【摘要】：在目前的中國,沒有任何一種能源可以替代煤炭,我們要做的不是取締煤炭、替代煤炭,而是抓好煤炭的清潔高效利用。因此,在內(nèi)蒙古自治區(qū)現(xiàn)有資源基礎(chǔ)和產(chǎn)業(yè)基礎(chǔ)條件下,根據(jù)國家的戰(zhàn)略需求和政策導(dǎo)向,為加快推進(jìn)煤炭清潔生產(chǎn)利用,提高煤炭資源開發(fā)利用效率,控制污染物排放,構(gòu)建節(jié)約發(fā)展、清潔發(fā)展、安全和可持續(xù)發(fā)展的新型煤炭工業(yè)體系,探索和發(fā)展適合內(nèi)蒙古自治區(qū)煤炭資源分布和煤質(zhì)特點(diǎn)的煤炭清潔高效利用技術(shù)戰(zhàn)略研究具有重大的理論和現(xiàn)實意義。 論文共分為七個部分,在對內(nèi)蒙古煤炭資源分布、資源開發(fā)利用現(xiàn)狀以及內(nèi)蒙古煤炭資源利用中存在的問題分析基礎(chǔ)上,從政策環(huán)境(國家政策和自治區(qū)政策)、技術(shù)環(huán)境以及生態(tài)環(huán)境等角度對內(nèi)蒙古煤炭資源清潔高效利用技術(shù)的環(huán)境進(jìn)行分析。通過分析內(nèi)蒙古煤炭資源清潔利用技術(shù)的優(yōu)勢、劣勢、機(jī)會和威脅,畫出SWOT分析矩陣,提出與S-O戰(zhàn)略、S-T戰(zhàn)略以及W-O戰(zhàn)略等對應(yīng)的戰(zhàn)略定位。得出內(nèi)蒙古自治區(qū)應(yīng)該站在維護(hù)國家能源安全的戰(zhàn)略高度,在提高清潔能源比重、支持新能源和可再生能源發(fā)展的同時,應(yīng)緊密結(jié)合我區(qū)能源資源賦存特點(diǎn),立足國內(nèi),重新審視和明確煤炭在保障我國及我區(qū)的能源安全穩(wěn)定供應(yīng)中的戰(zhàn)略地位和重要作用,加快發(fā)展?jié)崈裘杭夹g(shù),推進(jìn)煤炭清潔高效利用,發(fā)揮優(yōu)勢資源作用,打造內(nèi)蒙古煤炭產(chǎn)業(yè)升級版。
[Abstract]:In China, there is no alternative to coal. What we need to do is not to ban coal, to replace coal, but to do a good job of clean and efficient use of coal. Therefore, under the existing resource and industrial conditions in Inner Mongolia Autonomous region, according to the strategic demand and policy guidance of the country, in order to accelerate the clean production and utilization of coal, improve the efficiency of coal resources development and utilization, and control the emission of pollutants, To construct a new coal industry system with economical development, clean development, safety and sustainable development, It is of great theoretical and practical significance to explore and develop the technical strategy of clean and efficient utilization of coal suitable for the distribution of coal resources and the characteristics of coal quality in Inner Mongolia Autonomous region. The paper is divided into seven parts. Based on the analysis of the distribution of coal resources in Inner Mongolia, the present situation of exploitation and utilization of coal resources and the problems existing in the utilization of coal resources in Inner Mongolia, the policy environment (national policy and autonomous region policy) is analyzed. The environment of clean and efficient utilization of coal resources in Inner Mongolia is analyzed from the point of view of technical environment and ecological environment. By analyzing the advantages, disadvantages, opportunities and threats of clean utilization technology of coal resources in Inner Mongolia, this paper draws out the SWOT analysis matrix and puts forward the strategic positioning corresponding to S-O strategy, S-T strategy and W-O strategy. It is concluded that Inner Mongolia Autonomous region should stand at the strategic level of maintaining national energy security, increase the proportion of clean energy and support the development of new and renewable energy, and closely combine the characteristics of energy resources in our region, and stand at home. To re-examine and clarify the strategic position and important role of coal in ensuring the safety and stability of energy supply in our country and our region, to accelerate the development of clean coal technology, to promote the clean and efficient use of coal, and to give play to the role of superior resources.
