【摘要】：作為一種重要的國際公共產(chǎn)品,國際貨幣體系的改革是典型的集體行動(dòng)。從歷史的角度看,國際貨幣體系改革的集體行動(dòng)可以分為"霸權(quán)空位型"、"霸權(quán)主導(dǎo)型"以及"霸權(quán)參與型"三類,影響其成敗的主要因素包括霸權(quán)狀態(tài)、共同利益訴求、集體行動(dòng)的約束力以及對國際貨幣體系的判斷。鑒于在今后相當(dāng)長時(shí)期內(nèi),現(xiàn)行"美元體制"的可持續(xù)性以及未來世界經(jīng)濟(jì)形勢的不確定性,國際貨幣體系改革的集體行動(dòng)應(yīng)該更加注重設(shè)立短期而非長期性的目標(biāo),其短期目標(biāo)應(yīng)該是"控制失衡"和"抑制美元風(fēng)險(xiǎn)"。目前,二十國集團(tuán)(G20)機(jī)制已成為推進(jìn)國際貨幣體系改革的重要平臺,以其推動(dòng)現(xiàn)行國際貨幣體系的改革既有艱巨性,亦有可行性。共同利益基礎(chǔ)是G20推進(jìn)現(xiàn)行國際貨幣體系改革的主要立足點(diǎn),堅(jiān)持集體行動(dòng)原則、通過制度化建設(shè)增強(qiáng)決策執(zhí)行力、強(qiáng)化國際經(jīng)濟(jì)政策協(xié)調(diào)是G20機(jī)制充分發(fā)揮作用的重要途徑。中國應(yīng)避免單獨(dú)直接面對或挑戰(zhàn)美國的核心利益,而是應(yīng)更多地利用G20這個(gè)重要平臺實(shí)現(xiàn)自身的利益訴求,增強(qiáng)自身在推動(dòng)國際貨幣體系改革進(jìn)程中的地位與影響力。
[Abstract]:As an important international public goods, the reform of the international monetary system is a typical collective action. From the historical point of view, the collective action of the reform of the international monetary system can be divided into three types: "hegemonic vacancy", "hegemonic dominant" and "hegemonic participation". The main factors influencing its success or failure include hegemonic state and common interest demand. The binding force of collective action and judgment of the international monetary system. In view of the sustainability of the current "United States dollar system" and the uncertainty of the future world economic situation over a considerable period of time, collective action for the reform of the international monetary system should focus more on the establishment of short-term rather than long-term objectives, Its short-term goals should be to "control imbalances" and "contain dollar risks". At present, the G20 / G20) mechanism has become an important platform to promote the reform of the international monetary system. It is difficult and feasible to promote the reform of the current international monetary system. The foundation of common interests is the main foothold for G20 to promote the reform of the current international monetary system, adhere to the principle of collective action, strengthen the execution of decision-making through institutional construction, and strengthen the coordination of international economic policies are the important ways for the G20 mechanism to fully play its role. Instead of directly facing or challenging the core interests of the United States, China should make more use of the G20 as an important platform to realize its own interests and enhance its position and influence in the process of promoting the reform of the international monetary system.
