FDI對我國生產(chǎn)性服務(wù)業(yè)集聚影響的研究

【摘要】:隨著我國對外開放領(lǐng)域的不斷擴(kuò)大,外商直接投資逐步轉(zhuǎn)向服務(wù)業(yè)已經(jīng)成為一個不爭的事實(shí)。外商直接投資企業(yè)在參與當(dāng)?shù)赝顿Y的同時,也會吸引與自身相關(guān)的企業(yè)的遷入,促進(jìn)當(dāng)?shù)禺a(chǎn)業(yè)集聚的形成。以往的研究較少涉及FDI因素對產(chǎn)業(yè)集聚的影響,本文在新經(jīng)濟(jì)地理學(xué)等產(chǎn)業(yè)集聚理論的基礎(chǔ)上,將FDI因素納入產(chǎn)業(yè)集聚影響因素分析范疇,以生產(chǎn)性服務(wù)業(yè)切入點(diǎn),深入研究FDI對生產(chǎn)性服務(wù)業(yè)集聚的影響。 本文對中國生產(chǎn)性服務(wù)業(yè)的集聚水平進(jìn)行測度與分析,發(fā)現(xiàn)在行業(yè)層面上,生產(chǎn)性服務(wù)業(yè)集聚的相對水平在整體上領(lǐng)先于公共性服務(wù)業(yè)和消費(fèi)性服務(wù)業(yè),而且高于制造業(yè)。地區(qū)層面上,生產(chǎn)性服務(wù)業(yè)存在內(nèi)多個產(chǎn)業(yè)的地理共聚現(xiàn)象,生產(chǎn)性服務(wù)業(yè)表現(xiàn)出顯著的地區(qū)集聚,生產(chǎn)性服務(wù)業(yè)的地區(qū)分布不均衡,東部地區(qū)已成為生產(chǎn)性服務(wù)業(yè)的中心,而其他地區(qū)成為中國生產(chǎn)性服務(wù)業(yè)的外圍,且東部地區(qū)的生產(chǎn)性服務(wù)業(yè)集聚有逐步強(qiáng)化的趨勢。 通過觀察FDI與生產(chǎn)性服務(wù)業(yè)之間的相關(guān)性,發(fā)現(xiàn)無論是在行業(yè)層面還是地區(qū)層面FDI對經(jīng)濟(jì)的滲透均與生產(chǎn)性服務(wù)業(yè)的集聚有較強(qiáng)的相關(guān)性。為了進(jìn)一步展開FDI對生產(chǎn)性服務(wù)業(yè)集聚影響的實(shí)證研究,本文采用2003—-2012年中國14個服務(wù)行業(yè)和30個省際的面板數(shù)據(jù)建立面板數(shù)據(jù)模型,從時間維度和空間維度分析對比了不同影響因素對生產(chǎn)性服務(wù)業(yè)集聚的作用。計量分析結(jié)果表明: 行業(yè)層面上,FDI滲透度、知識因素、信息化水平、制造業(yè)需求會促進(jìn)生產(chǎn)性服務(wù)業(yè)的集聚,政府勢力會阻礙生產(chǎn)性服務(wù)業(yè)的集聚。地區(qū)層面上,FDI滲透度、知識因素、信息化水平、制造業(yè)需求和政府勢力是生產(chǎn)性服務(wù)業(yè)集聚的促進(jìn)性因素;勞動力成本是生產(chǎn)性服務(wù)業(yè)集聚的阻礙因素;與以往的研究不同,地區(qū)層面上的政府勢力有利于生產(chǎn)性服務(wù)業(yè)的集聚,這可能是由于各地區(qū)旨在促進(jìn)投資和經(jīng)濟(jì)發(fā)展的政策,會降低生產(chǎn)性服務(wù)業(yè)的進(jìn)入門檻,增加對生產(chǎn)性服務(wù)業(yè)的需求。并且,相鄰地區(qū)的生產(chǎn)性服務(wù)業(yè)集聚空間關(guān)聯(lián)性明顯,地區(qū)生產(chǎn)性服務(wù)業(yè)集聚程度提高會促進(jìn)周邊相鄰地區(qū)生產(chǎn)性服務(wù)業(yè)的集聚。 根據(jù)理論與實(shí)證研究結(jié)果,為了促進(jìn)我國生產(chǎn)性服務(wù)業(yè)集聚,發(fā)揮集聚對經(jīng)濟(jì)的促進(jìn)作用,本文提出有效的配套政策建議。
[Abstract]:With the continuous expansion of China's opening to the outside world, it has become an indisputable fact that foreign direct investment (FDI) has gradually turned to service industry. When foreign direct investment enterprises participate in local investment, they will attract enterprises that are related to themselves to move in and promote the formation of local industrial agglomeration. The influence of FDI factors on industrial agglomeration is seldom discussed in the past. Based on the theory of industrial agglomeration such as New Economic Geography, this paper brings the FDI factor into the category of industrial agglomeration influence factor analysis, taking producer service industry as the breakthrough point. The effect of FDI on producer service agglomeration is studied. This paper measures and analyzes the agglomeration level of producer services in China. It is found that the relative level of producer services agglomeration is higher than that of public service industry and consumer service industry on the whole, and higher than that of manufacturing industry. At the regional level, there exists geographical convergence of many industries in producer services. Producer services show significant regional agglomeration, the regional distribution of producer services is uneven, and the eastern region has become the center of producer services. Other regions become the periphery of China's producer services, and the eastern region of producer services agglomeration has a trend of gradual strengthening. By observing the correlation between FDI and producer services, it is found that the penetration of FDI to the economy at both the industry level and the regional level has a strong correlation with the concentration of producer services. In order to further develop the empirical study on the impact of FDI on producer services agglomeration, this paper uses panel data from 14 service industries and 30 provinces in China from 2003 to 2012 to establish a panel data model. The effects of different influencing factors on producer services agglomeration are analyzed and compared from time dimension and space dimension. The results of econometric analysis show that the degree of FDI penetration, knowledge factors, information level, manufacturing demand will promote the agglomeration of producer services, and government forces will hinder the concentration of producer services. At the regional level, FDI penetration, knowledge factor, information level, manufacturing demand and government power are the promoting factors of producer service agglomeration, labor cost is the obstacle factor of producer service agglomeration, which is different from previous studies. The regional government power is favorable to the concentration of producer services, which may be due to the policies aimed at promoting investment and economic development in various regions, which will lower the threshold of entry of producer services and increase the demand for producer services. Moreover, the spatial correlation of producer services agglomeration in adjacent regions is obvious, and the increase of regional producer services agglomeration will promote the agglomeration of producer services in neighboring regions. According to the theoretical and empirical research results, in order to promote the agglomeration of producer services in China and play a role in promoting the economy, this paper puts forward effective policy recommendations.
