在建工程抵押評(píng)估及其方法改進(jìn)研究

【摘要】:改革開(kāi)放以來(lái),隨著我國(guó)土地使用制度和城鎮(zhèn)住房制度的不斷改革變化,房地產(chǎn)金融市場(chǎng)也在逐漸壯大。住房貸款、房地產(chǎn)抵押貸款、房地產(chǎn)信托等房地產(chǎn)金融活動(dòng)的盛行,不僅將金融業(yè)與房地產(chǎn)業(yè)緊密結(jié)合起來(lái),促進(jìn)了資金流通,而且為金融機(jī)構(gòu)拓展了業(yè)務(wù),為房地產(chǎn)業(yè)的發(fā)展提供了經(jīng)濟(jì)支持。房地產(chǎn)抵押貸款作為房地產(chǎn)金融活動(dòng)的重要組成部分,能夠得以良好地運(yùn)行,是以科學(xué)合理的貸款額度為基礎(chǔ)的。而在建工程由于自身的特殊性,使得其貸款額度的確定存在更多的困難,不合理的貸款額度容易給金融機(jī)構(gòu)帶來(lái)較大的資金收回風(fēng)險(xiǎn),所以,規(guī)范在建工程抵押評(píng)估,完善其評(píng)估方法和技術(shù)是評(píng)估業(yè)面臨的一個(gè)重要課題,關(guān)系到房地產(chǎn)金融市場(chǎng)的健康發(fā)展。 本文立足于當(dāng)前我國(guó)在建工程抵押相關(guān)法律法規(guī),詳細(xì)地對(duì)在建工程抵押評(píng)估有關(guān)內(nèi)容進(jìn)行論述,,提出評(píng)估方法的改進(jìn)意見(jiàn),選取具體在建工程實(shí)例,采用改進(jìn)后的評(píng)估方法對(duì)其進(jìn)行評(píng)估。首先說(shuō)明目前該領(lǐng)域的研究現(xiàn)狀、本文研究的內(nèi)容及采用的研究方法;其次從評(píng)估特點(diǎn)、評(píng)估對(duì)象及范圍、評(píng)估目的及價(jià)值類型、評(píng)估時(shí)點(diǎn)及原則、抵押價(jià)值影響因素等角度出發(fā),對(duì)在建工程抵押評(píng)估作基本闡述;然后對(duì)在建工程抵押評(píng)估方法進(jìn)行改進(jìn),并按房地產(chǎn)類型對(duì)評(píng)估方法的應(yīng)用加以說(shuō)明;最后以JY在建工程為例,應(yīng)用前文所述方法,說(shuō)明對(duì)在建工程進(jìn)行抵押價(jià)值評(píng)估的基本過(guò)程。
[Abstract]:Since the reform and opening up, with the continuous changes of land use system and urban housing system in China, the real estate financial market is also gradually expanding. The prevalence of real estate financial activities such as housing loans, real estate mortgages, real estate trusts and other real estate financial activities not only closely linked the financial industry with the real estate industry, promoted the circulation of funds, but also expanded the business of financial institutions. For the development of the real estate industry to provide economic support. As an important part of real estate financial activities, real estate mortgage loan can run well and is based on scientific and reasonable loan quota. Because of its own particularity, the construction project in progress has more difficulties in determining its loan quota. The unreasonable loan amount can easily bring greater risk of capital recovery to financial institutions. Therefore, the mortgage assessment of the construction project in progress is standardized. Perfecting the evaluation method and technology is an important subject facing the evaluation industry, which is related to the healthy development of the real estate financial market. Based on the laws and regulations related to the mortgage of construction in progress in our country, this paper discusses in detail the relevant contents of mortgage assessment of construction in progress, puts forward some suggestions on how to improve the evaluation method, and selects concrete examples of construction in progress. The improved evaluation method is used to evaluate it. First of all, the current research situation in this field, the content of this study and the research methods adopted are described. Secondly, from the evaluation characteristics, evaluation object and scope, evaluation purpose and value type, evaluation time point and principle, From the point of view of influencing factors of mortgage value, this paper makes a basic exposition on mortgage assessment of construction in progress, then improves the method of mortgage assessment of construction in progress, and explains the application of the method according to the type of real estate. Finally, taking the JY construction project as an example, the basic process of mortgage value evaluation for the construction project in progress is explained by using the method described above.
