【摘要】：跨境電子商務的快速增長正在改變全球貿易格局,每個國家都在大力促進跨境電子商務的發(fā)展,以期在全球新型貿易格局中占據主動地位。我國首次在中韓FTA中設定"電子商務"章節(jié),通過合作促進電子商務增長。中韓兩國跨境電子商務發(fā)展迅速,但是兩國跨境電子商務市場及經營模式有著較大不同。本文從宏觀和微觀兩個角度比較分析了中韓跨境電子商務的特征,并在研究中韓FTA對兩國間跨境電子商務影響基礎上,從國家和企業(yè)的角度,對我國跨境電子商務發(fā)展提出相應的建議。首先,在梳理相關理論以及國內外研究基礎之上,本文利用交易成本理論研究了跨境電子商務對傳統(tǒng)貿易的影響,得出跨境電子商務通過縮短國際貿易流程,降低傳統(tǒng)貿易交易成本,活躍了中小企業(yè)的國際商務活動。其次,分別從宏觀和微觀層面深入比較分析了中韓兩國跨境電子商務的發(fā)展特征。從中韓兩國跨境電子商務進出口規(guī)模、進出口國家、進出口產品、結算方式、運輸方式、進出口通關、國家政策等宏觀層面,比較分析了中韓兩國跨境電子商務發(fā)展特點。同時,從跨境電子商務進出口兩個維度出發(fā),選取了全球速賣通、Gmarket、天貓國際、Malltail等跨境電子商務平臺,從微觀層面比較分析了中韓兩國跨境電子商務。再次,基于中韓FTA實施背景,從中韓間跨境電子商務交易規(guī)模、跨境電子商務關稅及非關稅成本、中韓間跨境電子商務合作等方面,深入研究了 FTA的實施是如何影響中韓兩國間跨境電子商務的。最后,結合中韓兩國跨境電子商務發(fā)展特征,以及中韓之間跨境電子商務合作現狀問題,從國家和企業(yè)兩個角度,對我國跨境電子商務發(fā)展提出相應的建議。一方面,我國應該爭取制定新型國際貿易規(guī)則的主動權、加強與"一帶一路"戰(zhàn)略的對接、促進跨境電子商務進出口的均衡發(fā)展、支持海外倉的建立、完善跨境電子商務統(tǒng)計指標;另一方面,中國企業(yè)應該根據韓國跨境電子商務市場的特點,從產品、價格、渠道、促銷四個方面制定相應的4P出口戰(zhàn)略,更好地發(fā)展我國跨境電子商務出口。
[Abstract]:The rapid growth of cross-border e-commerce is changing the global trade pattern, and every country is vigorously promoting the development of cross-border e-commerce. In order to occupy an active position in the new global trade pattern, China has for the first time set up the chapter of "E-commerce" in the FTA of China and South Korea to promote the growth of E-commerce through cooperation. The cross-border e-commerce between China and South Korea has developed rapidly. However, the two countries have different cross-border e-commerce markets and business models. This paper compares and analyzes the characteristics of cross-border e-commerce between China and South Korea from the macro and micro perspectives. And on the basis of studying the impact of FTA on cross-border e-commerce between China and South Korea, this paper puts forward corresponding suggestions on the development of cross-border e-commerce in China from the point of view of country and enterprise. On the basis of combing relevant theories and research at home and abroad, this paper makes use of transaction cost theory to study the influence of cross-border electronic commerce on traditional trade, and draws the conclusion that cross-border electronic commerce shortens the international trade process. Reduce the traditional trade transaction costs, active international business activities of small and medium-sized enterprises. Secondly. The development characteristics of cross-border electronic commerce between China and South Korea are analyzed from the macro and micro levels respectively. The scale of import and export import and export countries import and export products and settlement methods of cross-border electronic commerce between China and South Korea are analyzed. Transport mode, import and export customs clearance, national policies and other macro levels, comparative analysis of the characteristics of cross-border e-commerce between China and South Korea. At the same time, from the two dimensions of cross-border e-commerce import and export, select the Global Express. Gmarket, Tmall International Malltail and other cross-border e-commerce platform, from the micro level comparative analysis of cross-border e-commerce between China and South Korea. Thirdly, based on the background of FTA implementation between China and South Korea. From the scale of cross-border e-commerce transactions between China and South Korea, cross-border e-commerce tariffs and non-tariff costs, cross-border e-commerce cooperation between China and South Korea, and so on. This paper deeply studies how the implementation of FTA affects cross-border e-commerce between China and South Korea. Finally, combining the characteristics of cross-border e-commerce development between China and South Korea, and the current situation of cross-border e-commerce cooperation between China and South Korea. On the one hand, China should strive to establish the initiative of new international trade rules and strengthen the docking with "Belt and Road" strategy. To promote the balanced development of cross-border e-commerce import and export, to support the establishment of overseas warehouses, and to improve the statistical indicators of cross-border e-commerce; On the other hand, according to the characteristics of Korean cross-border e-commerce market, Chinese enterprises should formulate the corresponding 4P export strategy from four aspects: product, price, channel and promotion. Better develop our cross-border e-commerce exports.
