【摘要】：隨著俄羅斯在世界能源市場中的重要作用日益凸顯，俄羅斯能源戰(zhàn)略不斷深化。其中，開拓中國能源市場，帶動西伯利亞遠(yuǎn)東地區(qū)社會經(jīng)濟(jì)發(fā)展成為俄羅 斯對華能源戰(zhàn)略的重要內(nèi)容。因此，對俄羅斯對華能源戰(zhàn)略進(jìn)行深入系統(tǒng)的研究具有重要理論和現(xiàn)實(shí)意義，可以為我國在中俄能源合作過程中采取有效的策略提供有益參考和借鑒。 本論文共分為五個部分。 第一章為緒論。主要介紹選題的緣由和選題的意義，，并較系統(tǒng)地對俄羅斯能源戰(zhàn)略尤其是對華能源戰(zhàn)略等的相關(guān)研究成果進(jìn)行概述，同時界定了論文中涉及到的俄羅斯能源戰(zhàn)略、對華能源戰(zhàn)略以及中俄能源合作等核心概念，最后談及了本論文研究的主要方法以及研究中的創(chuàng)新與不足。 第二章論述了俄羅斯開展對華能源戰(zhàn)略的背景。主要闡釋了能源在俄羅斯國家利益中的特殊地位，俄羅斯能源強(qiáng)國戰(zhàn)略的確立與務(wù)實(shí)外交的推行，西伯利亞的開發(fā)與中俄前期能源合作。 第三章分析了俄羅斯對華能源戰(zhàn)略的基本內(nèi)容。主要包括俄羅斯對華能源戰(zhàn)略的目標(biāo)、主要內(nèi)容和特點(diǎn)，以及俄羅斯對華能源戰(zhàn)略取得的積極成果。 第四章深入分析了俄羅斯對華能源戰(zhàn)略的制約因素。從俄羅斯國內(nèi)政治、經(jīng)濟(jì)和國際市場因素等方面闡述制約俄羅斯開展對華能源戰(zhàn)略的概況。 第五章著重對俄羅斯對華能源戰(zhàn)略進(jìn)行思考和總結(jié)，展望了俄羅斯對華能源戰(zhàn)略的前景，并就中國在俄羅斯對華能源戰(zhàn)略與中俄能源合作問題上應(yīng)當(dāng)采取的主要對策和策略提出具體的建議和意見，以為我國相關(guān)部門制定能源戰(zhàn)略和政策提供有益參考和借鑒。
[Abstract]:With Russia's important role in the world energy market becoming increasingly prominent, Russia's energy strategy is deepening. Among them, the development of china's energy market will lead the social and economic development of the far east of Siberia into Russia Therefore, it is of great theoretical and practical significance to conduct a deep and systematic study on the energy strategy of Russia to China. It can provide useful reference and reference for China to adopt effective strategy in the process of Sino-Russian energy cooperation. This thesis is divided into five parts. The first chapter is the introduction. It mainly introduces the reason of the topic and the significance of the topic, and systematically summarizes the related research results of Russian energy strategy, especially the energy strategy to China. At the same time, the paper defines the core concepts of Russian energy strategy, China energy strategy and Sino-Russian energy cooperation, and finally discusses the main methods of this paper and the innovation and insufficiency in the research. The second chapter discusses the background of Russia's energy strategy towards China, mainly explains the special position of energy in Russia's national interests, the establishment of Russia's energy power strategy and the implementation of pragmatic diplomacy. Siberia's development and early-stage energy cooperation between China and Russia. The third chapter analyzes the basic contents of Russia's energy strategy towards China, including the objectives, main contents and characteristics of Russia's energy strategy with China, as well as the positive achievements of Russia's energy strategy towards China. Chapter 4th deeply analyzes the restrictive factors of Russia's energy strategy towards China, and expounds the general situation of restricting Russia's energy strategy towards China from the aspects of Russian domestic politics, economy and international market factors. Chapter 5th focuses on the thinking and summary of Russia's energy strategy towards China, and prospects for Russia's energy strategy with China. And put forward specific suggestions and suggestions on the main countermeasures and strategies that China should take on the issue of Russia's energy strategy to China and Sino-Russian energy cooperation. For our relevant departments to formulate energy strategies and policies to provide useful reference and reference.
