Then it describes the current situation of labor export from Xinjiang to Kazakhstan, analyzes the problems existing in the process of labor export, and starts from Xinjiang, China. Kazakhstan and the international environment of these three aspects of the detailed analysis of the advantages and disadvantages of factors, and then this study on the related factors affecting labor export by grey correlation method analysis, establish a model, By calculating the correlation coefficient, we can get the correlation degree of each relevant influencing factor, and sort and classify these influencing factors, and get the export value of Xinjiang to Kazakhstan. Contract turnover and foreign labor quota are the main factors that affect the export of labor services from Xinjiang to Kazakhstan. Finally, according to the above analysis of the market supply and demand of the labor export from Xinjiang to Kazakhstan, the analysis of the current situation and problems of the labor export, the analysis of the influencing factors and the analysis of the empirical results, At the level of the government, suggestions should be made to increase support and market research for Kazakh investment enterprises, strengthen communication and coordination among governments, and establish labor export bases for Kazakhstan. At the enterprise level, suggestions should be made to expand the scope and scale of investment in Kazakhstan, to optimize the structure of the export of services to Kazakhstan, and to strengthen the skills and language training of workers exporting services from Kazakhstan. It is of practical significance to promote the expansion of labor export scale from Xinjiang to Kazakhstan and the optimization of its structure.
