【摘要】：石油天然氣資源作為保障國(guó)民經(jīng)濟(jì)安全的重要戰(zhàn)略資源，一直以來在世界范圍內(nèi)受到高度關(guān)注。自兩伊戰(zhàn)爭(zhēng)以來，伊拉克地區(qū)的巨大油氣儲(chǔ)存當(dāng)量一直是各國(guó)石油企業(yè)投資目標(biāo)的首選。伊拉克地區(qū)油氣田項(xiàng)目開發(fā)與國(guó)內(nèi)油氣田項(xiàng)目相比，具有綜合性風(fēng)險(xiǎn)高、施工難度大，工藝流程復(fù)雜，施工事故影響大等特點(diǎn)。因此，通過借鑒其他國(guó)外公司運(yùn)作伊拉克項(xiàng)目的風(fēng)險(xiǎn)管理經(jīng)驗(yàn)，結(jié)合大慶油田自身特點(diǎn)，在魯邁拉油氣田二期項(xiàng)目投資前，針對(duì)其風(fēng)險(xiǎn)進(jìn)行識(shí)別評(píng)估勢(shì)在必行。 論文從介紹國(guó)內(nèi)外風(fēng)險(xiǎn)管理研究成果入手，闡述了海外項(xiàng)目風(fēng)險(xiǎn)管理理論及海外油氣田項(xiàng)目特點(diǎn)、風(fēng)險(xiǎn)種類，對(duì)比了境內(nèi)外油氣田項(xiàng)目的不同。通過采用德爾菲法和檢查表法識(shí)別魯邁拉油氣田二期項(xiàng)目風(fēng)險(xiǎn)，從而識(shí)別出影響魯邁拉油氣田二期項(xiàng)目正常運(yùn)營(yíng)的八類風(fēng)險(xiǎn)，即政治風(fēng)險(xiǎn)，經(jīng)濟(jì)風(fēng)險(xiǎn)，環(huán)境風(fēng)險(xiǎn)，供應(yīng)風(fēng)險(xiǎn)，技術(shù)風(fēng)險(xiǎn)，管理風(fēng)險(xiǎn)，基建風(fēng)險(xiǎn)，健康風(fēng)險(xiǎn)，依照風(fēng)險(xiǎn)來源分類為內(nèi)部風(fēng)險(xiǎn)和外部風(fēng)險(xiǎn)兩個(gè)指標(biāo)層面，并組織專家對(duì)該項(xiàng)目可能遇到的八類風(fēng)險(xiǎn)計(jì)算了指標(biāo)權(quán)重，而后進(jìn)行定性評(píng)估和定量評(píng)估，評(píng)定魯邁拉油氣田二期項(xiàng)目風(fēng)險(xiǎn)為中等偏下。針對(duì)此風(fēng)險(xiǎn)評(píng)估結(jié)果，，需要在投資前進(jìn)行科學(xué)謹(jǐn)慎的詳盡分析，并對(duì)此從國(guó)家、企業(yè)以及項(xiàng)目自身三個(gè)層面提出了風(fēng)險(xiǎn)應(yīng)對(duì)策略。通過伊拉克魯邁拉油氣田二期項(xiàng)目的風(fēng)險(xiǎn)管理研究，對(duì)于提高大慶油田開發(fā)海外市場(chǎng)的風(fēng)險(xiǎn)管理水平，改善海外投資的風(fēng)險(xiǎn)管理環(huán)境，保證成功構(gòu)建科學(xué)的項(xiàng)目開發(fā)風(fēng)險(xiǎn)管理系統(tǒng)具有一定的理論價(jià)值與實(shí)踐指導(dǎo)意義。
[Abstract]:As an important strategic resource to guarantee the national economic security, oil and gas resources have been highly concerned around the world. Since the Iraq war, the huge oil and gas storage equivalent in Iraq has always been the first choice for the investment targets of oil and gas enterprises in various countries. It has the characteristics of high comprehensive risk, difficult construction, complex process and great influence on construction accidents. Therefore, it is imperative to identify and evaluate the risk of the two phase of the Daqing oil and gas field before the investment of other foreign companies to operate the risk management experience of the Iraq project and the characteristics of the oil field itself.
Starting with the introduction of the research results of risk management at home and abroad, this paper expounds the risk management theory of overseas projects, the characteristics of overseas oil and gas field projects, the types of risk and the difference between the domestic and foreign oil and gas field projects. By using Delphy Fa and the inspection table method, the risk of the two phase of the Lu Myra oil and gas field is identified, thus identifying the influence of the oil and gas of the Lu Myra. The eight types of risk, such as political risk, economic risk, environmental risk, supply risk, technology risk, management risk, infrastructure risk, health risk, classified as internal risk and external risk according to the source of risk, are classified into two indicators of internal and external risk according to the source of risk, and the weight of index weights is calculated for the eight types of risk that the project may encounter. Then qualitative and quantitative assessment, the risk of the two phase of the Lu Myra oil and gas field is moderate, and the result of this risk assessment requires a scientific and careful analysis before the investment, and the risk response strategy is put forward from the three levels of the country, the enterprise and the project itself. Through the Iraq Lu Myra oil and gas field two The research on risk management of the project is of theoretical and practical significance for improving the risk management level of the overseas market of Daqing oilfield, improving the risk management environment of overseas investment, and ensuring the successful construction of a scientific project development risk management system.
