【摘要】：自二十世紀(jì)中葉以來，西方發(fā)達(dá)國家的產(chǎn)業(yè)重心逐步向第三產(chǎn)業(yè)轉(zhuǎn)移，工業(yè)主導(dǎo)型經(jīng)濟(jì)向服務(wù)業(yè)主導(dǎo)型經(jīng)濟(jì)轉(zhuǎn)變，服務(wù)業(yè)在國民經(jīng)濟(jì)總量中的占比不斷上升、低端工業(yè)制造業(yè)逐步外遷已經(jīng)成總趨勢。發(fā)展中國家相對粗放的經(jīng)濟(jì)增長方式隨之帶來了資源消耗大、環(huán)境污染多、生產(chǎn)效率低下、競爭力不強(qiáng)等負(fù)面效應(yīng)。 作為“蘇南模式”的主要發(fā)源地，無錫近年來經(jīng)濟(jì)社會高速發(fā)展、三產(chǎn)結(jié)構(gòu)不斷優(yōu)化，已進(jìn)入工業(yè)化后期。但受到經(jīng)濟(jì)全球化浪潮、尤其是2008年以來全球金融危機(jī)的影響，無錫傳統(tǒng)制造業(yè)面臨著前所未有的挑戰(zhàn)，全市經(jīng)濟(jì)增長壓力空前。發(fā)展生產(chǎn)性服務(wù)業(yè)成為無錫調(diào)整產(chǎn)業(yè)結(jié)構(gòu)，實(shí)現(xiàn)科學(xué)可持續(xù)發(fā)展的必然選擇，更是提升本市產(chǎn)業(yè)競爭力所必需。 本文對生產(chǎn)性服務(wù)業(yè)的概念、界定、特性以及與相關(guān)輔助產(chǎn)業(yè)的關(guān)系進(jìn)行介紹，，重點(diǎn)闡述了波特的鉆石模型理論�；仡櫫藷o錫過去一段時間里三次產(chǎn)業(yè)發(fā)展概況，利用李冠霖的中間投入率標(biāo)準(zhǔn)對無錫生產(chǎn)性服務(wù)業(yè)的行業(yè)分類進(jìn)行了界定，并進(jìn)行了相關(guān)個統(tǒng)計分析，闡述其成長狀況，認(rèn)為無錫的產(chǎn)業(yè)發(fā)展基礎(chǔ)扎實(shí)，生產(chǎn)性服務(wù)業(yè)的規(guī)模、投入不斷增加，成長趨勢良好。對無錫市當(dāng)前生產(chǎn)性服務(wù)業(yè)的狀況進(jìn)行了SWOT分析，認(rèn)為無錫地理位置優(yōu)越、文化旅游資源豐富、重視人才引進(jìn)、制造業(yè)基礎(chǔ)雄厚、居民生活富足、全社會科技研發(fā)投入不斷增加、民營經(jīng)濟(jì)活力強(qiáng)大，但是可利用土地資源少、人才吸引力不夠、自主創(chuàng)新能力依然偏弱、制造業(yè)總體水平不高、行業(yè)龍頭偏少、產(chǎn)業(yè)集聚度低、面臨著激烈的市場競爭，但同時又處于長三角區(qū)域規(guī)劃逐步落實(shí)和上海自貿(mào)試驗(yàn)區(qū)成立的良好發(fā)展階段。結(jié)合目前無錫產(chǎn)業(yè)發(fā)展的客觀情況，本文最后在波特鉆石模型的基礎(chǔ)上，對地方政府在推動和加快生產(chǎn)性服務(wù)業(yè)成長壯大方面所能采取的方法、手段等提出了一些建議：要進(jìn)一步轉(zhuǎn)變政府管理方式，營造有利于產(chǎn)業(yè)發(fā)展的外部環(huán)境，開展區(qū)域合作，加強(qiáng)科技研發(fā)和對外交流，發(fā)展先進(jìn)制造業(yè)，優(yōu)化市場競爭秩序，通過產(chǎn)業(yè)布局的合理化和特色化來擴(kuò)大規(guī)模效應(yīng)。
[Abstract]:Since the middle of 20th century, the industrial center of western developed countries has gradually shifted to the tertiary industry, the industry-dominated economy has changed to the service-oriented economy, and the proportion of the service industry in the total national economy has been rising. The gradual outward migration of low-end industrial manufacturing industry has become a general trend, and the relatively extensive economic growth mode in developing countries has brought negative effects such as large consumption of resources, high environmental pollution, low production efficiency and weak competitiveness. As the main birthplace of the "Southern Jiangsu Model", Wuxi has experienced rapid economic and social development in recent years, the structure of three industries has been optimized constantly, and has entered the late stage of industrialization. However, it has been affected by the tide of economic globalization, especially the global financial crisis since 2008. The traditional manufacturing industry in Wuxi is facing unprecedented challenges and the pressure of economic growth in the whole city is unprecedented. The development of producer services has become an inevitable choice for Wuxi to adjust its industrial structure and realize scientific and sustainable development. It is necessary to enhance the competitiveness of the city's industry. This paper introduces the concept, definition, characteristics and the relationship between producer services and related auxiliary industries, and focuses on Porter's diamond model theory. It reviews the past three industrial developments in Wuxi. The industrial classification of producer services in Wuxi is defined by using Li Guanlin's intermediate input rate standard, and the relevant statistical analysis is carried out, and its growth situation is expounded. It is considered that Wuxi has a solid foundation of industrial development and the scale of producer services. The SWOT analysis of the current situation of the producer service industry in Wuxi shows that Wuxi has a superior geographical position, rich cultural tourism resources, and attaches importance to the introduction of talents, and has a strong manufacturing base. The residents live in a rich life, the investment in research and development of science and technology in the whole society is constantly increasing, the private economy is vigorous, but the land resources available for use are few, the talent attraction is not enough, the ability of independent innovation is still weak, the overall level of manufacturing industry is not high, and the industry leader is on the low side. The industrial concentration is low, facing the fierce market competition, but at the same time, it is also in the good development stage of the gradual implementation of the regional planning of the Yangtze River Delta and the establishment of the Shanghai Free Trade Test area. Combined with the objective situation of the industry development in Wuxi at present, Finally, on the basis of Porter diamond model, this paper puts forward some suggestions on the methods and means that local governments can adopt in promoting and accelerating the growth and expansion of producer services: to further change the mode of government management, To create an external environment conducive to industrial development, to develop regional cooperation, to strengthen scientific and technological research and development and foreign exchanges, to develop advanced manufacturing industries, to optimize the order of market competition, and to expand the scale effect through the rationalization and characterization of industrial layout.
