【摘要】：隨著我國(guó)經(jīng)濟(jì)發(fā)展步入新常態(tài),經(jīng)濟(jì)發(fā)展由高速轉(zhuǎn)向中高速增長(zhǎng),發(fā)展方式由粗放型增長(zhǎng)轉(zhuǎn)向質(zhì)量型增長(zhǎng)。在新形勢(shì)下,隨著現(xiàn)代科技與服務(wù)經(jīng)濟(jì)的加速融合發(fā)展,服務(wù)業(yè)因其領(lǐng)域更寬、模式更新、附加值更高、智力要素集聚等特征,將在經(jīng)濟(jì)發(fā)展中發(fā)揮越來越重要的作用。清江浦區(qū)作為淮安市的核心城區(qū)、主城區(qū),服務(wù)業(yè)已經(jīng)成為清江浦區(qū)經(jīng)濟(jì)結(jié)構(gòu)中的一個(gè)重要產(chǎn)業(yè)形態(tài),發(fā)揮著越來越重要的作用,也是清江浦區(qū)政府推進(jìn)經(jīng)濟(jì)發(fā)展的一個(gè)重要抓手。因此有必要研究分析清江浦區(qū)服務(wù)業(yè)政府推進(jìn)發(fā)展的現(xiàn)狀,分析存在的問題并提出有針對(duì)性的建議。本文將采用文獻(xiàn)研究、統(tǒng)計(jì)分析、比較研究、個(gè)案研究等研究方法,綜合運(yùn)用經(jīng)濟(jì)增長(zhǎng)階段理論、產(chǎn)業(yè)結(jié)構(gòu)理論、新公共管理理論和治理理論等,分析淮安市清江浦區(qū)服務(wù)業(yè)發(fā)展現(xiàn)狀,進(jìn)而研究清江浦區(qū)政府在推進(jìn)服務(wù)業(yè)發(fā)展方面存在的問題,同時(shí)借鑒其他地區(qū)政府推進(jìn)服務(wù)業(yè)發(fā)展的經(jīng)驗(yàn),最后提出淮安市清江浦區(qū)服務(wù)業(yè)政府推進(jìn)發(fā)展的對(duì)策。
[Abstract]:With China's economic development stepping into the new normal, the economic development has changed from high speed to medium high speed growth, and the mode of development has changed from extensive growth to qualitative growth. In the new situation, with the rapid integration and development of modern science and technology and service economy, service industry will play an increasingly important role in economic development because of its wider field, newer mode, higher added value and higher concentration of intellectual elements. Qingjiangpu District, as the core city area of Huaian City, the main urban area, the service industry has become an important industrial form in the economic structure of Qingjiangpu District, playing an increasingly important role. Qingjiangpu District Government is also an important grasp of economic development. Therefore, it is necessary to study and analyze the current situation of the development of the service industry government in Qingjiangpu District, analyze the existing problems and put forward targeted suggestions. This paper will adopt the methods of literature research, statistical analysis, comparative study, case study and so on, and apply the theory of economic growth stage, the theory of industrial structure, the theory of new public management and the theory of governance, etc. This paper analyzes the present situation of service industry development in Qingjiangpu District of Huaian City, and then studies the problems existing in promoting the development of service industry by the government of Qingjiangpu District, and draws lessons from the experience of other governments in promoting the development of service industry. Finally, the paper puts forward the countermeasures to promote the development of the service industry in Qingjiangpu District of Huaian City.
