【摘要】：本論文以成都國(guó)際非物質(zhì)文化遺產(chǎn)博覽園的目標(biāo)成本管控案例為目標(biāo)，分析其目標(biāo)成本控制中失敗的經(jīng)驗(yàn)教訓(xùn)和存在的問題，，進(jìn)一步分析挖掘其產(chǎn)生問題的根本原因，并提出解決問題的方法和思路，用以指導(dǎo)在新的經(jīng)濟(jì)環(huán)境中如何采取有效的措施對(duì)成都國(guó)際非物質(zhì)文化遺產(chǎn)博覽園二期及其他類似后續(xù)項(xiàng)目的目標(biāo)成本控制起到積極指導(dǎo)作用，使公司進(jìn)一步的規(guī)范管理，不斷提升市場(chǎng)競(jìng)爭(zhēng)能力，將后續(xù)項(xiàng)目的目標(biāo)成本控制達(dá)到一個(gè)新的高度。 本文對(duì)成都國(guó)際非物質(zhì)文化遺產(chǎn)博覽園的目標(biāo)成本控制管理主要采用的研究方法，是以成都國(guó)際非物質(zhì)文化遺產(chǎn)博覽園在修建過程中出現(xiàn)的問題為出發(fā)點(diǎn)，以發(fā)現(xiàn)問題，分析原因，提出對(duì)策為基本的主線條，在案例分析中運(yùn)用正反對(duì)比、事例和理論的有機(jī)結(jié)合的方式、SWOT分析法進(jìn)行分析和研究。主要分析研究成都國(guó)際非物質(zhì)文化遺產(chǎn)博覽園由于在成本控制意識(shí)、成本控制制度建設(shè)、涉政工程修建模式等方面原因所導(dǎo)致的成本控制中所出現(xiàn)問題，在公司目前所處的內(nèi)外形勢(shì)下采用SWOT分析的方法找到解決問題的對(duì)策。 本論文通過對(duì)成都國(guó)際非物質(zhì)文化遺產(chǎn)博覽園目標(biāo)成本控制的研究，認(rèn)為項(xiàng)目的前期定位和成本控制意識(shí)（即人的主觀能動(dòng)性）對(duì)成本的控制起到了至關(guān)重要的作用；從廣義成本的角度與項(xiàng)目的定位進(jìn)行了多點(diǎn)聯(lián)系分析，確立了要以市場(chǎng)為主導(dǎo)來確定目標(biāo)成本的思想；在成本控制意識(shí)方面，強(qiáng)調(diào)了全員、全額、全程地控制目標(biāo)成本的理念。同時(shí)，房地產(chǎn)項(xiàng)目在目標(biāo)成本的構(gòu)成和開發(fā)流程中的動(dòng)態(tài)控制也有著重要影響；最后，有針對(duì)性的分析了“三邊政績(jī)工程”產(chǎn)生的根源和在實(shí)際工作中如何采取措施減少“三邊工程”對(duì)目標(biāo)成本控制所帶來的不利影響。 通過本論文的分析研究，發(fā)現(xiàn)了成都國(guó)際非遺博覽園項(xiàng)目一期修建過程中在成本控制方面出現(xiàn)的問題，并對(duì)問題出現(xiàn)的原因進(jìn)行了分析，有針對(duì)性的提出解決對(duì)策。
[Abstract]:This paper aims at the case of target cost control in Chengdu International Intangible Cultural Heritage Expo Park, analyzes the experience, lessons and existing problems in its target cost control, and further analyzes the root causes of the problems.The methods and ideas of solving the problem are put forward to guide how to take effective measures to control the target cost of the second phase of Chengdu International Intangible Cultural Heritage Expo Park and other similar projects in the new economic environment.To further standardize the management of the company, constantly improve the competitiveness of the market, the target cost control of subsequent projects to a new level.In this paper, the main research methods of the objective cost control management of Chengdu International Intangible Cultural Heritage Expo Park are based on the problems in the construction process of Chengdu International Intangible Cultural Heritage Expo Park, and the problems are found.This paper analyzes the reasons and puts forward the countermeasures as the basic main line. In the case analysis, SWOT analysis method is used to analyze and study the positive and negative contrast, the organic combination of case and theory.This paper mainly analyzes and studies the problems in cost control caused by the cost control consciousness, the construction of cost control system and the construction mode of political engineering in Chengdu International Intangible Cultural Heritage Expo Park.In the company's current internal and external situation using SWOT analysis method to find solutions to the problem.Based on the research on the target cost control of Chengdu International Intangible Cultural Heritage Expo Park, this paper holds that the pre-project orientation and cost control consciousness (i.e. the subjective initiative of human beings) play an important role in the cost control.From the point of view of the broad sense of cost and the orientation of the project, this paper makes a multi-point connection analysis, and establishes the idea of determining the target cost by taking the market as the leading factor, and emphasizes the idea of controlling the target cost in the whole staff, the whole process and the whole process in the sense of cost control.At the same time, the dynamic control of the real estate project in the target cost and development process also has an important impact; finally,This paper analyzes the origin of trilateral performance project and how to take measures to reduce the adverse effect of trilateral project on target cost control.Through the analysis and study of this paper, the problems in cost control during the construction of the first phase of the Chengdu International Non-Exposition Expo Park are found, and the causes of the problems are analyzed, and the corresponding countermeasures are put forward.
