【摘要】：國有軍工企業(yè)是國防武器裝備科研生產(chǎn)單位,是國家國防科技工業(yè)的重要組成部分,它特殊的科研生產(chǎn)性質(zhì)及肩負(fù)的崇高使命與責(zé)任,決定了思想政治工作在企業(yè)中的不可動搖的地位和至關(guān)重要的作用。思想政治工作實效性是衡量思想政治工作優(yōu)劣的重要指標(biāo),如何衡量思想政治工作實效性成為擺在我們面前的一個課題,因此對國有軍工企業(yè)思想政治工作實效性的評價研究勢在必行。所謂國有軍工企業(yè)的思想政治工作實效性,是指在軍工企業(yè)的運營和發(fā)展過程中,思想政治工作所產(chǎn)生的實際效用,這種效果滲透于企業(yè)生產(chǎn)經(jīng)營活動的各個環(huán)節(jié),隱匿于企業(yè)干部職工復(fù)雜的思想和心理活動中,較難評價和衡量。為解決這一難點,本研究試圖將“量化”評價的理念引入軍工企業(yè)思想政治工作實效性評價領(lǐng)域,創(chuàng)新性的構(gòu)建較為科學(xué)實用的思想政治工作實效性評價指標(biāo)體系及評價模型,為思想政治工作實效性評價研究提供新的視角和方法,以期推動國有軍工企業(yè)思想政治工作的科學(xué)發(fā)展,為圓滿完成武器裝備科研生產(chǎn)任務(wù),加強國防建設(shè),保障國家安全提供強有力的思想基礎(chǔ)和保障。本研究從分析現(xiàn)階段國有軍工企業(yè)思想政治工作取得的成就、思想政治工作的基本特點以及存在的問題入手,進而分析國有軍工企業(yè)思想政治工作實效性的現(xiàn)狀與存在的問題,提出影響思想政治工作實效性的重要因素——缺乏科學(xué)實用的思想政治工作實效性評價方法。繼而,在闡述國有軍工企業(yè)思想政治工作實效性評價的基本思路和基本原則后,對國有軍工企業(yè)思想政治工作實效性評價指標(biāo)體系進行構(gòu)建。為使評價指標(biāo)體系盡可能地全面詳盡,本研究創(chuàng)新性的按照國有軍工企業(yè)思想政治工作的“前、中、后”三段論的思路作為構(gòu)建依據(jù),在思想政治工作實效性評價作為一級指標(biāo)的框架下,設(shè)計二級指標(biāo)3項,即保障條件評價、工作內(nèi)容評價、工作效果評價,三級指標(biāo)16項,四級指標(biāo)49項。隨后,利用格柵獲取法、模糊Borda數(shù)分析法等相關(guān)統(tǒng)計方法確定各指標(biāo)項的權(quán)重分值,并對指標(biāo)體系各指標(biāo)項的評價標(biāo)準(zhǔn)進行設(shè)置,之后構(gòu)建了國有軍工企業(yè)思想政治工作實效性評價模型并說明了使用方法。為了對評價指標(biāo)體系和評價模型的科學(xué)性和實用性進行驗證,本研究將中航工業(yè)沈陽黎明發(fā)動機(集團)有限責(zé)任公司作為評價對象進行實證研究,并基于評價結(jié)果對黎明公司思想政治工作及其實效性狀況進行詳細的分析和解讀,找出存在的問題并提出相應(yīng)對策和建議。至此,完成國有軍工企業(yè)思想政治工作實效性的評價研究。
[Abstract]:The state-owned military enterprises are scientific research and production units of national defense weapons and equipment, and an important part of the national defense science and technology industry. Their special nature of scientific research and production, as well as their noble mission and responsibilities, Decided the ideological and political work in the enterprise unshakeable position and the vital role. The effectiveness of ideological and political work is an important index to measure the merits and demerits of ideological and political work. How to measure the effectiveness of ideological and political work has become a topic in front of us. Therefore, it is imperative to evaluate the effectiveness of ideological and political work in state-owned military enterprises. The effectiveness of ideological and political work in state-owned military enterprises refers to the actual effectiveness of ideological and political work in the course of operation and development of military enterprises, which permeates all aspects of the production and operation activities of enterprises. Hidden in the complex ideological and psychological activities of enterprise cadres and workers, it is difficult to evaluate and measure. In order to solve this difficulty, this study attempts to introduce the concept of "quantitative" evaluation into the field of evaluation of the effectiveness of ideological and political work in military enterprises, and creatively constructs a scientific and practical evaluation index system and evaluation model for the effectiveness of ideological and political work. To provide a new perspective and method for evaluating the effectiveness of ideological and political work, in order to promote the scientific development of ideological and political work in state-owned military enterprises, to successfully complete the task of scientific research and production of weapons and equipment, and to strengthen the construction of national defense. Ensuring national security provides a strong ideological basis and guarantee. This study begins with the analysis of the achievements of ideological and political work, the basic characteristics of ideological and political work and the problems existing in the ideological and political work of state-owned military enterprises at this stage, and then analyzes the current situation and existing problems of the effectiveness of ideological and political work in state-owned military enterprises. An important factor affecting the effectiveness of ideological and political work is put forward: the lack of scientific and practical methods for evaluating the effectiveness of ideological and political work. Then, after expounding the basic ideas and principles of the evaluation of the effectiveness of ideological and political work in state-owned military enterprises, the evaluation index system of the effectiveness of ideological and political work in state-owned military enterprises is constructed. In order to make the evaluation index system as comprehensive and detailed as possible, this study is based on the thought of "pre-middle and post-syllogism" in the ideological and political work of state-owned military enterprises. Under the framework of the effectiveness evaluation of ideological and political work as a first class index, three secondary indexes are designed, namely, the evaluation of guarantee conditions, the evaluation of work content, the evaluation of work effect, the 16 items of third grade indexes and 49 items of four grade indexes. Then, using the grid acquisition method, fuzzy Borda number analysis and other related statistical methods to determine the weight of each index, and set the evaluation criteria of the index system. Then the paper constructs the evaluation model of the effectiveness of ideological and political work in state-owned military enterprises and explains the application method. In order to verify the scientificity and practicability of the evaluation index system and the evaluation model, this study takes the Shenyang Dawn engine (Group) Co., Ltd of China Aviation Industry as the evaluation object to carry on the empirical research. Based on the evaluation results, this paper makes a detailed analysis and interpretation of the ideological and political work and its effectiveness of the company, finds out the existing problems and puts forward corresponding countermeasures and suggestions. So far, complete the evaluation of the effectiveness of ideological and political work in state-owned military enterprises.
