【摘要】：節(jié)能服務(wù)產(chǎn)業(yè)的發(fā)展是被列入我國節(jié)能減排"十二五"規(guī)劃中的重要內(nèi)容。作為一項(xiàng)復(fù)雜的系統(tǒng)工程,節(jié)能服務(wù)產(chǎn)業(yè)的推進(jìn)與發(fā)展需要各方利益相關(guān)者的參與,然而由于各方利益的不一致甚至沖突,制約著該產(chǎn)業(yè)的發(fā)展�；诟骼嫦嚓P(guān)者在節(jié)能服務(wù)過程中的地位、作用和利益需求,應(yīng)實(shí)施分類管理戰(zhàn)略,使各利益相關(guān)者目標(biāo)取向一致,共同推進(jìn)節(jié)能服務(wù)產(chǎn)業(yè)的健康、快速發(fā)展。
[Abstract]:The development of energy-saving service industry is an important part of energy-saving and emission-reduction plan in our country. As a complex system engineering, the promotion and development of energy-saving service industry needs the participation of stakeholders. However, because of the inconsistency or even conflict of the interests of all parties, the development of the industry is restricted. Based on the status, role and interest demand of the stakeholders in the process of energy-saving service, the classified management strategy should be implemented to make the target orientation of the stakeholders consistent and to promote the healthy and rapid development of energy-saving service industry.
