【摘要】：隨著中國(guó)經(jīng)濟(jì)和社會(huì)的快速發(fā)展，能源利用效率較低成為我國(guó)未來不可避免要盡快解決的瓶頸問題。近年來合同能源管理模式作為一種較新的節(jié)能機(jī)制得到了國(guó)家和社會(huì)的廣泛關(guān)注，作為合同能源管理項(xiàng)目的重要參與者，，節(jié)能服務(wù)公司對(duì)于合同能源管理項(xiàng)目風(fēng)險(xiǎn)管理的問題越來越突出。 基于這一背景，本文從節(jié)能服務(wù)公司的視角，針對(duì)其合同能源管理項(xiàng)目風(fēng)險(xiǎn)管理問題展開，從理論上綜述了國(guó)內(nèi)外關(guān)于該問題的研究現(xiàn)狀，對(duì)于合同能源管理的概念、實(shí)質(zhì)和特點(diǎn)做了闡述，詳細(xì)介紹了節(jié)能服務(wù)公司這一合同能源管理項(xiàng)目的實(shí)現(xiàn)載體，概述了項(xiàng)目風(fēng)險(xiǎn)管理的理論，介紹了項(xiàng)目風(fēng)險(xiǎn)管理的基本過程。 從目前合同能源管理項(xiàng)目風(fēng)險(xiǎn)管理現(xiàn)狀角度指出三個(gè)突出問題，即風(fēng)險(xiǎn)管理意識(shí)、風(fēng)險(xiǎn)管理能力、社會(huì)誠信問題與法制不健全的制度缺陷；并基于風(fēng)險(xiǎn)管理理論對(duì)合同能源管理風(fēng)險(xiǎn)管理過程做了一定的理論分析，從理論基礎(chǔ)和實(shí)踐角度分別論述了建立風(fēng)險(xiǎn)管理體系的可行性。分析了節(jié)能服務(wù)公司合同能源管理項(xiàng)目風(fēng)險(xiǎn)管理體系的設(shè)計(jì)過程，指出了風(fēng)險(xiǎn)管理體系設(shè)計(jì)的基本原理，即全壽命周期理論；設(shè)計(jì)包含風(fēng)險(xiǎn)管理手冊(cè)、風(fēng)險(xiǎn)管理程序文件、風(fēng)險(xiǎn)管理作業(yè)文件三個(gè)層面的整個(gè)風(fēng)險(xiǎn)管理體系。其中重點(diǎn)對(duì)于風(fēng)險(xiǎn)管理程序文件的開發(fā)進(jìn)行了詳細(xì)探討。并從節(jié)能服務(wù)公司合同能源管理項(xiàng)目風(fēng)險(xiǎn)管理體系實(shí)際運(yùn)行角度做出了一定的探討，重點(diǎn)從節(jié)能服務(wù)公司領(lǐng)導(dǎo)層面認(rèn)知、項(xiàng)目?jī)?nèi)部考核、風(fēng)險(xiǎn)管理體系改進(jìn)和加強(qiáng)合作共贏四個(gè)角度做了論述。
[Abstract]:With the rapid development of China's economy and society, the low efficiency of energy use has become the bottleneck problem that will inevitably be solved as soon as possible in the future. In recent years, as a relatively new energy-saving mechanism, the contract energy management model has been widely concerned by the country and society, as an important participant in the contract energy management project. The problem of risk management of contract energy management project is becoming more and more prominent in energy-saving service company. Based on this background, this paper aims at the risk management of contract energy management project from the perspective of energy-saving service company. In this paper, the research status of this problem at home and abroad is summarized theoretically, the concept, essence and characteristics of contract energy management are expounded, and the realization carrier of energy saving service company is introduced in detail. This paper summarizes the theory of project risk management, introduces the basic process of project risk management, and points out three outstanding problems from the point of view of the present situation of project risk management of contract energy management, namely, the consciousness of risk management, the ability of risk management. Based on the theory of risk management, this paper makes a theoretical analysis of the risk management process of contract energy management. The feasibility of establishing risk management system is discussed from the angle of theory and practice. This paper analyzes the design process of the risk management system of the contract energy management project of the energy-saving service company, points out the basic principle of the risk management system design, that is, the whole life cycle theory, the design includes the risk management manual, the risk management procedure file, The whole risk management system of three levels of risk management operation file. The development of risk management procedure document is discussed in detail. And from the point of view of the actual operation of the energy management project risk management system of the contract energy saving service company, the paper makes a certain discussion, focusing on the cognition of the leadership of the energy saving service company, and the internal examination of the project. The improvement of risk management system and the strengthening of win-win cooperation are discussed.
