【摘要】：我國現(xiàn)代服務(wù)業(yè)發(fā)展面臨的深層次體制機制障礙尚未破除,發(fā)展?jié)摿τ写M一步釋放,加快現(xiàn)代服務(wù)業(yè)發(fā)展需要大力推進"放管服"改革。具體而言,要優(yōu)化政府服務(wù),完善現(xiàn)代服務(wù)業(yè)監(jiān)管體系;支持新產(chǎn)業(yè)、新業(yè)態(tài)、新模式發(fā)展;促進現(xiàn)代服務(wù)業(yè)集聚區(qū)、功能區(qū)發(fā)展。都市功能核心區(qū)現(xiàn)代服務(wù)業(yè)發(fā)展有必要建立健全考核評估機制,堅持綜合評估與專項評估有機結(jié)合,科學(xué)選擇考核評估方法,優(yōu)化考核評估指標體系,注重評估結(jié)果的反饋與利用。此外,還要注重對考核評估機制實施動態(tài)調(diào)整。國家現(xiàn)代服務(wù)業(yè)綜合改革試點為都市功能核心區(qū)發(fā)展現(xiàn)代服務(wù)業(yè)提供了諸多有益啟示。
[Abstract]:The development of modern service industry in our country has not been broken down, and the potential of development needs to be further released. To accelerate the development of modern service industry, it is necessary to push forward the reform of "management and service". In particular, we should optimize government service, perfect the supervision system of modern service industry, support the development of new industry, new form and new mode, and promote the development of modern service agglomeration area and function zone. It is necessary for the development of modern service industry in the urban functional core area to establish and improve the assessment mechanism, to adhere to the organic combination of comprehensive assessment and special evaluation, to scientifically select assessment methods, and to optimize the evaluation index system. Focus on feedback and utilization of evaluation results. In addition, also pay attention to the assessment mechanism to implement dynamic adjustment. The pilot project of national modern service industry comprehensive reform provides a lot of beneficial enlightenment for the development of modern service industry in urban functional core area.
