【摘要】：近年來(lái),隨著煤炭需求的減少、庫(kù)存的上升和海運(yùn)價(jià)格不斷下降,煤炭?jī)r(jià)格持續(xù)走低,各煤炭企業(yè)相繼開展價(jià)格戰(zhàn)。通過(guò)壓低采購(gòu)成本而提高煤炭產(chǎn)品相對(duì)價(jià)格,成為決定煤炭企業(yè)能否在低迷市場(chǎng)中脫困的重要環(huán)節(jié),采購(gòu)環(huán)節(jié)開始被人們作為企業(yè)發(fā)展的重要環(huán)節(jié)加以考慮。N公司作為寧夏回族自治區(qū)優(yōu)勢(shì)骨干企業(yè),于2002年12月成立,注冊(cè)資本100.3億元人民幣,截至2015年底資產(chǎn)總額已超過(guò)1100億元。其經(jīng)營(yíng)范圍除主營(yíng)業(yè)務(wù)煤炭開采洗選、煤化工外,還涉及煤炭深加工及綜合利用、發(fā)電、房地產(chǎn)、機(jī)械制造與維修等多個(gè)領(lǐng)域,是寧東能源化工基地建設(shè)的主力軍,承擔(dān)著國(guó)家億噸級(jí)煤炭基地和現(xiàn)代煤化工基地建設(shè)重任。低迷的煤炭市場(chǎng)行情也使N公司的經(jīng)濟(jì)效益受到重創(chuàng)。采購(gòu)管理就是對(duì)從計(jì)劃提報(bào)到采購(gòu)結(jié)算的采購(gòu)過(guò)程各環(huán)節(jié)進(jìn)行跟蹤、監(jiān)督、控制,以使整個(gè)采購(gòu)過(guò)程更加科學(xué)化、規(guī)范化。在低迷的煤炭行業(yè)形勢(shì)下,減少庫(kù)存量、降低儲(chǔ)備資金占用成為采購(gòu)管理的重點(diǎn),而加強(qiáng)對(duì)計(jì)劃、庫(kù)存、采購(gòu)團(tuán)隊(duì)、供應(yīng)商的管理有助于提高采購(gòu)的規(guī)范性和科學(xué)性,降低采購(gòu)成本,提高采購(gòu)質(zhì)量,對(duì)減少庫(kù)存量、降低儲(chǔ)備資金占用發(fā)揮著積極作用。本文旨在運(yùn)用采購(gòu)管理相關(guān)理論,分析N公司采購(gòu)管理現(xiàn)狀,探尋其中存在的問(wèn)題,層層剖析問(wèn)題產(chǎn)生的原因,并結(jié)合N公司的實(shí)際情況,有針對(duì)性的提出計(jì)劃提報(bào)管理、采購(gòu)人力管理、供應(yīng)商管理、庫(kù)存管理方面的優(yōu)化策略。N公司作為國(guó)家直屬央企的下屬子公司,也是寧夏回族自治區(qū)最大的優(yōu)勢(shì)骨干企業(yè),對(duì)其采購(gòu)管理的研究,將對(duì)國(guó)內(nèi)其他煤炭企業(yè)具有一定可參考性,希望能為煤炭企業(yè)的采購(gòu)管理提供新的思路。
[Abstract]:In recent years, with the decrease in coal demand, the increase in inventories and the continuous decline in shipping prices, coal prices have continued to decline, and various coal enterprises have embarked on price wars one after another, raising the relative prices of coal products by lowering purchasing costs. It has become an important link in determining whether coal enterprises can extricate themselves from difficulties in the depressed market. The procurement link has been considered as an important link in the development of enterprises. The company, as the dominant backbone enterprise of Ningxia Hui Autonomous region, was established in December 2002. The registered capital is 10.03 billion yuan, and as of end of 2015, the total assets have exceeded 110 billion yuan. In addition to the main business of coal mining and washing, coal chemical industry, it also involves the deep processing and comprehensive utilization of coal, power generation and real estate, Machinery manufacturing and maintenance and other fields are the main force in the construction of Ningdong Energy and Chemical Base. Bear the responsibility of construction of national hundred million ton coal base and modern coal chemical base. The low coal market situation also makes the economic benefit of company N badly hit. Purchasing management is the purchase that reports the purchase settlement from the plan. Track every link, Supervision, control, in order to make the whole procurement process more scientific, standardized. In the depressed coal industry situation, reducing inventory, reducing the use of reserve funds become the focus of procurement management, and strengthen the planning, inventory, procurement team, Supplier management helps to improve the standardization and science of procurement, reduce the cost of procurement, improve the quality of procurement, reduce inventory, reduce the use of reserve funds play a positive role. This paper analyzes the current situation of procurement management in N Company, explores the existing problems, analyzes the causes of the problems, and puts forward the plan, purchasing manpower management, supplier management, combined with the actual situation of N Company. As a subsidiary of the central enterprises directly under the state, and also the largest dominant backbone enterprise in Ningxia Hui Autonomous region, the research on its purchasing management will be of certain referential value to other coal enterprises in China. I hope to provide new ideas for the purchasing management of coal enterprises.
