基于平衡記分卡的海外工程項(xiàng)目績(jī)效評(píng)價(jià)研究

【摘要】:近年來(lái),國(guó)際工程承包企業(yè)的競(jìng)爭(zhēng)日趨激烈,促使企業(yè)不得不重視項(xiàng)目績(jī)效的提高以維持長(zhǎng)期競(jìng)爭(zhēng)能力。而要提高項(xiàng)目績(jī)效,構(gòu)建科學(xué)合理的績(jī)效評(píng)估體系是其關(guān)鍵環(huán)節(jié)。鑒于此,本研究基于平衡計(jì)分卡理論,兼顧財(cái)務(wù)因素與非財(cái)務(wù)因素、短期利益與長(zhǎng)期利益,建立了一個(gè)海外工程項(xiàng)目的績(jī)效評(píng)估體系。本文的主要研究?jī)?nèi)容描述如下:第一,回顧了工程項(xiàng)目績(jī)效評(píng)估的國(guó)內(nèi)外研究現(xiàn)狀。第二,概述了國(guó)際工程項(xiàng)目績(jī)效評(píng)估的相關(guān)理論。包括:績(jī)效、績(jī)效評(píng)估的概念和內(nèi)涵;傳統(tǒng)績(jī)效評(píng)估方法的主要內(nèi)容;對(duì)經(jīng)典的平衡計(jì)分卡理論進(jìn)行了概述:梳理了平衡計(jì)分卡理論的基本觀念及其管理流程;分析了影響平衡計(jì)分卡4大構(gòu)面的主要因素。第三,對(duì)海外工程項(xiàng)目績(jī)效評(píng)估現(xiàn)狀做了剖析,指出海外工程市場(chǎng)的發(fā)展前景,對(duì)比了基于工程管理目標(biāo)和投資收益評(píng)價(jià)的績(jī)效評(píng)價(jià)方法。第四,基于平衡計(jì)分卡原則和設(shè)計(jì)架構(gòu)構(gòu)建了一個(gè)海外工程項(xiàng)目績(jī)效評(píng)估體系,并基于AHP得到了各關(guān)鍵績(jī)效指標(biāo)的權(quán)重信息。第五,以坦桑尼亞小鎮(zhèn)項(xiàng)目為例,分別應(yīng)用基礎(chǔ)工程管理目標(biāo)的績(jī)效評(píng)價(jià)方法和基于平衡計(jì)分卡的績(jī)效評(píng)價(jià)方法進(jìn)行評(píng)價(jià)并作出對(duì)比,在案例的應(yīng)用與分析中,提出基于平衡計(jì)分卡的海外工程項(xiàng)目績(jī)效評(píng)價(jià)體系的優(yōu)勢(shì)。研究結(jié)果顯示,本文所構(gòu)建的海外工程項(xiàng)目平衡計(jì)分卡績(jī)效評(píng)估體系具有簡(jiǎn)便易行,評(píng)估準(zhǔn)確、反饋有效等優(yōu)點(diǎn),具有一定的實(shí)用價(jià)值。
[Abstract]:In recent years, the competition of international engineering contracting enterprises is becoming more and more fierce, which urges enterprises to attach importance to the improvement of project performance in order to maintain long-term competitiveness, but to improve project performance. Constructing a scientific and reasonable performance evaluation system is the key link. In view of this, this study based on the balanced scorecard theory, taking into account financial factors and non-financial factors, short-term and long-term interests. A performance evaluation system of overseas engineering projects is established. The main contents of this paper are described as follows: first, review the domestic and foreign research status of project performance evaluation. Second. This paper summarizes the relevant theories of performance evaluation of international engineering projects, including: performance, the concept and connotation of performance evaluation; The main content of traditional performance evaluation method; The classical balanced scorecard theory is summarized: the basic concept and management flow of the balanced scorecard theory are combed out; This paper analyzes the main factors that affect the four aspects of balanced Scorecard. Thirdly, it analyzes the status quo of overseas engineering project performance evaluation, and points out the development prospects of overseas engineering market. This paper compares the performance evaluation methods based on project management objectives and investment returns. 4th, and constructs an overseas project performance evaluation system based on balanced scorecard principle and design framework. Based on AHP, we get the weight information of key performance indicators. 5th, take Tanzania small town project as an example. The performance evaluation method based on basic engineering management objectives and the performance evaluation method based on balanced scorecard are applied and compared respectively in the application and analysis of cases. This paper puts forward the advantages of the performance evaluation system of overseas engineering projects based on balanced scorecard. The research results show that the performance evaluation system of overseas engineering projects based on balanced scorecard is simple and accurate. Feedback effective and other advantages, has a certain practical value.
