【摘要】：本文主要在生態(tài)文明和生態(tài)縣建設(shè)的背景下,研究縣域經(jīng)濟(jì)主導(dǎo)產(chǎn)業(yè)的選擇問題。 從工業(yè)文明進(jìn)入生態(tài)文明,經(jīng)濟(jì)增長與環(huán)境保護(hù)出現(xiàn)了嚴(yán)重的失衡現(xiàn)象,引起各界對(duì)縣域主導(dǎo)產(chǎn)業(yè)選擇標(biāo)準(zhǔn)的重新審視。主導(dǎo)產(chǎn)業(yè)作為區(qū)域經(jīng)濟(jì)發(fā)展的領(lǐng)頭羊,代表著區(qū)域產(chǎn)業(yè)經(jīng)濟(jì)的方向。正確地選擇符合生態(tài)文明和生態(tài)縣建設(shè)的主導(dǎo)產(chǎn)業(yè),不僅能充分發(fā)揮當(dāng)?shù)氐慕?jīng)濟(jì)優(yōu)勢(shì),還能夠更好的保護(hù)環(huán)境,實(shí)現(xiàn)“生態(tài)-經(jīng)濟(jì)-社會(huì)”的和諧與共贏。 本文綜合運(yùn)用可持續(xù)發(fā)展、生態(tài)經(jīng)濟(jì)學(xué)、主導(dǎo)產(chǎn)業(yè)選擇、區(qū)域經(jīng)濟(jì)學(xué)等相關(guān)理論和現(xiàn)有研究成果,結(jié)合理論分析與實(shí)證分析,從生態(tài)縣建設(shè)下主導(dǎo)產(chǎn)業(yè)的內(nèi)涵界定入手,提出生態(tài)縣的主導(dǎo)產(chǎn)業(yè)應(yīng)具有保護(hù)生態(tài)環(huán)境、帶動(dòng)經(jīng)濟(jì)發(fā)展和促進(jìn)社會(huì)和諧三方面特征,重點(diǎn)發(fā)展綠色農(nóng)業(yè)、綠色工業(yè)和綠色服務(wù)業(yè)�；诖�,進(jìn)一步提出了主導(dǎo)產(chǎn)業(yè)的選擇基準(zhǔn)——生態(tài)型基準(zhǔn)、社會(huì)型基準(zhǔn)、經(jīng)濟(jì)型基準(zhǔn)及其具體的指標(biāo)體系。 2013年底,長汀入選國家級(jí)生態(tài)文明建設(shè)試點(diǎn)縣,是福建省生態(tài)縣和第一個(gè)國家水土保持縣。本文在對(duì)長汀生態(tài)縣建設(shè)的戰(zhàn)略決策和產(chǎn)業(yè)發(fā)展現(xiàn)狀分析的基礎(chǔ)上,提出生態(tài)縣建設(shè)要發(fā)展“綠色經(jīng)濟(jì)”的產(chǎn)業(yè)模式,即綠色農(nóng)業(yè)、綠色工業(yè)和綠色服務(wù)業(yè),并進(jìn)一步提出生態(tài)縣建設(shè)的主導(dǎo)產(chǎn)業(yè)選擇基準(zhǔn),必須把生態(tài)型基準(zhǔn)放在與經(jīng)濟(jì)型基準(zhǔn)同等重要的位置,同時(shí)還要兼顧社會(huì)型基準(zhǔn),并以此建立指標(biāo)體系。基于工業(yè)對(duì)推動(dòng)長汀經(jīng)濟(jì)發(fā)展的主導(dǎo)地位突顯,發(fā)展速度快,并且對(duì)于生態(tài)資源和環(huán)境的依賴與破壞程度逐漸加深,經(jīng)濟(jì)發(fā)展和生態(tài)縣建設(shè)矛盾突出,所以本文以長汀工業(yè)主導(dǎo)產(chǎn)業(yè)選擇作為實(shí)證分析。以長汀縣工業(yè)的22個(gè)產(chǎn)業(yè)作為研究對(duì)象,對(duì)12個(gè)指標(biāo)進(jìn)行了量化分析,通過因子分析法,并結(jié)合長汀實(shí)際產(chǎn)業(yè)結(jié)構(gòu)進(jìn)行綜合評(píng)價(jià)分析,選出有助于生態(tài)縣建設(shè)的工業(yè)主導(dǎo)產(chǎn)業(yè)——紡織服裝業(yè)、農(nóng)副產(chǎn)品加工業(yè)、機(jī)械電子業(yè)和稀土深加工業(yè),并提出有助于長汀主導(dǎo)產(chǎn)業(yè)發(fā)展的政策建議。
[Abstract]:Under the background of ecological civilization and ecological county construction, this paper studies the choice of the leading industries in the county economy.
From the industrial civilization to ecological civilization, economic growth and environmental protection a serious imbalance, caused by all walks of life to re-examine the county leading industry selection standard. The leading industry as a leader in the development of regional economy, regional economy represents the direction of the correct choice of the leading industry. With the construction of ecological civilization and Ecological County, not only give full play to local economic advantage, but also can better protect the environment, to achieve "harmony and win-win Ecology - economy - society".
In this paper, the integrated use of sustainable development, ecological economics, the choice of leading industry, regional economics theory and the existing research results, combining theoretical analysis and empirical analysis, from the construction of Ecological County Leading Industry defines the conception of the ecological county leading industry should have the protection of the ecological environment, promote economic development and promote social harmony three characteristics the development of green agriculture, focus, green industry and green service industry. Based on this, puts forward the choice of leading industry benchmark -- Ecological benchmark, social basis, index system of economic base and concrete.
By the end of 2013, Changting selected national ecological civilization pilot county, the County Soil and Water Conservation Ecological County of Fujian province and the first country. Based on the analysis of ecological construction in Changting County of the strategic decision-making and industry development present situation, proposed the development of "green economy" industrial pattern of Ecological County Construction, green agriculture, green green industry and service industry, and further puts forward the choice of leading industry standard of ecological county construction, must take ecological benchmark put the equally important position in the benchmark and economy, while also taking into account the social basis, and to establish the index system of industry to promote the economic development of Changting. The dominant position of prominence based on the development speed, and for the dependence and destruction of the ecological resources and the environment gradually deepened, economic development and ecological county construction contradiction, so the choice of leading industries in Changting as The empirical analysis of 22 industries of Changting county industry as the research object, the 12 indicators of the quantitative analysis, through factor analysis, and combining with the actual situation of Changting industrial structure analysis, choose the help to the construction of ecological county leading industries of textile and garment industry, agricultural and sideline products processing industry, machinery and electronics industry rare earth and deep processing industry, and put forward to help Changting leading industry development policy recommendations.
