【摘要】：隨著全球經(jīng)濟(jì)的發(fā)展,服務(wù)業(yè)已成為全球經(jīng)濟(jì)的重要組成部分。目前,服務(wù)業(yè)在世界經(jīng)濟(jì)中的比重已達(dá)到70%,主要發(fā)達(dá)經(jīng)濟(jì)體的服務(wù)業(yè)占比已經(jīng)達(dá)到80%左右①,經(jīng)濟(jì)呈現(xiàn)出明顯的“三二一”結(jié)構(gòu)。從發(fā)達(dá)國家的經(jīng)驗(yàn)來看,服務(wù)業(yè)是經(jīng)濟(jì)發(fā)展到一定程度的必然趨勢,其發(fā)展水平已成為判斷一個國家或地區(qū)經(jīng)濟(jì)發(fā)達(dá)程度的重要指標(biāo)。我市是以鋼鐵為主導(dǎo)的工業(yè)城市,歷來都把工業(yè)作為經(jīng)濟(jì)發(fā)展的重心,“重二產(chǎn),輕三產(chǎn)”的傳統(tǒng)思想普遍存在,這就造成了我市服務(wù)業(yè)發(fā)展嚴(yán)重滯后,已成為經(jīng)濟(jì)發(fā)展的“短腿”。截止目前,我市服務(wù)業(yè)增加值占全市GDP的比重只有31.93%,與世界經(jīng)濟(jì)發(fā)展趨勢和產(chǎn)業(yè)結(jié)構(gòu)格格不入,已成為我市轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式、走新型工業(yè)化道路、實(shí)現(xiàn)經(jīng)濟(jì)社會又好又快發(fā)展的一大制約因素,因此,當(dāng)務(wù)之急就是要加快服務(wù)業(yè)發(fā)展,努力拉長制約我市經(jīng)濟(jì)發(fā)展的“短板”。 要加快我市服務(wù)業(yè)發(fā)展,關(guān)鍵就是要加快生產(chǎn)性服務(wù)業(yè)發(fā)展。一方面,生產(chǎn)性服務(wù)業(yè)作為現(xiàn)代服務(wù)業(yè)的重要組成部分,具有知識密集性、創(chuàng)新性、產(chǎn)業(yè)關(guān)聯(lián)性等特點(diǎn),對經(jīng)濟(jì)發(fā)展具有較強(qiáng)的拉動作用；另一方面,我市是典型的工業(yè)型經(jīng)濟(jì),工業(yè)占比高達(dá)60%以上,對生產(chǎn)性服務(wù)的需求較大,為生產(chǎn)性服務(wù)業(yè)的發(fā)展提供了廣闊市場,而且發(fā)展生產(chǎn)性服務(wù)業(yè)對加快工業(yè)轉(zhuǎn)型升級、促進(jìn)產(chǎn)品升級換代、提高產(chǎn)品附加值、增強(qiáng)企業(yè)核心競爭力等方面具有重要意義。因此,本文將生產(chǎn)性服務(wù)業(yè)作為研究對象,在明確了生產(chǎn)性服務(wù)業(yè)的概念、分類、特征、作用國內(nèi)外研究進(jìn)展及二三產(chǎn)業(yè)關(guān)系等相關(guān)理論的基礎(chǔ)上,立足我市產(chǎn)業(yè)發(fā)展實(shí)際,將我市生產(chǎn)性服務(wù)業(yè)劃分為五大行業(yè)：交通運(yùn)輸、倉儲和郵政業(yè)；信息傳輸、計(jì)算機(jī)服務(wù)和軟件業(yè)；金融業(yè)；租賃和商務(wù)服務(wù)業(yè)；科學(xué)研究、技術(shù)服務(wù)和地質(zhì)勘查業(yè),然后,從萊蕪市社會經(jīng)濟(jì)總體發(fā)展概況、產(chǎn)業(yè)結(jié)構(gòu)演變、服務(wù)業(yè)總體表現(xiàn)引申到對生產(chǎn)性服務(wù)業(yè)的分析上來,從經(jīng)濟(jì)總量、結(jié)構(gòu)比例、生產(chǎn)效率、吸納就業(yè)能力、行業(yè)內(nèi)部發(fā)展水平、與制造業(yè)關(guān)聯(lián)程度以及與省內(nèi)發(fā)達(dá)城市比較②等方面,對生產(chǎn)性服務(wù)業(yè)做了縱向和橫向、定性和定量、宏觀和微觀等全面而細(xì)致的分析,在此基礎(chǔ)上,從加快生產(chǎn)性服務(wù)業(yè)集聚集約發(fā)展、載體建設(shè)、人才隊(duì)伍建設(shè)、產(chǎn)業(yè)互動機(jī)制、激勵考核機(jī)制以及外部環(huán)境等多個角度,有針對性地提出了加快我市生產(chǎn)性服務(wù)業(yè)發(fā)展的對策建議,力求從政府管理的角度對今后我市生產(chǎn)性服務(wù)業(yè)的發(fā)展加以正確引導(dǎo)。 本文綜合運(yùn)用文獻(xiàn)法、比較分析法、實(shí)證分析法、統(tǒng)計(jì)分析法等研究方法,通過查閱書籍、網(wǎng)絡(luò)搜集、實(shí)地調(diào)研、走訪座談等形式,對萊蕪市生產(chǎn)性服務(wù)業(yè)進(jìn)行了大量數(shù)據(jù)比較分析,以增強(qiáng)研究的準(zhǔn)確性和針對性。
[Abstract]:With the development of the global economy, the service industry has become an important part of the global economy. At present, the proportion of service industry in the world economy has reached 70%, and the proportion of service industry in major developed economies has reached about 80%, showing an obvious "March 21" structure. From the experience of developed countries, the service industry is an inevitable trend of economic development to a certain extent, and its development level has become an important indicator to judge the degree of economic development of a country or region. Our city is an industrial city dominated by iron and steel. It has always regarded industry as the center of economic development. The traditional idea of "paying more attention to two industries than three industries" is widespread, which has resulted in a serious lag in the development of our city's service industry. Has become the economic development of "short legs." Up to now, the added value of our city's service industry accounts for only 31.933% of the city's GDP, which is incompatible with the trend of world economic development and industrial structure, and has become the city's way of transforming economic development and taking a new road of industrialization. Therefore, it is urgent to speed up the development of service industry and try to lengthen the "short board" that restricts the economic development of our city. To speed up the development of our city's service industry, the key is to accelerate the development of producer services. On the one hand, as an important part of modern service industry, producer service industry has the characteristics of knowledge density, innovation, industrial relevance, and has a strong pull on economic development; on the other hand, Our city is a typical industrial economy, the proportion of industry is as high as 60%, the demand for producer services is large, which provides a broad market for the development of producer services, and the development of producer services will speed up the industrial transformation and upgrading. It is of great significance to promote the upgrading of products, to improve the added value of products and to enhance the core competitiveness of enterprises. Therefore, on the basis of defining the concept, classification, characteristics, research progress at home and abroad and the relationship between the secondary and tertiary industries of producer services, this paper takes producer services as the research object, based on the actual industrial development in our city. The producer services in our city are divided into five major industries: transportation, warehousing and post office; information transmission, computer services and software; finance; leasing and business services; scientific research, technical services and geological exploration; and then, From the general situation of social and economic development, the evolution of industrial structure and the overall performance of service industry in Laiwu City to the analysis of producer service industry, from the total amount of economy, structural ratio, production efficiency, the ability to absorb employment, and the level of development within the industry, On the basis of the comprehensive and detailed analysis of producer services, such as the degree of association with manufacturing industry and the comparison with developed cities in the province, such as vertical and horizontal, qualitative and quantitative, macro and micro, etc. From many angles, such as accelerating the intensive development of producer service industry, carrier construction, talent team building, industrial interaction mechanism, incentive and examination mechanism, and external environment, etc. The countermeasures and suggestions of accelerating the development of producer service industry in our city are put forward in order to guide the development of producer service industry in the future from the angle of government management. This article synthetically uses the literature method, the comparative analysis method, the empirical analysis method, the statistical analysis method and so on research method, through consulting the book, the network collection, the field investigation, the visit discussion and so on form, In order to enhance the accuracy and pertinence of the research, a large number of data of producer service industry in Laiwu City were compared and analyzed.
