【摘要】：保姆、鐘點工、清潔工、月嫂、搬家工、護(hù)工、家庭教師、家庭醫(yī)生、營養(yǎng)師、健身塑體指導(dǎo)師、調(diào)味品品評師、家庭理財顧問……這些職業(yè)名稱都屬于一個共同的“家”一家庭服務(wù)業(yè)。家庭服務(wù)業(yè)就是為各類家庭提供各種服務(wù)來滿足居民家庭生活需要的產(chǎn)業(yè)。該產(chǎn)業(yè)有著鮮明的民生特點,是我國關(guān)系國計民生的重要服務(wù)產(chǎn)業(yè)之一,在當(dāng)前世界金融危機(jī)尚未完全解除的經(jīng)濟(jì)背景下,大力發(fā)展該產(chǎn)業(yè)將有利于促進(jìn)就業(yè)、改善民生調(diào)整產(chǎn)業(yè)結(jié)構(gòu)、擴(kuò)大內(nèi)需、統(tǒng)籌城鄉(xiāng)發(fā)展、促進(jìn)我國和諧社會的構(gòu)建。近年來,我國家庭服務(wù)業(yè)發(fā)展迅速,近十年發(fā)展成為一個巨大的產(chǎn)業(yè)。與此同時,政府也在積極地制定相關(guān)的產(chǎn)業(yè)政策促進(jìn)家庭服務(wù)業(yè)的發(fā)展,2010年9月1日,國務(wù)院總理溫家寶主持召開了國務(wù)院常務(wù)會議,研究部署發(fā)展家庭服務(wù)業(yè),可見政府在促進(jìn)家庭服務(wù)業(yè)發(fā)展中扮演著重要的角色。盡管如此,政府在促進(jìn)家庭服務(wù)業(yè)發(fā)展中所扮演的角色仍然存在一些缺陷,致使家庭服務(wù)業(yè)在發(fā)展中仍然存在一些問題,本文試圖探析政府在促進(jìn)我國家庭服務(wù)業(yè)發(fā)展中所扮演的角色存在哪些缺陷,并試圖提出相應(yīng)的對策來彌補(bǔ)這些缺陷。 本篇論文共分為五大部分來論述。第一部分是緒論。這一部分在認(rèn)識國內(nèi)外形勢和理論的基礎(chǔ)上,說明選題的意義,并界定了家庭服務(wù)業(yè)、政府角色等相關(guān)概念。第二部分,從理論依據(jù)和現(xiàn)實訴求兩個方面論證了我國促進(jìn)家庭服務(wù)業(yè)發(fā)展的必要性。第三部分分析了我國政府在促進(jìn)家庭服務(wù)業(yè)發(fā)展中扮演著怎樣的角色及所扮演的角色存在哪些缺陷。第四部分主要是分析國外政府在家庭服務(wù)業(yè)的發(fā)展中所扮演的角色,進(jìn)而總結(jié)了相關(guān)經(jīng)驗啟示。第五部分針對政府在促進(jìn)家庭服務(wù)業(yè)發(fā)展中所扮演角色的缺陷,提出了我國政府促進(jìn)家庭服務(wù)業(yè)發(fā)展的對策與建議。

The family service industry is to provide various kinds of services to all kinds of families to meet the needs of the family life. The industry has a distinctive characteristic of people's livelihood. It is one of the important service industries of China's relationship with the people's livelihood. In the economic background where the current world financial crisis has not been completely released, the development of the industry will be beneficial to the promotion of employment, improve the people's livelihood and adjust the industrial structure, and expand domestic demand. To coordinate the development of urban and rural areas and to promote the construction of a harmonious society in our country. In recent years, China's family service industry has developed rapidly and has become a huge industry in the last ten years. At the same time, the government has also actively developed relevant industrial policies to promote the development of the family service industry. On September 1,2010, Premier Wen Jiabao of the State Council presided over the executive meeting of the State Council to study and deploy the development of family service industry. It can be seen that the government plays an important role in promoting the development of family service industry. Nevertheless, the role of the government in promoting the development of the family service industry still has some defects, so that the family service industry still has some problems in the development, this article tries to explore the defects that the government plays in promoting the development of our family service industry, And try to put forward corresponding countermeasures to make up for these defects. This paper is divided into five parts. the first part is a thread On the basis of knowing the situation and the theory of home and abroad, this part explains the meaning of the topic, and defines the family service industry, the government role and so on. In the second part, the necessity of promoting the development of the family service industry in China is demonstrated from the two aspects of the theory and the reality. The third part analyses the role of our government in promoting the development of family service industry and what is the role of the role they play The fourth part is to analyze the role of foreign government in the development of family service industry, and then to sum up the relevant experience. The fifth part, aiming at the defect of the role of the government in promoting the development of the family service industry, puts forward the countermeasures and the construction of the government to promote the development of the family service industry.
