中國服務(wù)外包對服務(wù)業(yè)發(fā)展影響的實證研究

【摘要】:20世紀(jì)90年代以來,隨著全球經(jīng)濟的快速發(fā)展,信息技術(shù)的迅速發(fā)展,國際生產(chǎn)分工體系的日益完善,競爭環(huán)境日益復(fù)雜化,服務(wù)業(yè)跨國投資發(fā)展速度很快,以服務(wù)業(yè)外包和高科技、高附加值的高端制造及研究環(huán)節(jié)轉(zhuǎn)移為主要特征的新一輪全球產(chǎn)業(yè)結(jié)構(gòu)調(diào)整正在興起。中國服務(wù)外包領(lǐng)域已形成一定的優(yōu)勢,市場大展出具規(guī)模,大力發(fā)展服務(wù)外包對于我國發(fā)展電信、信息技術(shù)、金融等服務(wù)行業(yè),改善服務(wù)產(chǎn)業(yè)結(jié)構(gòu),吸收社會閑置勞動力,提高人力資源水平,實現(xiàn)經(jīng)濟可持續(xù)發(fā)展等具有很重要的意義。 本文首先就服務(wù)業(yè)和服務(wù)外包進(jìn)行理論綜述,分析了服務(wù)業(yè)和服務(wù)外包的現(xiàn)狀,服務(wù)外包的主要分類和形式,從理論上證實了服務(wù)外包對服務(wù)業(yè)發(fā)展的重要性,中國應(yīng)該順應(yīng)世界服務(wù)外包發(fā)展潮流,抓住機遇,促進(jìn)服務(wù)外包發(fā)展。再從國外服務(wù)外包發(fā)展歷程和特點,服務(wù)外包對服務(wù)業(yè)發(fā)展的影響,以美國為主的發(fā)包國和以印度為主的承包國為例,揭開其促進(jìn)美國、印度服務(wù)外包發(fā)展的主要因素,從而引出了中國服務(wù)業(yè)和服務(wù)外包發(fā)展的現(xiàn)狀和特點。然后對服務(wù)業(yè)和服務(wù)外包發(fā)展進(jìn)行實證分析,利用服務(wù)業(yè)增長和離岸服務(wù)外包的協(xié)整性及因果關(guān)系檢驗,服務(wù)外包和增加值的回歸關(guān)系擬合,分析服務(wù)業(yè)和服務(wù)外包的關(guān)系。再從我國主要服務(wù)行業(yè)離岸服務(wù)外包進(jìn)行態(tài)勢分析,采用波士頓矩陣分析方法,得出金融服務(wù)外包在行業(yè)內(nèi)的比重相對較低,但服務(wù)外包的發(fā)展速度已超過平均水平,交通運輸行業(yè)在整個行業(yè)的比重較高,但其發(fā)展水平遠(yuǎn)遠(yuǎn)低于其平均水平。 服務(wù)外包的發(fā)展對服務(wù)業(yè)發(fā)展的影響較大,服務(wù)外包的快速增長能夠有效的促進(jìn)我國服務(wù)業(yè)的良性發(fā)展。而影響服務(wù)外包的主要因素有服務(wù)市場的市場化程度、服務(wù)業(yè)的信息化程度、服務(wù)人才的質(zhì)量和成本,以及服務(wù)業(yè)企業(yè)的管理水平和競爭力等。這就要求我國在以擴大服務(wù)外包促進(jìn)服務(wù)業(yè)加快發(fā)展的過程中,突破過去制造業(yè)承接國際轉(zhuǎn)移中歸于成本相對較低的土地、勞動力資源以及優(yōu)惠政策等因素的路徑依賴,更多地從優(yōu)化服務(wù)外包產(chǎn)業(yè)發(fā)展的政策和質(zhì)體環(huán)境、提升產(chǎn)業(yè)能級和輻射帶動作用等方面,更多的以市場而非政府去推動服務(wù)外包產(chǎn)業(yè)發(fā)展。
[Abstract]:Since the 1990s, with the rapid development of the global economy, the rapid development of information technology, the increasingly perfect system of international production division, the increasingly complex competitive environment, the rapid development of transnational investment in the service industry. A new round of global industrial restructuring is emerging, which is characterized by service outsourcing and high technology, high value-added high-end manufacturing and research transfer. China has formed a certain advantage in the field of service outsourcing. The market is on display on a large scale. Vigorously developing service outsourcing will help China develop telecommunications, information technology, finance and other service industries, improve the service industry structure, and absorb idle labor in society. It is of great significance to improve the level of human resources and realize the sustainable development of economy. This paper firstly summarizes the theory of service industry and service outsourcing, analyzes the present situation of service industry and service outsourcing, the main categories and forms of service outsourcing, and theoretically proves the importance of service outsourcing to the development of service industry. China should conform to the trend of world service outsourcing, seize the opportunity and promote the development of service outsourcing. Then, from the development history and characteristics of foreign service outsourcing, the influence of service outsourcing on service industry development, taking the United States as the main contracting country and India as the main contracting country as an example, this paper reveals the main factors that promote the development of service outsourcing in the United States and India. Thus, the current situation and characteristics of service industry and service outsourcing development in China are elicited. Then it makes an empirical analysis on the development of service industry and service outsourcing, analyzes the relationship between service industry and service outsourcing by using the cointegration and causality test of service industry growth and offshore service outsourcing, and fitting the regression relationship between service outsourcing and service outsourcing. From the situation analysis of offshore service outsourcing in main service industries in China, using the Boston matrix analysis method, it is concluded that the proportion of financial service outsourcing in the industry is relatively low, but the development speed of service outsourcing has exceeded the average level. The proportion of transportation industry in the whole industry is high, but its development level is far lower than its average level. The development of service outsourcing has a great impact on the development of service industry. The rapid growth of service outsourcing can effectively promote the healthy development of our service industry. The main factors influencing service outsourcing are the marketization of service market, the informatization of service industry, the quality and cost of service personnel, and the management level and competitiveness of service enterprises. This requires that in the process of accelerating the development of the service industry by expanding service outsourcing, our country should break through the path dependence of factors such as relatively low cost land, labor resources and preferential policies in undertaking international transfers in the manufacturing industry in the past. More from the optimization of the service outsourcing industry development policy and quality environment, the promotion of industry levels and radiation to promote the role of the market rather than the government to promote the development of service outsourcing industry.
