【摘要】：現(xiàn)代服務(wù)業(yè)是在工業(yè)化比較發(fā)達(dá)的階段產(chǎn)生的,主要依托信息技術(shù)和現(xiàn)代化管理手段發(fā)展起來(lái)的、信息和知識(shí)相對(duì)密集的服務(wù)業(yè)。現(xiàn)代服務(wù)業(yè)的發(fā)展程度,是衡量一個(gè)國(guó)家、一個(gè)地區(qū)、一個(gè)城市國(guó)際競(jìng)爭(zhēng)力和產(chǎn)業(yè)發(fā)展水平的重要指標(biāo)。加快發(fā)展現(xiàn)代服務(wù)業(yè)是堅(jiān)持科學(xué)發(fā)展的必由之路,大力發(fā)展現(xiàn)代服務(wù)業(yè)對(duì)于推動(dòng)經(jīng)濟(jì)增長(zhǎng)、優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)、提高產(chǎn)業(yè)競(jìng)爭(zhēng)力、擴(kuò)大就業(yè)、改善人民生活、增加地方財(cái)政收入有著十分重要的意義,積極推動(dòng)現(xiàn)代服務(wù)業(yè)的發(fā)展顯得尤為迫切。如何在服務(wù)業(yè)發(fā)展的過(guò)程中,利用優(yōu)勢(shì)處理好政府與市場(chǎng)的關(guān)系、政府與公民社會(huì)的關(guān)系、市場(chǎng)與公民社會(huì)之間的關(guān)系,始終是國(guó)內(nèi)外學(xué)者重點(diǎn)研究的主要課題。多中心治理理論是不同于官僚行政理論的公共事務(wù)治理邏輯,是新出現(xiàn)的公共管理研究領(lǐng)域理論。多中心的行政體制具有解決社會(huì)問(wèn)題的巨大優(yōu)勢(shì)。多中心治理社會(huì)最突出的特征是政府、市場(chǎng)、公民社會(huì)多元關(guān)系分化,治理便是找好三種關(guān)系各自的角色定位,形成一個(gè)良性運(yùn)行的網(wǎng)絡(luò)系統(tǒng)。本文在對(duì)撫順市服務(wù)業(yè)發(fā)展現(xiàn)狀的研究基礎(chǔ)上,對(duì)其現(xiàn)代服務(wù)業(yè)的治理情況做以深入的調(diào)查分析。通過(guò)調(diào)研了解到,撫順市在現(xiàn)代服務(wù)業(yè)的治理上,有著政策支持力度小、內(nèi)部結(jié)構(gòu)不科學(xué)、特色不突出、輕管理和服務(wù)的現(xiàn)象,且撫順市的企業(yè)存在慈善理念不夠成熟的情況,中介組織發(fā)展不均衡,公民社會(huì)參與治理的意識(shí)普遍不高等問(wèn)題。為了指導(dǎo)問(wèn)題的解決,本文運(yùn)用多中心治理理論,綜合分析了政府在推進(jìn)現(xiàn)代服務(wù)業(yè)發(fā)展中的現(xiàn)狀和存在的問(wèn)題,總結(jié)取得的初步經(jīng)驗(yàn),并從市場(chǎng)機(jī)制、軟硬件環(huán)境建設(shè)、公共服務(wù)水平、政府在市場(chǎng)中的職能轉(zhuǎn)換等方面深入分析撫順市現(xiàn)代服務(wù)業(yè)治理存在問(wèn)題的原因。在此基礎(chǔ)上從政府、市場(chǎng)、多元城市主體三個(gè)方面進(jìn)行探索并針對(duì)性地提出治理建議,以便為政府了解撫順市服務(wù)業(yè)的治理現(xiàn)狀提供一手資料,從而利用地區(qū)特色優(yōu)勢(shì)來(lái)完善撫順市現(xiàn)代服務(wù)業(yè)的多中心治理模式,早日實(shí)現(xiàn)區(qū)域經(jīng)濟(jì)的跨越式發(fā)展。
[Abstract]:Modern service industry comes into being in the stage of more developed industrialization. It mainly relies on information technology and modern management means to develop the service industry with relatively dense information and knowledge. The development degree of modern service industry is an important index to measure the international competitiveness and industrial development level of a country, a region, a city. Speeding up the development of the modern service industry is the only way to adhere to scientific development. Vigorously developing the modern service industry will promote economic growth, optimize the industrial structure, improve the competitiveness of the industry, expand employment, and improve the lives of the people. It is very important to increase the local financial revenue, and it is very urgent to promote the development of modern service industry. How to deal with the relationship between the government and the market, the relationship between the government and the civil society, and the relationship between the market and the civil society in the course of the development of the service industry is always the main research topic of the scholars at home and abroad. The theory of multi-center governance is the logic of public affairs governance, which is different from the theory of bureaucrat administration, and it is a new theory in the field of public management research. The multi-center administrative system has the enormous advantage to solve the social problem. The most prominent feature of multi-center governance is the differentiation of the multi-relations among government, market and civil society. Governance is to find out the respective roles of the three relationships and form a benign network system. On the basis of the research on the development of service industry in Fushun, this paper makes an in-depth investigation and analysis on the governance of its modern service industry. Through investigation, we know that in the governance of modern service industry, Fushun has the phenomena of small policy support, unscientific internal structure, unprominent characteristics, light management and service, and that the enterprises in Fushun have not enough mature concept of charity. The development of intermediary organizations is not balanced, and the consciousness of civil society participating in governance is generally not high. In order to guide the solution of the problem, this paper comprehensively analyzes the present situation and the existing problems of the government in promoting the development of the modern service industry by using the theory of multi-center governance, summarizes the preliminary experience gained, and builds up the software and hardware environment from the market mechanism. The public service level, the function transformation of the government in the market and so on, deeply analyze the causes of the problems existing in the governance of the modern service industry in Fushun. On this basis, from the three aspects of government, market, multi-city main body to explore and put forward specific governance suggestions, in order to provide first-hand information for the government to understand the governance status of Fushun's service industry. In order to make full use of the advantages of regional characteristics to perfect the multi-center governance mode of modern service industry in Fushun City, and realize the leapfrog development of regional economy as soon as possible.
