【摘要】：隨著我國資源節(jié)約型社會和環(huán)境友好型社會的建設(shè),關(guān)于居民用電的價格管理的問題日益重要。社會各階層人士紛紛提議提高居民用電價格,或者創(chuàng)新居民用電電價管理辦法,但由于社會各階層的承受能力不同,對于如何制定居民用電價格的標(biāo)準(zhǔn)很難形成比較一致的看法。為應(yīng)對能源價格上漲及鼓勵全社會進行節(jié)能減排,我國從2012年7月1日起開始全面推行居民階梯電價,各省根據(jù)地區(qū)用電水平制定了不同的分檔電量及電價。隨著居民階梯電價的推行,滿足了低收入群體的生活必需用電,同時兼顧了公平與效率,提高了居民的節(jié)能意識,達到預(yù)期效果,但在實踐過程中也暴露出一系列問題。本文梳理了國內(nèi)外關(guān)于階梯電價的文獻綜述,運用公共政策執(zhí)行理論、市場營銷理論和價格歧視理論對我國電價政策的制定、演變和實踐等進行了探討。根據(jù)階梯電價制定原則對我國居民階梯電價內(nèi)容進行了分析,與此同時,結(jié)合我國大部分省、市、自治區(qū)實施階梯電價的情況,對各檔電量及電價實施情況進行了總結(jié)。研究發(fā)現(xiàn),我國當(dāng)前階梯電價存在階梯電價幅度不合理、各地區(qū)電量電價差異、居民用電不公問題顯著、困難家庭免費電量較少等問題,針對這些問題提出了合理設(shè)置階梯電價的幅度、加強電力相關(guān)配套、多種方式促進居民用電公平、適度提高困難家庭的免費電量等措施,擬為我國階梯電價政策更加靈活有效的執(zhí)行提供一定參考,也試圖為推動整個社會節(jié)約用電、科學(xué)用電提供參考。
[Abstract]:With the construction of resource-saving society and environment-friendly society in China, the price management of electricity consumption is becoming more and more important. Or innovation residents electricity price management methods, but due to different social strata of the ability to bear different. It is difficult to form a more consistent view on how to set the standard of household electricity price. In order to deal with the rising energy prices and encourage the whole society to carry out energy conservation and emission reduction. Since July 1st 2012, our country has been carrying out ladder electricity price in an all-round way. According to the level of local electricity, the provinces have made different grades of electricity quantity and electricity price. With the implementation of the price of household ladder electricity. To meet the needs of low-income groups to use electricity, at the same time taking into account the equity and efficiency, improve the awareness of energy conservation of residents, achieve the desired results. However, in the process of practice, a series of problems have been exposed. This paper combed the domestic and foreign literature review on the price of ladder electricity, and applied the theory of public policy implementation. The marketing theory and price discrimination theory discuss the formulation, evolution and practice of electricity price policy in China. Combined with the implementation of ladder electricity price in most provinces, municipalities and autonomous regions of our country, this paper summarizes the implementation of each grade of electricity quantity and electricity price. It is found that the current ladder electricity price has unreasonable price range in our country. The difference of electricity price between different regions, the obvious problem of unfair use of electricity by residents, and the less free electricity quantity of difficult families, etc., aiming at these problems, the paper puts forward the range of reasonable setting up step electricity price, and strengthens the power related supporting set. A variety of ways to promote the fairness of electricity consumption of residents, moderately improve the free electricity of families in need and other measures, to provide a certain reference for the more flexible and effective implementation of the ladder price policy in China. Also attempts to promote the entire society saves electricity, the scientific electricity use provides the reference.
