【摘要】：目前,我國(guó)人口老齡化形勢(shì)嚴(yán)峻,“老有所養(yǎng)”已成為我國(guó)重要的社會(huì)民生問題。居家養(yǎng)老模式可以充分利用社區(qū)資源,節(jié)約政府投資,提高養(yǎng)老服務(wù)供給質(zhì)量,是我國(guó)養(yǎng)老服務(wù)體系建設(shè)的基礎(chǔ)。但居家養(yǎng)老機(jī)構(gòu)的運(yùn)營(yíng)也存在一些問題,譬如運(yùn)營(yíng)過程不規(guī)范、監(jiān)督評(píng)價(jià)體系不健全、服務(wù)質(zhì)量及運(yùn)營(yíng)效率偏低等,均會(huì)影響機(jī)構(gòu)的發(fā)展。因此,對(duì)居家養(yǎng)老機(jī)構(gòu)的運(yùn)營(yíng)效率進(jìn)行評(píng)價(jià),以提高養(yǎng)老資源利用率,幫助政府有效監(jiān)管機(jī)構(gòu),促進(jìn)機(jī)構(gòu)運(yùn)營(yíng)規(guī)范化,提高老年人滿意度,是需要解決的重點(diǎn)問題。當(dāng)前,對(duì)于居家養(yǎng)老機(jī)構(gòu)運(yùn)營(yíng)效率,國(guó)外學(xué)者已有成熟的研究結(jié)論,但是中外養(yǎng)老服務(wù)體系、保障制度、經(jīng)濟(jì)文化等存在差異,其成果在我國(guó)的應(yīng)用有待考證;國(guó)內(nèi)學(xué)者的研究集中于居家養(yǎng)老機(jī)構(gòu)的服務(wù)質(zhì)量、績(jī)效評(píng)價(jià)等,較少關(guān)注運(yùn)營(yíng)效率,一方面是居家養(yǎng)老機(jī)構(gòu)的推廣時(shí)間短,另一方面是居家養(yǎng)老服務(wù)具有無形、異質(zhì)、易變動(dòng)等特點(diǎn),難以確定統(tǒng)一的評(píng)價(jià)體系。同時(shí),機(jī)構(gòu)的非營(yíng)利屬性使其效率評(píng)價(jià)原則及體系不同于一般盈利組織。因此,如何保證效率評(píng)價(jià)體系的科學(xué)性和客觀性是居家養(yǎng)老機(jī)構(gòu)運(yùn)營(yíng)效率評(píng)價(jià)的重點(diǎn)和難點(diǎn)。本文主要基于投入產(chǎn)出視角研究居家養(yǎng)老機(jī)構(gòu)的運(yùn)營(yíng)效率評(píng)價(jià)體系及模型的構(gòu)建,研究?jī)?nèi)容具體為:(1)構(gòu)建居家養(yǎng)老機(jī)構(gòu)的評(píng)價(jià)指標(biāo)體系。因居家養(yǎng)老機(jī)構(gòu)屬非營(yíng)利組織,效率評(píng)價(jià)不以利潤(rùn)最大化為衡量標(biāo)準(zhǔn),需要考慮其服務(wù)質(zhì)量及社會(huì)效益等因素,基于此,本文通過實(shí)地調(diào)研了解居家養(yǎng)老機(jī)構(gòu)的運(yùn)營(yíng)流程,針對(duì)流程設(shè)計(jì)問卷,進(jìn)行專家訪談等獲取數(shù)據(jù),構(gòu)建指標(biāo)體系。(2)建立居家養(yǎng)老機(jī)構(gòu)運(yùn)營(yíng)效率評(píng)價(jià)模型。本文研究的居家養(yǎng)老機(jī)構(gòu)運(yùn)營(yíng)效率包括綜合效率、技術(shù)效率及規(guī)模效率等,故選用數(shù)據(jù)包絡(luò)分析中的CCR、BCC以及超效率等模型進(jìn)行評(píng)價(jià),以獲得多方面的居家養(yǎng)老機(jī)構(gòu)運(yùn)營(yíng)效率信息;同時(shí),基于投入冗余與產(chǎn)出不足視角,深層次分析運(yùn)營(yíng)低效率機(jī)構(gòu)的提升策略和效率調(diào)整方案。(3)居家養(yǎng)老機(jī)構(gòu)效率評(píng)價(jià)模型的案例分析。以A市居家養(yǎng)老機(jī)構(gòu)為例,基于構(gòu)建的效率評(píng)價(jià)模型進(jìn)行居家養(yǎng)老機(jī)構(gòu)的效率分析,并探索其效率提升策略及機(jī)構(gòu)運(yùn)營(yíng)規(guī)范化對(duì)策。通過實(shí)例測(cè)算,驗(yàn)證居家養(yǎng)老機(jī)構(gòu)效率評(píng)價(jià)模型的科學(xué)性及可行性。本文的研究結(jié)論:構(gòu)建了居家養(yǎng)老機(jī)構(gòu)運(yùn)營(yíng)效率評(píng)價(jià)模型,擴(kuò)寬了居家養(yǎng)老機(jī)構(gòu)的績(jī)效研究領(lǐng)域。通過模型評(píng)價(jià)A市的居家養(yǎng)老機(jī)構(gòu)運(yùn)營(yíng)效率,得到運(yùn)營(yíng)有效性結(jié)果,對(duì)30家機(jī)構(gòu)進(jìn)行效率排序,得到機(jī)構(gòu)的投入冗余量、產(chǎn)出不足量、規(guī)模效率等多方面信息。本文所構(gòu)建的模型可以分析出以往的傳統(tǒng)評(píng)價(jià)方式難以獲取的信息,更合理且適用于實(shí)際情況,體現(xiàn)了模型的應(yīng)用價(jià)值。本文研究旨在構(gòu)建科學(xué)有效的居家養(yǎng)老機(jī)構(gòu)運(yùn)營(yíng)效率評(píng)價(jià)模型,完善的居家養(yǎng)老機(jī)構(gòu)效率評(píng)價(jià)模型及機(jī)制可以反映出居家養(yǎng)老機(jī)構(gòu)的整體經(jīng)營(yíng)狀況,幫助其進(jìn)行質(zhì)量改進(jìn);是政府監(jiān)督管理居家養(yǎng)老機(jī)構(gòu)的有效工具,有助于為政府優(yōu)化配置養(yǎng)老資源提供重要數(shù)據(jù)參考。
[Abstract]:At present, China's aging population situation is grim, "security" has become an important social problem in our country. Home care model can make full use of community resources, save the government investment, improve the pension service quality, is the basic pension service system in our country. But the home care agency operation also has some problems, such as the operation process is not standardized, supervision and evaluation system is not perfect, the service quality and the operating efficiency is low, will affect the development of institutions. Therefore, evaluation of home care organizations to improve operational efficiency, raise the utilization rate of old resources, help organizations effective government regulation, promote the standardized operation mechanism, improve the satisfaction of the elderly is. The key problems need to be solved. At present, the operation efficiency of home care agencies, conclusion has been mature foreign scholars, but the foreign old-age service system, security system, Economic and cultural differences, the results need to be verified in China; domestic researches focused on home care services quality, performance evaluation, pay less attention to operational efficiency, on the one hand is the home care agency promotion time is short, the other is home-based care services are intangible, heterogeneous, dynamic and changeable the characteristics, it is difficult to determine a unified evaluation system. At the same time, the non-profit attribute mechanism makes its efficiency evaluation principle and the system is different from the general profit organization. Therefore, how to ensure the efficiency of the evaluation system of the scientific and objectivity is the focus and difficulty in the pension institutions operating efficiency evaluation. This paper is mainly based on the construction of investment system and operation efficiency model study on the evaluation mechanism of the old-age home output perspective, the research content is as follows: (1) construction of endowment institutions evaluation index system. For home care agencies is a non-profit To evaluate the efficiency of organization, not to maximize the profit as the standard, need to consider factors, the service quality and social benefits on the basis of this, this paper through the investigation about home care agencies operating procedures for the process design of questionnaire, expert interview data, construct the index system. (2) the establishment of home care agencies operating efficiency the evaluation model of operational efficiency. Home care agencies in this paper including the comprehensive efficiency, technical efficiency and scale efficiency, so the selection of data envelopment analysis CCR, BCC and super efficiency model to evaluate the operational efficiency of information for home care agencies in many aspects; at the same time, input redundancy and output deficiency based on the perspective of the deep analysis of low efficiency of operation mechanism and strategies to enhance the efficiency of adjustment programs. (3) analysis of the efficiency evaluation model of home care agencies in case. A city residents pension institutions as an example, Analyze the efficiency of home care agencies to evaluate the efficiency of construction based on the model, and explore the countermeasures to enhance the efficiency of organization strategy and operational norms. Through the example calculation, and verify the feasibility of home scientific efficiency evaluation model of pension institutions. The conclusion of this study: to construct the operational efficiency evaluation model of home care institutions, broaden the research field of performance home care organizations. Through the operational efficiency evaluation model of home care agencies in the city of A, the effectiveness of operational efficiency, ranking of 30 institutions, to be the input redundancy and output deficiency quantity, scale efficiency and other aspects of information. This model can analyze the traditional evaluation methods are difficult to obtain in the past the information is more reasonable and suitable to the actual situation, reflects the application of the model. This paper aims to build a scientific and effective home care agencies Operation efficiency evaluation model, efficiency evaluation of home care agencies to improve the model and mechanism can reflect the overall operating conditions of home care agencies, to help them improve the quality; government supervision and management is an effective tool for home care agencies, to provide important reference data to optimize the allocation of resources endowment for the government.
